1 The Week Ahead 26 February 04 March 2018 Plenary session and committee meetings in Brussels Plenary Session EU summit. MEPs will debate the outcome of the informal meeting of EU heads of state or government on 23 February, focussing on the Spitzenkandidaten (lead candidate) process, on Parliament s composition after the 2019 elections and on the EU s long-term budget after (Wednesday) Poland/Article 7. The House is set to back the European Commission s call for EU governments to determine whether Poland is at a clear risk of a serious breach of EU values. MEPs are likely to express their concerns regarding the rule of law in Poland, the separation of powers, the independence of the judiciary and fundamental rights. A resolution on the Commission s decision to activate Article 7 (1) of the EU Treaty will be put to the vote on Thursday. Honey and bees. MEPs will debate on Wednesday ways to better protect bee health, intensify the fight against honey counterfeiting, increase support for EU beekeepers and promote the benefits of honey consumption in the EU. A resolution will be put to the vote on Thursday. Tax avoidance. In a bid to crack down on aggressive cross-border tax planning, as revealed by the Panama and Paradise papers, Parliament will debate and vote on a law that would require service providers who help firms and individuals avoid tax through complex cross-border schemes, to automatically report such schemes to authorities. ( Thursday) Special tax committee. In a response to the Paradise Papers revelations and the work of Parliament s PANA committee, MEPs will vote on the setting up of a special committee which will examine financial crime, tax evasion and tax avoidance. (Thursday) Committees Waste package. The agreement with the Council of ministers on legislation setting more ambitious recycling targets for municipal and packaging waste and to cut landfilling will be put to a vote in the Environment Committee. The files are part of the so-called "circular economy" package. (Tuesday) Monetary Dialogue with Mario Draghi. On Monday afternoon, the Economic and Monetary Affairs Committee will discuss the latest developments in the European economy with Mario Draghi, President of the European Central Bank. 14 PUBLIC HEARINGS Review of the European System of Financial Supervision Tuesday 27/02/ :00-11:00 Brussels, Jòzsef Antall, 4Q2 The (ECON) is organising a Public Hearing on the Review of the European System of Financial Supervision. The European System of Financial Supervision (ESFS), consisting of three European Supervisory Authorities (ESAs) - the European Banking Authority (EBA), the European Insurance and Occupational Pensions Authority (EIOPA) and the European Securities and Markets Authority (ESMA) - and the European Systemic Risk Board (ESRB), was established in the aftermath of the financial crisis. The review of the ESFS proposed by the Commission in September 2017 amends powers, governance and funding of the ESAs, governance of the ESRB and eight legislative acts in the financial markets area. The purpose of this hearing is to receive information from stakeholders and experts on the impact and practical consequences of the proposed changes to the ESFS. Members will hear representatives of national regulators, academia and consumer protection organisations. Presentations will be followed by Q&A session with Members.
