1 -PART A Period: March & April 2008 Detachment Commander s Comments It is my pleasure to provide this report to the Grey Highlands Police Services Board. Detachment personnel continue to work towards addressing the initiatives identified in both the Detachment and Regional Business Plans for Submitted by: Inspector M.S. VanLANDUYT Grey County OPP - Operations Matters of Interest Grey Highlands March: 01 March 2008 Break and Enter Police arrested 49 year old Barry Jesse Barnes in relation to a number of break-ins to churches in Grey and Bruce counties after a positive DNA match. 01 March 2008 Impaired / Over 80 mgs Police received a call from a Meaford restaurant after they refused to serve an intoxicated male. The male had reportedly left the establishment in a motor vehicle. A short time later, on Grey County Road 12, Grey Highlands, 41 year old Norman Hilliard was stopped by police. He was arrested and charged with Impaired Driving. 06 March 2008 Drug Offences The principal at Grey Highlands Secondary School received a call from a local residence about kids smoking marihuana behind the arena. A young person was charged for possession of marihuana. 14 March 2008 Traffic Complaint A motor vehicle was stopped on Grey County Road 13 for travelling at 91 km / hour in a 50 km / hour Community Safety Zone. A 39 year old woman from Mono Township will have to appear in court. 22 March 2008 Impaired / Over 80 mgs Police stopped a motor vehicle on Elizabeth Street in Grey Highlands and discovered the driver had been drinking. 21 year old Brandon Duggan of Collingwood was charged with Impaired / Care Control. 27 March 2008 Stolen Vehicle Police responded to a noise complaint at a Grey Highlands residence. Police checked the vehicles in the driveway and discovered the vehicles were stolen. 43 year old Kirby John Weatherall and 32 year old Paul Hurst both of Grey Highlands were arrested and charged with Possession of Stolen Property and other Provincial Offences. 1
2 29 March 2008 Impaired / Over 80 mgs Police received a report of an erratic driver in the Markdale area. The vehicle was swerving all over the road. 66 year old Mato Djukic of Brampton was arrested and charged with Impaired Driving. April: 01 April 2008 Domestic Dispute Ambulance received a request to attend a residence for a female with a back injury. The son of the victim had reported that there was a domestic disturbance going on between his mother and her boyfriend. 42 year old Kenneth Burton of Grey Highlands was arrested and charged with assault. 02 April 2008 Weapons A Grey Highlands Secondary School student was found in possession of a homemade low voltage taser device. He had purchased it for $20.00 from another student. The other student had found instructions on how to make the device from the internet. Both students were warned under the Youth Criminal Justice Act (YCJA). 06 April 2008 Break and Enter A break and enter to a building separate from their residence was reported by homeowners on the Artemesia-Osprey Townline. Approximately $2,000 of music equipment was stolen. A possible suspect was identified by the victims but further follow up is required to produce evidence to support this claim. 07 April 2008 Domestic Dispute Police received a call from a woman. The woman was crying and stated that her boyfriend had taken her glasses off, slapped her face and threw her on the floor. 44 year old David Martin of Grey Highlands was arrested and charged with assault and possession of a prohibited device. 07 April 2008 Theft Information from a citizen led to the arrest of Jason Landry, age 30 of Grey Highlands, for 14 counts of theft and 1 charge of breach of probation. All of the theft occurrences were from local businesses in Grey Highlands. 12 April 2008 Assault Police were advised of a domestic assault that had occurred a day previously. The victim was suffering from a sore head and arms. 38 year old Trevor Aljoe of Owen Sound was arrested and charged with domestic assault. 19 April 2008 Liquor License Act Police received a noise complaint regarding people partying on Toronto St. in Grey Highlands. 22 year old Thomas Rae of Chatsworth and 20 year old Zach Oliver of Grey Highlands were arrested for Public Intoxication. 2
3 25 April 2008 Theft The theft of a dirt bike was reported from the complainant s unlocked garage on the East Back Line. 28 April 2008 Warrants 18 year old Brandon Bailey-Depotier of Dundalk was arrested on a warrant for usual offences of Break and Enter and Commit, Possession of Stolen Property, Theft Under and Breach. 29 April 2008 Drug Offences A traffic stop on Grey County Rd 4 resulted in 2 people being charged with possession of marihuana. 28 year old Katherine Filipovic of Hamilton and 33 year old Richard Davy of Hamilton were charged. Grey County OPP - Administration Personnel Issues Constable John Green (court officer) retired at the end of March and Constable Phil Parrish (Meaford Detachment) retired at the end of April. In addition Sergeant Mike Payne (Markdale Detachment) and Constable Ryan Griffith (Markdale Detachment) transferred to other detachments. Four new recruits are arriving at the end of April and another two in September to maintain our manpower complement. Public Complaints Comparison By Year / By Type YEAR Service Conduct Human Rights Total Complaint Complaint Complaint Summary of Complaints A public complaint, previously reported in November 2007 has been resolved. At that time a complaint alleging an officer abused his authority while making a vehicle stop when he was off duty. Professional Standards Branch investigated the matter and as a result the officer received negative written documentation on his file for his various actions during this time. The complainant was satisfied with this action, which resulted in the complaint being resolved locally. Tributes Mar 2008 Apr 2008 Y-T-D 2008 Summary of Tributes March: Community Services Officer Steve Starr received a letter of appreciation for his attendance and involvement at a recent Minor Hockey Fun Day. 3
4 April: Members of our Auxiliary unit participated in a mock disaster on Georgian Bay which involved marine search and rescue exercises and a mock fire aboard the M.S. Chi-Cheemaun. A letter of appreciation for their involvement was forwarded to the detachment by Bruce Peninsula National Park / Fathom Five National Marine Park. In all 4 of our auxiliary members were commended for their enthusiastic participation and commitment in this exercise. Detachment Initiatives A member of the public, who had been involved in an occurrence involving the retrieval of some personal property from a business, had the good fortune in their opinion of meeting Constable Beckner who works in our Markdale office. The writer admitted that although this was not a life or death matter Constable Beckner treated the people and situation with great respect and authority to ensure the situation was resolved properly. March: Traffic Initiative: Motorists are reminded to drive with their headlights on. The use of headlights makes it virtually impossible for oncoming traffic to not see you. In poor visibility it definitely increases other driver s ability to see your vehicle. Crime Initiative: March is Fraud Prevention Month. The public is again reminded to use caution when divulging any personal information and remember if something sounds too good to be true, it probably is. Your first defence against fraud is your own knowledge and common sense. April: Traffic Initiative: It s the law for any driver who sees and hears an emergency vehicle approaching from either direction to get out of the way. This law pertains to both multi lane and two lane roads. In any case slow down, signal your intention to pull to the right and do so when it is safe, then come to a stop. Proceed again once all emergency vehicles have passed. Never follow or try to outrun an emergency vehicle. It is illegal to follow a fire vehicle or ambulance responding to a call, within 150 metes in any lane going in the same direction. Crime Initiative: Media Officer, Constable Steve Starr, reminded the public by way of a press release that calls should be made only when 4
5 Financial Victim Services people or property are at risk. Examples of this include fires, crimes in progress or medical emergencies. Far too many people are using for non-emergent calls simply because it s convenient. These calls waste time, money and may interfere with the delivery of resources to a true emergency.
