4 EXECUTIVE SUMMARY This report is based upon the speed data collected for the Second Quarter (April st through June th) of calendar year. The report is reflective of data that was collected from 9 of 7 Permanent Traffic Recorder (PTR)/Weigh-In-Motion (WIM) site locations throughout the state. Speed trends within the state are remaining relatively consistent, with 8- % of the vehicles observed traveling at or above the posted speed on all highways combined. The 8 th percentile, for all state highways combined, is averaging to 7 MPH above the posted speed limit, while the average speed for all state highways combined, is at or slightly below (- mph) the posted speed limits. (See Detailed Summary ) When compared to state averages, some individual PTR/WIM sites tend to have higher percentages of vehicles traveling faster than the posted speed limit. For example: the PTR site R, Lacey, I-, milepost. recorded 8% of the vehicles observed at or above the posted speed limit, with.% of the total vehicles traveling at least mph or greater than the posted speed. The Average Speed at this same location was.9 miles per hour above the posted speed limit ( MPH), with an 8 th percentile of 9.7 mph. This site is continuously at the top of the mph interstate site locations. (See Top Ten List or Site Summary for better details) There were several sites that recorded vehicles traveling in excess of 9+ miles per hour. The top site this quarter is Preston, S8, which recorded 9,88 vehicles traveling at & above 9 mph for the second quarter of (average of 8 vehicles per day). Within the 9+ GROUP, the top thirteen sites are made up of six () rural sites and seven (7) urban. With the changes made to include WIM sites in the 9+ Group, the WIM site at Stateline, P, on I-9 is ranked th with 9 vehicles (average of vehicles per day) recorded this quarter. The higher speeds are occurring over the entire hours in a day, there is no pattern for when these speeds are occurring. (See Top Ten List) Construction activities this quarter at several Permanent Traffic Recorder locations has caused a loss of comparative data. The data loss may be for only one direction and/or both directions of travel at that particular location. Please see individual site data Please note: the current collection systems used at PTR/WIM locations reflect all vehicle types observed. Emergency and enforcement vehicles are included and may influence the numbers in an upward direction especially in the 9+ MPH GROUP of the Top Ten Report (See Top Ten List ) A list of sites not collecting during this quarter is supplied within the Detailed Summary section. 12 DETAILED SUMMARY The Top Ten List has two groups within two of the five categories of the TOP TEN LIST (Average Speed and 8 th Percentile), one group is for Permanent Traffic Recorders (PTR) on highways with posted speeds of mph and the other is for highways with a posted speed of 7 mph (These are the highways with the greatest volume of vehicles.) 13 DETAILED SUMMARY CONTINUED: In comparing the second quarters from Calendar years and to this quarter of, the average speeds have remained relatively the same with only a slight variance in speeds. On highways with a MPH posted speed limit the Average Speed is at / or slightly above the posted speed limit, on all other highway speed groups the Average Speed is slightly below the posted speed. The 8 th percentile has remained above the posted speed limit during all compared quarters, with little difference between quarters. (See chart below) On interstate highways with the posted speed of MPH, the percent of vehicles observed traveling at & above the posted speed limit has dropped by % compared to and is the same as in. However, on non-interstate MPH highways the percent of vehicles has risen by % over the same quarter in. On MPH highways, the percent at & above the posted speed has risen by % compared to. On highways with a posted speed of 7 MPH, the percentage of vehicles at & above the posted speed has declined on the interstates, but has risen slightly on the non-interstate highways. 17 Speed Report Background The Annual and Quarterly Speed Monitoring Program is administered by the Transportation Data Office of the Washington State Department of Transportation (WSDOT), in co-operation with the U. S. Department of Transportation (USDOT) and the Federal Highway Administration (FHWA). Prior to the enactment of the Federally mandated National Maximum Speed Limit (NMSL), the purpose of the Speed Monitoring program was to provide reliable speed data for the purpose of evaluating speed trends to assist in highway design within the state. After the NMSL was instituted in 97, states were required to have speed monitoring programs which determined if the motorists, within the state, were in compliance with the mile per hour speed limits mandated by the NMSL. In November 99, the National Highway Designation Act, was enacted which resulted in the repeal of the NMSL. At that time, Washington State was no longer required to produce certification of speed limit enforcement. Even so, the program continued under the same format for several years. Washington State s Speed Monitoring Program is primarily intended to provide reliable data to be used in highway design, speed trend analysis, and collision analysis (as it relates to speeds). Currently, the Speed Report has changed to report quarterly data only. The Annual Report has been dropped because it reflected the same data as in the quarter reports. The Speed Program is based on 9 of 77 Permanent Traffic Recorder (PTR)/Weigh-In-Motion (WIM) sites. These sites are located and monitored on Washington State highways with posted speeds of miles per hour or greater. Monitoring is conducted hours per day, 7 days a week, which is then reported by month in the Quarterly Speed Report. Each quarter of a calendar year (January through December) is represented in four intervals of three months. The collection method records all vehicles passing over the loop detectors in five mile per hour increments. Vehicle volume, speed and classification data is collected using Phoenix Traffic Counters (Diamond Traffic Product). Vehicle volume, speed, classification data and axle weight is collected using and 8 Weigh-In-Motion Collectors (International Roadway Dynamics (IRD). Diamond/Phoenix units are referred to as Permanent Traffic Recorders (PTR) sites and IRD & 8 sites are referred to as Weigh-In-Motion (WIM) sites.
