Interestingly, the number of insured farmers declined from 77,000 in to 46,136 in Even these insured farmers cannot hope for an early relief. The Agriculture Ministry data shows the insurance companies are yet to settle claims for kharif and rabi crops under the PMFBY in the State. Not a single farmer got his claims under the PMFBY in Similarly, in , as many as 77,000 farmers insured their crops and only 23,300 received their claims. Due to flood and rain in all districts in Kerala, around 42,632 hectares of agricultural land have reportedly been destroyed and the initial estimates put the loss at around 1,000 crore. Meanwhile, the Union Finance Ministry has directed insurance companies to simplify and settle insurance claims under the PMFBY to flood victims in Kerala. Police said Samaila Khan (28), Tanzeela (9) and Areeva (3) died after their shanty caved in late in the night on Monday. The three were rushed to nearby hospital where they were declared dead while fourth one identified as Azeen Khan escaped with injuries. Locals informed the police and a team was rushed to the rescue and four were rescued in which three died and one survived the incident. The person who escaped with injuries is the head of the family and Samaila s husband. Police said that the wall with which the shanty was supported was made of stone and was boundary wall and in the heavy rain it caved in resulting into death of three family members. Azeem Khan sustained multiple injuries and is undergoing treatment at Hamidia hospital where his condition is reportedly stable. The bodies were sent for the post mortem and a case under section 174 of the CrPC was registered. Police have started further investigation. During the investigation police found that the family was issued warning of repairing the house which was in dilapidated condition and Azeem responded by asking for time for repair work. The family members were asleep at the time of the incident due to which they failed to save themselves from the wall which collapsed per cent also don t get good colleges. He firmly stressed that no nation can be developed unless the people of the nation are well educated, it is a necessary but not sufficient condition. Education is a mission, an ideology for us. Currently residing in Delhi, Frank headed a gang of drug smugglers, who were all African nationals, said Rupnagar Senior Superintendent of Police (SSP) Swapan Sharma, adding that the police were now on the trail of other members of the gang. Investigations had revealed that Frank was in regular touch with more than 25 drug peddlers in various districts of Punjab, and had, in July alone, sold nearly 3.5 kgs of heroin and 60 grams of ICE in the state. Sharma said that the police investigations were now focused on cracking the modus operandi of the gang headed by Frank, whose main area of operation recently had been in Chander Vihara, Uttam Nagar and Dwarka areas of Delhi. Sometimes advance stock analysis techniques like fundamental and technical analysis and even experience do not help investors and the markets move exactly in the opposite direction of the primary bet or the position the investor has taken. So what are the options available for investors who want to invest a lump sum but are apprehensive about the market timing and are wary to invest the entire amount at one go? Can they protect themselves against such volatile market movements and infact take advantage of it? For an investor who has invested in the markets through a mutual fund, systematic transfer plans (STP) can be quite handy. An STP helps an investor invest in the market in a systematic and staggered manner by investing a lump sum amount in one scheme and transfer regularly a predefined amount into another scheme. The scheme considered for lump sum investment is called source scheme or transferor scheme, and the scheme to which the amount is transferred is called destination scheme or target scheme or transferee scheme. In most cases, investors park the lump sum amount in a liquid ultra short-term fund and transfer it to an equity balanced fund. So, in a way, STP with a scheme to scheme transfer, is an extension of a Systematic Investment Plan (SIP), which is a savings account to scheme transfer. Since the transfer from a debt scheme to an equity scheme is staggered, an investor can take advantage of rupee cost averaging. In Capital Appreciation STP, the investor transfers the profit part out of one investment and invests in the other. In Flex STP, the investor has a choice to transfer a variable amount. The fixed amount will be the minimum amount and the variable amount depends upon the volatility in the market. To start an STP in a fund of one s choice, the investor needs to hold units of another fund of the same fund house (AMC). For eg, to start STP in HDFC Small cap, an investor needs to hold units in any other fund like HDFC Short Term Debt. Then, the investor should decide the transfer amount and the frequency of the transfer which could be weekly, monthly or quarterly. Suppose Raj is a small investor who has been able to save two lakh rupees and is aware that inflation will eat into his money if he leaves it in a bank. He wants his money to earn higher returns but is hesitant of investing his hard earned money at one go in any mutual fund and is unaware if this this correct time to enter the market. So, Raj can invest in a longterm (more than five years) STP plan for investing his two lakh rupees lump sum. This is how he can proceed: i) Invest one lakh rupees in two different source debt funds. ii) Set STP for 1,000/week to the respective destination equity funds iii) He can have the option of transferring 2,000 everytime market falls by more than one per cent. Through this process, in about two years time, Raj s entire investment will be transferred to growth oriented equity funds, all the while taking advantage of rupee cost averaging, buying more mutual fund units when there is a downturn in the market. A Systematic Transfer Plan is particularly suitable to investors who have lump sum money and wish to invest in equity funds but are wary of timing the market. They can then choose to park the money in a liquid or debt fund and use the STP option to systematically transfer a fixed amount of money at regular intervals into the target equity fund. Also, customers seek products and services that can respond to their specific needs and firms make effort to create competitive advantages to keep their profit and market share. All of the above trends lead firms and countries to focus on supply chain and integrated logistics. In layman terms, logistics basically imply the distribution of products and services from the point of origin to the point of consumption. Making supply chain activities more effective and efficient is a sustainable competitive advantage for countries. One of the important parts of these activities is logistics activities, which can make a significant reduction in costs. Efficient management of logistics activities is a perfect source for creating competitive advantages. Besides, it allows firms to respond to their customers specific needs, which in turn results in customer satisfaction. In this context, it is important to quantify national logistics cost and to identify the sources through which this cost can be reduced so as to increase competitiveness of the nation. Unfortunately, estimates of such costs for India, based on detailed studies, are not readily available. It is generally believed that the cost of logistics is very high in our country. The ball mark figure, often quoted in the context of India, is about 13 per cent of Gross Domestic Product (GDP), though the methodology of the same is not published anywhere. Incidentally, this is higher than that of US (nine), Europe (10), Japan (11) and Germany (eight). Inefficiencies have grown over the years from a combination of a non-conducive policy environment, extensive industry fragmentation and lack of good basic infrastructure. India s indirect tax regime discouraged large centralised warehouses and over a period of time, led to the fragmentation of the warehousing sector. Extensive disintegration meant the inability of players to develop the industry as a whole and poor support infrastructure, such as roads, ports, and telecom, which led to a situation where opportunity to create value is limited. No doubt, high logistics cost reduces competitiveness of Indian goods, both in domestic as well as export market. The development of modern logistics is essential for Make in India mission and, thus, would give a boost to both domestic as well as external demand, thereby encouraging manufacturing growth and job creation. However, much of this is changing as the Government is now demonstrating a strong commitment towards providing an enabling infrastructure and creating conducive regulations. Recently, the logistics sector has been granted infrastructure status, which will help it access loans on easier terms. A logistics division has been constituted under the Department of Commerce, Ministry of Commerce and Industry to look after the logistics issues. At the same time, regulations around rationalisation of tax structures and rollout of the Goods and Services Tax are creating an environment of positive change. Players now have the opportunity to leverage economies of scale, complemented with better infrastructure, to provide integrated logistics solutions,which are cost effective. Most of the developed countries, as well as emerging countries, compute performance indicators for logistics activities on a regular basis to measure operational costs and efficiency levels. These indicators provide information on lacunae, which needs urgent attention. Measuring operating costs helps identify whether and where to make the changes to control expenses and identify areas for improved performance of assets, both at the micro as well at the national level. Unfortunately, similar attempts have not been undertaken for India. In this context, we have undertaken a back-of-the-envelope calculation to estimate the logistics costs for our country. Typically, the following elements are considered worldwide to estimate logistics costs: Transportation costs: These include costs for both primary and secondary transportation. Primary transportation is the movement of finished goods from plants and vendors to warehouses. It includes costs for replenishment movement from plants or distribution centers to other plants or distribution centers, and inbound freight on purchased finished goods, movement to plants or distribution centers for resale. On the other hand, secondary transportation is the delivery of finished goods to customers. It includes payments to carriers, pickup allowances, truck or rail equipment and operations costs, and freight allowed. Inventory carrying costs: These include the cost of money (opportunity or interest), ad valorem taxes, insurance, among others. Management and administration cost of distribution: These include indirect management personnel and support staff, including was once such a super-group, so much so that Obama got elected. It isn t anymore, she argues. Lilla might agree. And it s not merely the conduct of politics that identity politics undermines. The winner is one who invokes the morally superior identity and expresses the most outrage when questioned. Reagan ushered in a new era of conservative politics that built on Republican think tanks and foundations set up outside the universities, with party workers reaching out to ordinary voters, and getting party candidates elected at all levels of Government. While Bill Clinton and Barack Obama had kept the tide in check, the Democrats were resiling, and responding with the identity politics their party workers had learnt from their education, without grassroots efforts or cadres needed to win votes. Identity movement politics isn t democratic politics. As Chua says, the zero sum game which saw identities being pushed against each other eventually resulted in a whitelash that brought in Trump. Strengthening logistics network India is in dire need of a long-term national logistics plan that can help minimise gaps, reduce costs, align developmental projects so we can all reap economic benefits the central distribution staff, inventory planning and analysis staff, and the traffic department. Nowadays, computer software and hardware cost allocations are an important distribution expense. Ideally, estimates of logistics cost are computed from primary as well as secondary data sources. The National Accounts Statistics and input-output tables provide limited information on some of the elements of the logistics costs. Below, we provide a tentative estimate of logistics cost using a secondary source of information. As noted earlier, there are three thinking and policies are provocative. Pushed to the corner, they were willing to overlook Trump s boorish lack of constraint by the principle of non-contradiction. Both authors point to the need for principal components of logistics costs namely, transportations costs, inventory carrying costs and administration costs of distribution. Out of these, one can derive an estimate of the transportation cost from India s input-output (IO) table. The inputoutput table of a country provides the cost structure of each sector of the economy by the principal inputs (goods and services), value added (returns to factors of production) and indirect taxes paid to the Government. Since transportation is a principal input in the production process, IO table typically provides estimates of such costs. To some extent, the second component of logistics cost (inventory carrying cost) is also documented in the IO table. However, the last component of logistics cost is subsumed in other inputs. As a result, it is difficult to arrive at the estimate the logistics costs from IO table. In Table 1, we have shown our estimate of logistics cost (primarily first two components) from the latest published IO table of India, which refers to the year Our estimate comes to about 8.9 per cent of Gross Domestic Product (GDP). It may be noted this is a crude estimate of logistics cost in the production process and excludes the logistics cost of delivery from the points of production to the final demand. It must be mentioned that neither the inventory carrying cost nor the management and administration cost is fully accounted for here. The insurance cost shown in the Table is an overestimate as it reflects total insurance cost and not specific to logistic activities. Our estimated transport cost (7.4 per cent) is on the higher side compared to that of South Africa (6.8 per cent) or Brazil (6.3 per cent) in The management and administration component of logistics cost is about two per cent in South Africa. If we assume the rate to be of the same magnitude in India, our estimate of logistics cost as per cent of GDP turns to be near 11 per cent of GDP. This is a back of envelope estimates and dated sometime back. Like other countries, there is urgent need to track national logistics cost to increase the competitiveness of India. Indians don t have the luxury of falling back on liberal values as the Americans and Europeans do. For India, liberalism too is a derived discourse, and it doesn t have the religious backdrop against which it could make sense. His comments that the regulator will give operators a patient hearing on the matter assumes significance as there has been a disquiet in the industry over the new unsolicited commercial communication norms. Cellular Operators' Association of India (COAI) had raised red flag over Trai's (Telecom Regulatory Authority of India) new rules on curbing pesky calls and messages, terming them complex, timeconsuming and devoid of a cost-benefit analysis. "I have asked my officers to call the operators...understand from them...there may be a communication gap between what regulations say and what iti Aayog vice chairman NRajiv Kumar said Tuesday that he was more concerned about the rising trade deficit than the falling rupee, and called for efforts to push exports. He also said that there is a constituency which benefits from strong rupee but it needs to be put on the back foot. "I don't believe in strong rupee... Rupee should remain in its natural value, some countries depreciate their currency deliberately, this is wrong. It will be very difficult for India to try and push up the rupee," Kumar said at an event organised by industry body CII. 14 oody s Investors Service Mtoday said the government s plan to provide more capital support to public sector banks in current fiscal will restore capital adequacy and improve loan-loss coverage at many loss-making banks, but stress will persist. The government plans to provide 65,000 crore of new capital for public sector banks (PSBs) in the year ending March 2019 (fiscal 2019) after infusing 90,000 crore in the prior year. Of the 65,000 crore, the government allocated 11,300 crore to five banks in July. The large-scale recapitalisation plan, which was meant to improve capital buffers and loan-loss reserves and also support sufficiently strong loan growth, will now be just enough to shore up capital ratios above regulatory requirements because the banks capital shortfalls have grown larger than the government s initial projection, said Alka Anbarasu, a Moody s vice-president and Senior Credit Officer. Moody s said the PSBs external capital needs will not grow much further after fiscal 2019 because the banks profitability will gradually improve as credit costs moderate in tandem with progress in an ongoing balance-sheet cleanup. Our analysis shows that the capital injections will only be enough to enable all the banks to achieve Common Equity Tier 1 (CET1) ratios of at least 8 per cent by March 2019, satisfying the 2.5 per cent conservation buffer on top of the 5.5 per cent minimum under Basel III norms in India and giving the banks a capitalisation profile comparable to those of their similarly rated peers globally, Anbarasu said. In a report Banks - India: Government aid will give capital relief to public sector banks but stress will remain, Moody s said to maintain capital buffers at regulatory levels, the banks will have to keep loan growth modest, at 5-6 per cent. This means the government has little choice but to increase capital support if it seeks faster loan growth to support economic expansion, Anbarasu said. Moreover, while the capital injections will enable the banks to strengthen their provision coverage, it may still not be sufficient if they take large write-downs on the nonperforming loans (NPLs) they sell as part of new resolution proceedings. An increase in provisions could raise their capital needs significantly. Although the government support will help the public sector banks build up their capital and provisioning buffers against losses, the improvements are likely to prove only temporary, barring a broader reform to fundamentally strengthen their weak underwriting practices, the rating agency said. Trai plans to sit with the operators and talk about their difficulties and perceived problem areas, he said but added in the same breath that the issue of pesky calls was a serious one, and must not be undermined. The problem has to be tackled and all shareholders must come together to tackle this common problem. The product is a generic version of Fougera Pharmaceuticals Inc s Temovate cream in the same strength, it added.
