6 Foreword I have long appreciated the role played by local authorities in providing services to the community and their importance as a cornerstone of our democracy. One of my priorities since taking office has been to renew and reinvigorate local government and I have embarked on a range of initiatives to help local authorities to face up to the challenges of the 21st century. The renewal programme is underpinned by the constitutional recognition given to local government in a referendum in June It is fitting that the referendum was approved in the centenary year of local government and on the same day as the 1999 local elections. A notable feature of the constitutional amendment is that local elections must now be held every five years. June 1999 was the first occasion since 1985 that elections to all 114 local authorities were held on the same day. The elections were taken in revised local electoral areas recommended by two independent statutory committees which I established in February The councillors elected last year are serving at a new and exciting time for local government. I wish them well in their role as public representatives. This publication presents the results of the 180 elections in county councils and county boroughs, together with related data. I have no doubt that it will be a useful reference over the years for all those interested in local government and elections. The results of the elections in the 80 sub-county local authorities are presented in a companion booklet which will be published later this year. 8 Introduction 1. Revision of Electorial Area Boundaries The 1996 Census showed that, within individual local authorities, serious variations existed between population and representation in many local electoral areas. The Minister for the Environment and Local Government established two boundary committees in February, 1998, (one for Dublin and one for the rest of the country) to review local electoral areas and to report to him by 1 July, Both committees reported their recommendations in June With the exception of Leitrim County Council and Cork County Council (Western Division), alterations were recommended in respect of all the counties and county boroughs reviewed by the committees. In the case of borough corporations, no changes were recommended except for a reallocation of seats between the electoral areas in Drogheda. In relation to the three urban districts reviewed, the Boundary Committee recommended in Dundalk that the configuration of electoral areas should be based on three four-seat areas rather than four three-seat areas, recommended minor territorial changes in two of the three Bray electoral areas, and recommended no change in Tralee. The recommendations were implemented in a series of Orders made by the Minister for the Environment and Local Government in the Autumn of 1998 under section 24 of the Local Government Act Local Elections 1999 The local elections scheduled for June 1998 were postponed for a year to allow for the review of local electoral areas outlined above. In addition, it was considered desirable that an awareness of the future direction of local government should inform the electorate as it decided on local authority membership entering the new Millennium. The election of members to all local authorities took place on 11 June Members were elected to a total of 114 authorities comprising 29 county councils, 5 county borough councils, 5 borough councils, 49 urban district councils and 26 town commissions. The county councils and county boroughs, the boroughs of Drogheda and Sligo and the urban districts of Bray and Dundalk were divided into electoral areas for the purposes of the elections. In all, elections were held in 268 electoral areas. Polls were required in every electoral area except Kilbeggan Local Electoral Area (County Westmeath) and Loughrea Town Commissioners (County Galway) where the numbers of candidates nominated equalled the numbers of members to be elected. The candidates nominated in these two elections were declared elected without a poll. A petition to the Circuit Court questioning the election result in the Borris-in Ossory Local Electoral Area (County Laois) was unsuccessful. Polls were also taken on 11 June 1999 at the election of members to the European Parliament and at the referendum to give constitutional recognition to local government. Every person aged 18 years and upwards, irrespective of nationality or citizenship, is entitled to be registered as a local government elector and to vote at local elections in the electoral area in which he/she ordinarily resides. The total number of persons entitled to vote at the 1999 local elections was 2,872,305 and the electorate for individual authorities varied from 360,640 in Dublin County Borough to 932 in Granard Town Commissioners. In addition to being entitled to vote at the county council election, an elector resident in a borough, urban district or town commission had the right to vote at the election to their particular town. 9 Invalid ballot papers at the 1999 elections represented 1.42% of the total votes cast. Subject to specified disqualifications and incompatibilities, every Irish citizen and every person ordinarily resident in the State, over 18 years, is eligible for election as a member of a local authority. At the 1999 elections, 3,085 candidates stood for election to 1,627 seats in 268 electoral areas. The members elected will hold office until the next elections in June The statutory basis for holding the local elections in 1999 is provided by section 20 of the Local Government Act, 1994 (as amended by section 10 of the Local Government Act, 1998). The electoral procedure is governed mainly by the Local Elections Regulations, 1995, the Electoral (Amendment) Act, 1996, the Local Elections (Disclosure of Donations and Expenditure) Act, 1999 and the Local Elections (Petitions and Disqualifications) Act,1974. This publication sets out the detailed results of the elections for each of the 180 county and county borough electoral areas. It contains statistics in relation to the number of seats, candidates and electors, the percentage of first preference votes for each political party and the number of seats obtained by each, and the number of women who stood as candidates at these elections. Local Government Renewal Councillors elected in June 1999 are working in a local government system undergoing a process of renewal and reform. Changes are being made to strengthen and modernise the powers of local authorities while also enhancing the focus on efficiency and quality customer service at local level. The key aims of these reforms are to strengthen the role of elected councillors and encourage stronger links between local authorities and the local communities they serve. A number of initiatives are already in place as part of this ongoing process: a new funding system providing better resources; introduction of the partnership model to local government through Strategic Policy Committees; development of modern financial management and accounting systems; establishment of City/County Development Boards to bring together the various public bodies active at local level with a lead role for local government; pilot programme of one-stop-shops and the modernisation of human resources policies in local authorities. viii
10 These measures will be underpinned by the Local Government Bill, 2000 which was published in May 2000 and will provide a modern statutory framework for local government, placing local elected members and their communities at the heart of the system. Under the provisions of the Bill, the 2004 elections will bring an end to the dual mandate with Oireachtas members being precluded from standing as members of local authorities. In addition, the Bill provides that the 2004 elections will also see the Chairs of all city and county authorities being directly elected by the people for the first time.
