4 REGULAR MEETING OF THE BOARD OF TRUSTEES Jackson College, Clyde LeTarte Center Hillsdale, Michigan August 10, 2015 The regular meeting of the Board of Trustees of Jackson College, Jackson County, Michigan, was held on Monday, August 10, 2015 at 1320 W. Carleton Road, Hillsdale, Michigan. Chairman Samuel Barnes called the meeting to order at 6:30 PM Eastern Daylight Time. Board Members Present: Chairman, Samuel Barnes; Vice Chairman, John Crist; Secretary, Sheila Patterson; Trustee, Matt Heins; Trustee Phil Hoffman; and Trustee, Dr. Ed Mathein Board Member Excused Absence: Treasurer, Donna Lake Others Present: Dr. Daniel Phelan, Cindy Allen, Dale Dopp, Sara Johnson, Dotty Karkheck, Kristi Hottenstein, Amanda Janes, Sara York, Minnta Davis, Melanie Maree and Brian Newberry. COMMUNICATIONS Citizen Comments There were no citizen comments. Employee Comments Amanda Janes, Academic Advisor/Center Coordinator share updates on the Clyde LeTarte Center. President Phelan introduced new employee, Brian Newberry whom shared a few comments on himself. Board Comments There were no conflicts of interest. Trustee Dr. Mathein shared that the Board may want to consider median income while planning future tuition rates. Student/Student Government Comments There were no student comments. Consideration of Minutes The minutes of the regular Board meeting on July 13, 2015 were approved as presented.

5 Marketing Report Ms. Dotty Karkheck, Director of Marketing, provided highlights from the Marketing report for the month and addressed questions from the Board. ENDS Performance Reporting International Student Institute Board Monitoring Report Melanie Maree, Director of the International Student Institute presented the International Student Institute Board Monitoring Report and addressed questions from the Board. ACTION ITEMS Second Reading: Monitoring Presidential Performance and Policy Governance President Phelan presented the Monitoring Presidential Performance and Policy Governance policies. MOTION BY TRUSTEE HEINS To approve the Monitoring Presidential Performance and Policy Governance policies as presented. MOTION PASSED UNANIMOUSLY. INFORMATION ITEMS First Reading: Delegation to the President and President s Job Description The Delegation to the President and President s Job Description policies were presented for the Board s first consideration. Both policies were moved to second reading status. President s Report President Phelan provided an update of significant College initiatives, legislative and academic matters. CLOSED SESSION As provided by Public Act , Section 8, sub-section a) President Phelan requested a closed hearing for the purpose of consideration of President s evaluation. MOTION BY TRUSTEE CRIST To move into closed session for the purpose of discussing the President s Evaluation. ROLL CALL VOTE: TRUSTEES HOFFMAN, PATTERSON, CRIST, BARNES, HEINS AND MATHEIN VOTING AYE. MOTION PASSED UNANIMOUSLY. The Board moved into closed session at 7:08PM. MOTION BY TRUSTEE HOFFMAN To move back into open session. TRUSTEES HOFFMAN, PATTERSON, CRIST, BARNES, HEINS AND MATHEIN. MOTION PASSED UNANIMOUSLY. The Board reconvened to open session at 7:38 PM. ACTION ITEM Consideration of Presidents Contract Chairman Barnes shared the President s ratings on his evaluation and some of the comments from the Board. His overall rating was 4.95 out of 5.0. The Board expressed their appreciation of, and strong support for, President Phelan. Discussion and review of the Presidents current contract was held. MOTION BY TRUSTEE CRIST To consider the following adjustments to the Presidents Contract: an Evergreen 5 year contract, an increase in Officeholder account to $30,000, a performance bonus of

Among the components of the appropriations distribution for all Michigan community colleges is performance-based funding, based on five standards of local strategic value called best practices. The law requires the Jackson College Board of Trustees to pass a resolution, by October 15, 2015, certifying that the College meets at least four out of five of the best practice standards under each of the three categories.
