1 Provisional results for the 2002 New Zealand general election (As amended 5 th August 2002) 2002/05 5 August 2002 Executive summary The results On election night Labour and the Progressive Coalition provisionally held 54 of the 120 Parliamentary seats, Labour with 52 seats and the Progressive Coalition with 2 seats (electorate seat of Wigram plus a list seat). National seats in the House fell from 39 to 27. New Zealand First picked up a further 8 seats, with a total of 13. United Future New Zealand retained the electorate seat of Ohariu- Belmont, and picked up a further 8 list seats. ACT New Zealand returned with 9 seats, the same number as in the last Parliament. The Green Party increased their number of seats within the House by 1 to 8 seats, however they lost the electorate seat of the Coromandel. The Alliance failed in its bid to gain the electorate seat of Waitakere. Of the 120 MPs (Table 1), there are 30 new Members of Parliament. Of these 8 are electorate MPs and the remaining 22 are list MPs. These new MPs are spread across all seven Parties represented in the House: Labour 6, National 5, New Zealand First 8, ACT New Zealand 2, United Future New Zealand 8, and the Green Party 1. Table 1. 2 Compared with the 1999 election, Labour, New Zealand First, United Future New Zealand, and the Green Party increased their share of seats in the House (Table 2). New Zealand First and the United Future New Zealand parties picked up the most seats, each gaining an additional 8 seats. The Labour party picked up another 3 seats and the Green party picked up an additional seat. The Alliance lost all 10 of their seats and the National party lost 12 seats. The Progressive Coalition received 2 seats. Of the currently elected members, thirty-five are women, compared with thirty-seven in the last Parliament. Four women retired at the end of the last session of Parliament, while a further 7 missed out on getting reelected. Against this, the new Parliament has 9 new women MPs: ACT New Zealand 2, National 2, United Future New Zealand 2, Labour 1, the Green Party 1, and New Zealand First 1. Table 2. Electorate seats Only a limited number of electorate seats changed parties during the 2002 election, which is vastly different from the final outcome of the 1999 election. On the provisional results, 4 electorate seats changed from one party to another in 2002, the Coromandel, Hamilton East, Otago and Wigram (although the MP remains the same for Wigram). The Labour Party gained 2 of these seats, while the National Party and the Progressive Coalition won 1 each. In the 1999 election, 14 electorate seats changed from one party to another, including the Maori seats. While the Labour Party gained 45 electorate seats, the National Party 21 electorate seats, and the New Zealand First Party, United Future New Zealand, and the Progressive Coalition gained an electorate seat each, the Labour Party won the most Party Votes in 65 electorates, and the National Party in 4 electorates. These four electorates are Clutha- Southland, Epsom, Rakaia, and the Taranaki-King Country. 2

3 Party share Prior to the introduction of the Mixed Member Proportional (MMP) electoral system in 1996, seats within the Parliament were mainly held by the two main parties, although there were some other parties represented. The relative percentages of seats held by the various parties over this period are shown in Figure 1. The total number of MPs within the House of Representatives has increased from 92 in 1981 to 120 in the last three elections. Figure 1. Voter participation rate Voter participation rate for general elections in New Zealand has always been comparatively high compared with other countries. However, voter participation of those on the Maori roll falls below that of those on the general roll. In the 1999 election the participation rate of those on the Maori roll was 70.7%, while those on the general roll had a participation rate of 85.7%. This resulted in an overall participation rate at the 1999 election of 84.8% (Figure 2). The estimated voter participation rate in the 2002 general election was 75%. Figure 2. 4 The seats The Alliance failed in its bid to gain the electorate seat of Waitakere. Based on provisional results, Hon. Laila Harre missed out on the seat, coming second with 6,669 votes compared with Lynne Pillay s (Labour) 8,760. With 1.24% of the Party vote (less than the 5% threshold required for allocation of seats in the House without an electorate seat), the Alliance Party are not present in the new Parliament. The Green Party lost their electorate seat of the Coromandel, with coleader Jeanette Fitzsimons losing to National s Sandra Goudie. National lost the electorates of Otago and Hamilton East, by margins of 796 and 402 respectively. The Labour Party picked these up (see Appendix 1). United Future New Zealand s Hon. Peter Dunne increased his majority in the electorate seat of Ohariu-Belmont, while his Party picked up 6.82% of the Party vote, resulting in a further 8 list MPs joining him in the House (see Appendix 2). Since 1996 he had been the sole member of the Party within the House of Representatives. The Rt Hon. Winston Peters increased his majority in the electorate of Tauranga from 63 in the last election to 9,663. New Zealand First increased their share of the Party vote to 10.6%, allowing an additional 8 MPs to join the current 5 MPs from the previous Parliament. Two additional Asian list MPs join National s list MP Pansy Wong in the new Parliament. These are Labour s Dr Ashraf Choudhary and United Future New Zealand s Kelly Chal. Maori members and seats The Labour Party picked up all seven Maori seats with comfortable majorities (The margin for Maori electorate seat of Tainui represented the closest race for a Maori seat, with a provisional margin of 2,969 votes). The new Parliament has nineteen Maori MPs, up from sixteen in the last Parliament. Overall, Maori MPs make up 15.8% of the Parliament, comparable with their proportion of the population in the 2001 Census of 14.7%.
