3 STANDING ORDERS COMMITTEE REPORT NUMBER ONE Standing Orders Committee reports and recommends as follows: (1) THAT THERE BE FIVE SESSIONS IN THE CONFERENCE AS FOLLOWS: Session No. Day Opens Closes 1 Friday 2nd November 6.30 p.m p.m. 2 Saturday 3rd November 9.30 a.m p.m. 3 Saturday 3rd November 2.00 p.m p.m. 4 Saturday 3rd November 6.45 p.m p.m. 5 Sunday 4th November a.m p.m. (2) ORDER OF BUSINESS: (a) (b) Section Three of this Report sets out the order in which the Report to Conference and Conference Motions will be taken. To ensure that all items on the agenda are dealt with, a time has been set for the conclusion of the debate on each subject heading. These times are also set out in Section Three. Any business not voted on when its time is reached will be taken at the end of the session for which it is scheduled, if time is available. Any motions and amendments not taken will be referred to the incoming Executive Board. (3) MOTIONS: In view of the large volume of business to be transacted at the Conference and so as to facilitate the taking of the largest possible volume of business, we recommend that motions which can be reasonably regarded as being non-controversial be formally proposed and seconded and voted on without debate. (4) COMPOSITE MOTIONS: The Committee recommends the composite motions set out in Section Four of this report to the branches, councils and sections involved. Should these organisations find themselves unable to accept a composite motion in which they have an interest, they should write to the Chairperson of the Standing Orders Committee at the Labour Party Head Office, 11 Hume Street, Dublin 2, in advance of the Conference or, in any event, attend at the Committee s office in the Redwood Suite 3 before 8.00 p.m. on Friday 2nd November NO REPRESENTATIONS IN RESPECT OF COMPOSITE MOTIONS WILL BE ACCEPTED AFTER 8.00 P.M. ON FRIDAY, NO MATTER WHEN THE MOTION IS SCHEDULED TO BE TAKEN. 1
4 (5) SPEAKERS: To ensure an equitable distribution of time to speakers we recommend that the following time limits be imposed: Proposers of motions/composite motions Seconders of motions, proposers of an amendment or an addendum and other speakers Spokespersons replying to debates - 3 minutes - 2 minutes - 4 minutes One minute before the end of the allotted time a signal will be given to the speaker who must vacate the rostrum at the expiration of his/her time. The Chairperson is empowered to control all microphones. Rules and times may be modified by the person chairing the discussion between a.m. and 1.00 p.m. on Saturday, to facilitate debate on policy papers and related motions. (6) NOMINATIONS FOR OFFICERSHIPS, EXECUTIVE BOARD, POLICY RESEARCH UNIT, CAMPAIGNS UNIT, INTERNATIONAL AFFAIRS UNIT, STANDING ORDERS COMMITTEE: We have examined the nominations, listed in Section Two of this Report, for Chairperson, National Treasurer, Executive Board, Policy Research Unit, Campaigns Unit, International Unit, Standing Orders Committee and Auditors, and report as follows: (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) All nominations appearing on the ballot papers are in order. There being one valid nomination for Chairperson, no ballot is necessary. There being one valid nomination for National Treasurer, no ballot is necessary. There being four valid nominations for the panel of women for the Executive Board, no ballot is necessary. There being seven valid nominations for the panel of men for the Executive Board, a ballot is necessary. There being four valid nominations for the Policy Research Unit, a ballot is necessary. There being no valid nominations for the Campaigns Unit, a ballot is not necessary. There being five valid nominations for the International Unit, a ballot is necessary. There being five valid nominations for the Standing Orders Committee, a ballot is not necessary. There being only one valid nomination for Auditors, no ballot is necessary. (7) NOMINATIONS FOR TELLERS: (a) (b) (c) (d) To facilitate the counting of ballots, we recommend that there be six scrutineers. We recommend that Finbarr O Malley be Returning Officer for the purpose of carrying out the balloting and that the six scrutineers be appointed by Standing Orders Committee. We recommend that Dermot Lacey be Chief Teller and that six tellers be elected by Conference. Standing Orders Committee may, if necessary, appoint additional tellers. As provided for in the Constitution, the Standing Orders Committee shall be composed of five members. In order to avoid confusion at the beginning of Conference, nominations on the prescribed form for the position of Tellers, giving the name, address and branch of the nominee, together with the names and branches of the proposer and seconder, should be handed to the General Secretary of the Party on the platform before 7.00 p.m. on Friday evening. 2
5 (8) QUALIFICATION OF DELEGATES: Every head office and constituency member who, for not less than 12 months prior to the date of a Party Conference, has been registered as a Party member and who is a paid up member as of the date of Conference, is entitled to attend the Conference as a voting delegate once they have registered as a delegate on or before October 27th. This change was agreed at the last Party Conference and will be strictly enforced. (9) ADMISSION TO CONFERENCE: Only those holding valid Delegate Cards or those to whom credentials have been issued by the Standing Orders Committee will be admitted to the Conference Hall. (10) RECORD OF ATTENDANCE: A roll of those attending each session will be kept by the staff issuing credentials. In the event of there being any dispute, e.g. at voting time about the number of sessions attended by any individual delegate, this roll will be the definitive record. (11) BALLOTING: (a) Voting for all four members of the Executive Board (Panel of Men), Policy Research Unit and International Affairs Unit will take place on Saturday 3rd November 2018 between 2.00 p.m. and 6.00 p.m. at the back of the main conference hall. (b) Delegates must have attended at least TWO SESSIONS and must have received two session stamps on delegate card in order to be entitled to vote. (c) The conduct of the elections will be in the hands of the Standing Orders Committee and Returning Officer. (d) Delegates may not remove Ballot Papers from the voting area. (e) Delegates shall be required to personally mark their Ballot Papers and place same in the ballot boxes provided. (12) VOTING IN THE CONFERENCE HALL Please note that whenever the Chairperson calls for Tellers to count the vote, entrance to and exit from the Conference Hall will not be allowed until that vote is concluded. (13) MOBILE PHONES: All mobile phones MUST be on silent in the Conference Hall. (14) LITERATURE: No literature shall be distributed within the Conference Hall unless authorised by the Standing Orders Committee. 11 COMPOSITE MOTIONS: Composite No. 1 Conference: opposes the illegal occupation of Palestinian territories by Israeli forces and the unwarranted use of force and apartheid laws to maintain that occupation, in violation of international law; calls on the Government of Ireland and Culture Ireland to institute a cultural boycott of Israel immediately; calls on RTE to boycott the Eurovision Song Contest in 2019 if Israel proceeds with its proposals to host Eurovision in Jerusalem. This boycott must stay in place till a peace deal is agreed between Palestine and Israel. Conference therefore joins trade unions, such as SIPTU and Mandate Trade Union in supporting calls for the boycott, divestment and sanctioning of Israeli goods and services and supports the international BDS campaign. Proposed: Labour Youth Supported: North Clare Branch, Clare Amended: Dublin Central Constituency Council Composite No. 2 Conference notes with concern the lack of representation on a local level. Conference further notes with great regret that the Labour Party did not oppose the decision in 2014 to abolish Town Councils. In line with similar motions in 2017 Conference, Conference acknowledges that the decision to abolish Town Councils should be reversed. Conference agrees to continue working to re-establish Town Councils.
