Motion made by Councilman Bruce Ferguson, seconded by Councilman Harold Gilchrest, to approve the regular monthly meeting minutes from December 13, 2017; passed by majority (3-0) yes votes from the following Board Members who were in office on December 13, 2017: Councilman Bruce Ferguson; Councilman Harold Gilchrest-Yes; Councilman Marcus Blanck-Yes. 2 Page 2 Shushan Fire Dep t.-annual report provided for 2017: 22 fire calls; 17 First Responder calls w/salem Squad;20 w/ Cambridge Squad; 11 Mutual Aid Calls: Salem-4; Cambridge-4; Arlington-1; Hebron-1; White Creek-1; Copy of budget worksheet enclosed showing allocated vs. expended & 2018 proposed. Total alarms for Town of Salem was 24; Town of Jackson was 35 (average # of fire personnel per alarm 5.75; average # of EMS 1.34). May had most alarms-9; least alarms was January-2 Total hours for year Report will be filed Water-Eric Rogers reported 311 meters currently in service. Performed 4 th quarter iron & manganese tests (well #3 elevated but within limits); regular upkeep & maintenance was performed. Still working with Badger Meter on new read software (hope to get started working on replacing meter heads for a better read percent). Eye wash & fire extinguisher checks were done; did monthly water sample required by the DOH & sample met the bacteriological requirements for a public water supply as set forth in subpart of the State Sanitary Code under Public Health Law 225. All fire hydrants have been winterized so if used, please notify the Water Dep t. Tank inspection will have to be done again in Due to below zero temps for a week or so, there was a spike in water usage; began checking to find problems to fix them before they became big issues. Two fire hydrants are running so a couple of water mains that have had issues in the past will not freeze. Since the money is already in the budget, we need to start the bid process for a water pick-up. Working on spring to do list of projects that will need addressing (finding water shut-offs & marking them); new equipment will also be needed come spring/summer(water tools like new metal detector & some leak detection tools). Emergency call out at the water barn is out-dated; can no longer get parts & need to consider updating. Also in need of a filing cabinet in case of a disaster at the water barn; everything would be lost at it now stands; report will be filed Highway-Sup t. Travis Keys requested some direction from the board re bids for two new 2018 pick-ups--one for water dep t. & one for highway dep t.; he would like extended cabs on both and is looking at a green 6- cylinder half ton gas 4 x 4 pick-up with a box 5-1/2-6-1/2 w/spray in bed liner; chrome front & rear bumper; front tow/recovery hooks; factory transfer case & fuel tank skid plates, if available; heavy duty under bumper tow hitch w/7-way plug, back-up alarm, chrome/stainless tubular steps; front/rear mud flaps; roof marker lamps; grey/dark colored interior cloth seats (40/20/40 split bench seat); 4 full sized doors; heat/a/c; power windows & door locks; under seat and/or floor storage; upfitter switches w/at least 3 switches; trailer brake controller; vinyl floor (no carpet); back-up camera; am/fm radio w/blue tooth for water dep t. & road maintenance throughout the year. The 2018 one-ton extended cab for the highway dep t. will be used in municipal snow plowing (intersections & driveways); sanding/salting in the winter & road maintenance throughout the year. Green (if available; if not dark blue), 6-cylinder, heavy duty gas w/4 x 4 single rear wheel; GCW minimum 10,000# real axle to have helper springs or Timbren springs; on/off road tires (mud & snow); axle ration preferred 4:10/4:30; heavy duty automatic transmission w/minimum of 6 forward speeds. Prefer crew cab, 8 foot bed w/spray in bed liner; chrome front/rear bumper; front tow/recovery hooks, flip out or slide out heated tow mirrors; factory transfer case & fuel tank skid plates if available; heavy duty under bumper tow itch w/7-way plug; back-up alarm; chrome or stainless tubular steps; front/rear mud flaps/roof marker lamps; snow plow prep package. Grey or dark colored interior cloth seats; front 60/40 w/center arm rest storage; rear seat bench; heat & a/c; power windows & door locks; under seat and/or floor storage; upfitter switches w/at least 3 switches; trailer brake controller; vinyl floor (no carpet); back-up camera; am/fm radio w/bluetooth. Resolution #18-Motion made by Councilman Bruce Ferguson, seconded by Councilman Marcus Blanck, to put both truck specs out to bid and then contact Ty McLenithan to compare with Washington County bid prices. 3 Page 3 Resolution #19-Motion made by Councilman Marcus Blanck, seconded by Councilman Bruce Ferguson; to declare as surplus and list to sell the 2014, 4-Wheel Drive, 8 cylinder Diesel Ford Pick-up, Vehicle I.D. #1FTBF2BT7EEB80503, as the 2003 Ford was already approved for listing for sale as surplus equipment. Roll Call Vote: Councilman Marcus Blanck-Yes; Councilman Bruce Ferguson-Yes; Councilman Harold Gilchrest-Yes; Councilman Howard Law-Yes; Supervisor Evera Sue Clary-Yes; passed unanimously 5-0. Other issues of concern: Main Care has let the Town Barn (as well as Proudfit Hall) run out of heating oil; maybe look at putting out to bid next year. How will snow removal work now that it is under the Town? What is happening with the sidewalks come spring? Repair, maintain or replace? Nothing put in for in the 2018 budget; could bring up for 2019 budget during workshop sessions. Councilman Gilchrest still would like to create a sidewalk district as he has said many times in the past. Increase in CHIPS money still up in the air with the Governor. Grants are available through Washington County for culvert grants through NYS. Projects must be over $50,000/project. Travis is thinking Scotts Lake Road (off NYS Rte. 22), Riley Hill Rd. by Parker s, and Rich Road in Shushan. Binninger Road in Shushan is also in bad shape. Garbage cans have become an issue w/plowing the streets/plowing around the cans. Highway barn getting calls if crew knocks them over, too. They have become a hazard to the travelling public; they make the road narrow if the trucks have to go around them. Parking on streets during snow removal needs to be addressed; the board has copies of the current Village Local Law on this issue. The Town needs to look into adopting its own Local Law as the current Village Law on the books will expire on 03/31/2018. No formal agreement with Town of Sandgate to plow Chunks Brook & Vouri Lane and town plows the end of Chambers Rd. For legal purposes, should there be some kind of agreement in writing? Travis was instructed by the board to try and obtain a copy of the agreement that the Town of White Creek has. Web site needs to be updated with highway information and water dep t. needs to be added to web site. Travis compiling a list & keys for all buildings like court house and Proudfit in case there is trouble with water or anything else, they can get in to check on things. Any one knows of where extra keys are or who has what, let Travis know. Grader will be going to Northern Truck for motor issues in the next week or so. Monthly Highway Report from 01/031/17-02/04/18 was provided by Sup t. Keys & the same will be filed. Dick Look from Northern Insuring-Dick advised the board that he had talked to both Jason McCauliffe and Harold Butch Gilchrest regarding the recreation program for various sports. If the Town of Salem sponsors the program, i.e. through a Salem Youth Commission for example, liability insurance will cover the program for the youth at no extra cost. NYMIR would cover is budgeted by the Town as a Youth Commission. Granville has a recreation commission with both the Town and Village and Whitehall has a Youth Commission. Town of Argyle runs their own youth programs and owns the fields. Med pay under liability excludes coverage for sporting programs (injuries, hospital/dr. visits, etc.). Jason responded that K & K Insurance Co. covers a lot of sports but an extra premium has to be paid and it can get quite expensive. Herb Perkins responded by saying that there was a Salem Area Youth Association through HSPCA in the past that was a 501 C-3 but that it went by the wayside. Once the 5-1 C-3 lapses, you are no longer a 501 C-3. Herb did not know if that could be re-activated or not. Clerk Gilchrist provided a sign-up sheet at the meeting for those interested on being on a committee to further study this issue. Mr. Look will be glad to help any way he can. Alton Knapp & Associates, Flood Plain Managers- Mr. Knapp and his son were present to explain that they had sent a letter to Supervisor Clary explaining that they felt they could no longer continue as Flood Plain managers for the Town of Salem, which they had been for the previous three years. He had worked with both the Planning Board and the Town Office for QD s (Quick Determinations) in the past. There had been some issues with getting QD s before the LRCC-1 s could be signed and a permit granted by the County when applications were not required by the Planning Board. They will now be using a Federal form that will cost $15.00 instead of the current QD fee of $ They will be meeting with Washington County Code Enforcement in the next few weeks as they do not currently review Demolition Permits or Sewer Permits, which both have an LRCC-1 included in their packets. That has a statement that the subject project is or is not
4 Page 4 in a flood plain, which Mr. Knapp has to determine so the Town is not subject to liability should the wrong box be checked. They will be drafting a new contract and using the new forms, which Alton will supply to Supervisor Clary for the Board s review. The new forms will be mailed to another location now and not to Greenwich as in the past; not too many changes from the way things were before except a better handle on QD s being done before the Building Permit is furnished to the County. The price will remain the same at $ for their services. Mr. Knapp informed the board that he had worked on the Solar Farm on Rte. 153, SAW and property along the Battenkill in Shushan, as well as the Georgi Museum in Shushan, which were all more than Quick Determinations. Both Supervisor Clary and Clerk Gilchrist informed Mr. Knapp that issues would be monitored more carefully than in the past and Mr. Knapp will continue to work with Kimberly Erbe as Clerk to the Planning Board. The Board thanked Mr. Knapp and his son for their presentation and for staying on as Flood Plain Managers. Courthouse-Three new board members will begin this January: Judy Bardin, Courtney Carlton & Scott Rishell (who will also serve as Treasurer). Janice reported the LARAC funding has been approved for 2018 in the amount of $4, Part of that money will go towards funding a new program for LL&P and will be open to entering 7 th graders. Partnering with SAW for this program entitled Junior High Hands on Studio Art with Profesionals ; $1,000 will go towards Music in the Courtroom series w/daniel Shulman & Kaori Washiyama; many more grants have been applied for continued funding for LLP program. Preliminary application submitted for a NYS grant through Carrie Woerner s office on restoration work to the building through the Dormitory Authority State of NY (DASNY). The courthouse kitchen had burst pipes on 12/15/17 that created quite a mess for the kitchen area. Braymer Fuels helped repair the pipes and addressed the heating issue; currently working with insurance company now to work out issues, file claim when bill is rec d., etc. Weight Watchers meets every 3:30 p.m. & new members can join at any time. The Courthouse is still in the midst of their annual appeal so feel free to donate and/or join as a member! Georgi Museum-Wendy Bordwell reported that Laura Dunham was now on the Georgi Committee, along with Butch Gilchrest and Anita Witten. She gave a big thank-you to Councilman Ferguson for his many years of service to the Georgi Committee and his continued behind the scenes support. Have been notified that the LARAC Grant will be forthcoming for the Fairies in the Hamlet exhibit on 06/16/2018. Volunteers are needed so if you would like to help, please contact Wendy. $ was received from Stewart s for programs in 2018, as well as a $ donation from the Salem Area Chamber of Commerce. Need to form a Friends of the Georgi support group to establish a 501 C-3 organization, with a board of 3-5 committed people. An area Eagle Scout is planning a project at the Georgi building picnic table(s) w/handicapped access at either end, with the possibility that he will donate 2-3 tables depending on what it will cost to do the project. No expense will be borne by either the Town or the Georgi. If anyone wishes to donate to the Georgi, please feel free to do so; mail to the Georgi Museum and Park Center; PO Box 150; Shushan, NY and consider becoming a member! Planning Board-Mo Patrick reported 2 applications for January, meeting to be the 4 th Thursday. An issue at Battenkill Woods was brought to Moe attention and that is currently being reviewed. Mo reported that the planning board will be reviewing Site Plan and Sub-division regulations and will be addressing solar issues in the site plan review process. Zoning also needs to be changed from 50 setbacks to 15. Historian-Al Cormier reported that there would be a Historic Preservation Meeting on January 15, A $4,000 Alfred Solomon grant was received by the Salem Rotary to continue stone cleaning in the Revolutionary War Cemetery; there are approximately 800 more to do. The Records Management Grant Application for storage of both the Village & Town records and shared w/the Salem Volunteer Fire Dep t., Inc., has been filed w/nys and Al probably won t hear anything before July of Just an FYI, the Lamplighter story appeared in the newspaper this past week. Report on the grant paperwork will be filed.

Rebecca Brown will put a Help Wanted Ad in the Journal-Press. DEC has been involved re the discharging of weapons as there is a NYS DEC law that covers this. Supervisor Clary has 10 days to respond to Attorney Meyer s letter. Renaissance Plan-Councilman Bruce Ferguson that a final copy of the Salem Plan was needed from Laberge. Laura Dunham will get the final report to Supervisor Clary. He also asked How does the Town do things for the Bancroft Trust & the Proudfit Trust? That is currently being reviewed by Kara Lais and/or someone in her firm. Resolution #27-Motion made by Councilman Marcus Blanck, seconded by Councilman Howard Law, to be able to proceed immediately with listing the items of furniture for sale (de-accessioning) that are currently in storage at the railway building when Attorney Alan Wrigley receives a ruling from petitioning the Washington County Surrogate s Court on this issue. (We have two years to proceed with the SAM grant to re-do the former fire dep t. space into an office space.)
