Full election results Stoke-on-Trent s system of local government Stoke-on-Trent has the only Mayor with Council Manager system of local government in the UK. The Mayor and Council Manager form the Executive. This means there is no Cabinet system. Councillors perform a scrutiny role. (Full details on our website) Council Manager is Dr Ita O Donovan. Elected Mayor is Mike Wolfe. The 60 councillors represent 20 wards. Election is by thirds. The Mayoral election is in the fourth year.
