Although it is not stated that the various chaps, first appeared as newspaper articles, they bear every eanaark of that kind of writing and consequently do not make a very satisfactoiy book Owing to the assumption that the reader is familiar with details of current events, proper enough in newspaper discussion, the book does not contain a sufficient narrative of the measures which were adopted* Analysis also is curtailed owing to the inveterate journalistic failing of making points forcibly at all costs.
