INTRODUCTION 1.1 SECURITY CLASSIFICATION This document is marked as UNCLASSIFIED as there are no sensitive details contained in it and it is expressly written to be circulated both internally and externally. 1.2 DATA INTEGRITY The statistics, tables and graphs contained in this document are based on substantiated cases, which are active investigations of an incident that has definitely happened. This is as opposed to using incident data, which is an initial recording of a crime that has yet to be substantiated. While every effort is made to ensure that the information contained in this report is accurate, the BPS makes no warranty, representation or guarantee as to the content, sequence, accuracy, timeliness or completeness of any data or information provided. The reader of the following pages should not rely on the data provided for comparison purposes over time, or for any reason. The BPS shall assume no liability for any errors, omissions, or inaccuracies in the information provided. Any use of the document for commercial purposes is prohibited. 1.3 EXPLANATION OF GRAPHS The graphs used in this report include standard deviation, which has been used as a means of objectively measuring how much the crime rate has varied over time and is useful in identifying extreme highs and lows of crime. Standard deviation has been used so that where the crime rate is above the red line (2 standard deviation above the mean average), it is considered exceptionally high. Where the crime rate is below the blue line (2 standard deviation below the mean average), it is considered exceptionally low. In both cases it can be referred to as statistically significant (high or low) and is an indication of whether the quarterly statistics are exceptionally high or exceptionally low. 1.4 AIM The aim of this report is to produce accurate, timely, objective information that: Enables informed decisions to be made on the types of crime that threaten the safety of the community. Is used to proactively manage risks to the island and ensure effective policing, redeploying and directing resources at a strategic and tactical level, as required. Facilitates effective and open communication with our stakeholders, developing the means to inform them of the plans, efforts and progress being made by the BPS. Provides meaningful information as one of the means of reassuring communities in Bermuda. UNCLASSIFIED 2

4 1.5 Executive Summary There were 991 offences in 211 making it the lowest quarterly crime figure since 24 and the 2 nd lowest quarterly crime figure since 2. Over the short and long term, All Crime is decreasing mainly as a result of substantial decreases in property crime. There were 3 murders and 2 injuries by firearms in 211. All Crime, Crimes Against The Person, Crimes Against Property and Crimes Against the Community are down when 211 is compared to both Q4 21 and 21. 5 2. ALL CRIME 2.1 SUMMARY The total for all crime in 211 decreased by -74 offences or -6.9% compared to Q4 21. In comparison to the same period last year ( 21), 211 has decreased by -194 offences or by -16.4%. The total for 211 was 991 as can be seen in Figure 2: Figure 2: All Crime (Last 5 Quarter comparison ) Percentage Absolute Q2 Q3 Q4 ALL CRIME % TRENDS The long term trend of all crime in Bermuda is decreasing with the most recent period of 211 the 2 nd lowest quarterly crime figure since is the lowest quarterly figure since 24 (98 crimes) and is so exceptionally low that it is statistically significant. 6 3. CRIMES AGAINST THE PERSON 3.1 SUMMARY Crimes Against the Person offences in 211 decreased by -3 offences or -1.7% compared to Q4 21. In comparison to the same period last year ( 21), 211 has decreased by -33 offences or by -15.6%. The total for 211 was 178 as can be seen in Figure 4: Figure 4: Crimes Against the Person (Last 5 Quarter comparison ) CRIMES AGAINST THE PERSON Q2 Q3 Q4 Percentage Absolute % TRENDS The long term trend of Crimes Against The Person is decreasing. With 178 offences in 211, it is the lowest quarterly figure since 26. The decrease in 211 is part of an almost continuous decrease since Q4 29 in Crimes Against The Person. In 211 the crimes categories within the Crimes Against A Person were murder, with 3 compared to in Q4 21 and robberies which decreased from 33 to 21 from Q4 21 to 211. Offences Against Children were at one of the lowest figures with 3 offences and serious assaults were 16, which is half of what it was a year ago in 21 (33). FIREARM INCIDENTS Firearm Offences are included within Crimes Against The Community (Section 5); however firearm incidents 2 may not necessarily be recorded as offences, as often there is no suspect or even a victim. 4.1 SUMMARY In 211 there were 35 firearm incidents of which 14 were confirmed firearm incidents and 21 were unconfirmed firearm incidents. This is a decrease of -16 firearm incidents compared to Q4 21, with -2 confirmed firearm incidents and -14 unconfirmed firearm incidents. The decrease in unconfirmed firearm incidents is mainly due to a decrease in the category of Claims Of Gunshot Heard, where 7 incidents were recorded in 211 as opposed to 22 in Q4 21. There has been a substantial increase in quarter on quarter firearm incidents between 27 and 21, with 211 showing the first signs of a decrease. A confirmed incident is where forensic evidence proves the incident occurred e.g. a firearm has been seized, shell casings or bullets are recovered, or a person has a gunshot wound. Person Shot or Forensic Evidence Confirms Shooting and Recovery of A Firearm Including Imitation and Ammunition are classified as Confirmed, while Claims of Firearms Seen and Claims Of Gunshots Heard are classified as Unconfirmed. 8 4.2 FIREARM TRENDS The 14 confirmed firearm incidents in 211 included the recovery of 2 firearms with persons charged with firearm offences as a result of both seizures. In 211 there were 3 fatalities and 2 injuries. This brings the total number of persons shot since the dramatic increase of firearm incidents in May 29 to 58, of which 14 have been fatal shootings. 9 5. CRIMES AGAINST THE COMMUNITY 5.1 SUMMARY Crimes Against The Community offences in 211 decreased by -1 offence or -.5% compared to Q4 21. In comparison to the same period last year ( 21), 211 has decreased by -66 offences or by -26.%. The total for 211 was 188 as can be seen in Figure 8: Figure 8: Crimes Against The Community (Last 5 Quarters ) CRIMES AGAINST THE COMMUNITY Q2 Q3 Q4 Percentage Absolute % TRENDS 211 is a return to pre 29 figures where there was rarely a quarter higher than 2 offences. With 211 at the same level of offending as Q4 21, it can be suggested that the peaks of offending seen in 29 and 21 have now been reduced. Anti Social Behaviour 3 is the main category in Crimes Against The Community and is at its lowest since 29. Firearms Offences decreased slightly, however of the 3 offences since 2, 6% were in the last 8 quarters, highlighting the increased use of firearms since Q2 29. Offences include littering, loitering, aggressive begging, noisy and offensive behaviour, soliciting, threatening words, trespass and street drinking. 10 6. CRIMES AGAINST PROPERTY 6.1. SUMMARY Crimes Against Property offences in 211 decreased by -7 offences or -1.1% compared to Q4 21. In comparison to the same period last year ( 21), 211 has decreased by -95 offences or by -13.2%. The total for 211 was 625 as can be seen in Figure 1: Figure 1: Crimes Against Property (Last 5 Quarter comparison ) CRIMES AGAINST PROPERTY Q2 Q3 Q4 Percentage Absolute % TRENDS 211 is the 2 nd lowest quarterly figure since 2 and reinforces the long term trend of property crime decreasing. The decrease in 211 is due to decreases in Motor Vehicle Theft, Burglary (Non Residential), Burglary (Tourist Accommodation), Fraud and Deception and Theft Of Property. Burglary (Residential) and Criminal Damage were the only crime categories with an increase. 11 7. TRAFFIC COLLISIONS 7.1 SUMMARY Traffic Collisions include fatal, serious injury, slight injury and damage only collisions. Traffic Collisions 4 in 211 decreased by -118 or -21.5% compared to Q4 21. In comparison to the same period last year ( 21), 211 has decreased by -79 or -15.5%. The total for 211 was 43 as can be seen below in Figure 12: Figure 12: Traffic Collisions (Last 5 Quarter comparison ) Q2 Q3 Q4 Percentage Absolute TRAFFIC COLLISIONS % TRENDS Traffic Collisions are at their lowest level since available statistics in Q3 25 and with 43 in 211, they are almost half that recorded in Q3 25 with 816 and are so low that they are almost statistically significant. There has been 1 fatal collision in 211 compared to 5 in Q4 21 and 3 in 21. The average number of fatal collisions a year between 26 to 21 was 14, so while it is too early to project, fatal collisions in 211 appear to be at a lower rate than in recent years. DRUG ENFORCEMENT ACTIVITY Drug Enforcement Activity refers to policing activity against drugs seized at the border, or activity that has led to arrests or seizures in Bermuda. 8.1 SUMMARY Drug Enforcement Activity in 211 increased by +5 or +2.1% compared to Q4 29. In comparison to the same period last year ( 21), 211 has increased by +23 offences or +1.6%. The total for 211 was 239 as can be seen in Figure 14: Figure 14: Drug Enforcement Activity (Last 5 Quarter comparison ) DRUG ENFORCEMENT ACTIVITY Q2 Q3 Q4 Percentage Absolute % TRENDS Drug Enforcement Activity has increased in the last quarter and is part of long term increase. 211 represents the 5 th quarter in a row where more than 2 drug offences have been recorded emphasizing that the last 5 quarters has shown a continued improvement in BPS activity in relation to progressing its drugs strategy. 13 8.3 Drug Seizures The Bermuda Police Service continues to work with its partners both locally and overseas to disrupt the trafficking of controlled drugs. These partners include HM Customs Bermuda, U.S. Customs and the U.S. Drug Enforcement Administration. Despite these partnerships, controlled drugs are still entering Bermuda which is evidenced in the number of street level drug seizures. This can be seen in Figure 16, which shows Drug Seizures By Location: Figure 16: Drug Seizures In Bermuda By Location ( 21) Location Number Of Seizures PORT 28 STREET 199 OVERSEAS 12 As can be seen in Figure 14, the majority of drugs seized are at street level (199) while there were 28 seizures at ports (including LF Wade) and 12 overseas seizures which involved overseas law enforcement agencies. An estimated total of 92.3 Kg of controlled drugs with an estimated street value of $5,917,691 has been seized in 211 with Cannabis Plant Material, the most common drug with 84 Kg seized at a value of $4.2 million. Cocaine is the next highest, with 4.2 Kg seized with a value of $1 million. Without this exceptional seizure of cannabis in Q4 21, 211 would have been of greater value and it of note that there was more cocaine, heroin, cannabis resin, cannabis plants and ecstasy seized in 211 than in Q4 21. It is also of note that 491 kg of cannabis has been seized in the last 6 months either on its way to Bermuda, at the ports of Bermuda or on the streets of Bermuda. UNCLASSIFIED 12

14 9. TRAFFIC ENFORCEMENT ACTIVITY 9.1 SUMMARY Traffic Enforcement Activity in 211 increased by +153 or +1.3% compared to Q4 21. In comparison to the same period last year ( 21), 211 has decreased by -1,617 or -12.1%. The total for 211 was 11,739 as shown below in Figure 18: Figure 18: Traffic Enforcement Activity (Last 5 Quarter comparison ) Q2 Q3 Q4 Percentage Absolute TRAFFIC ENFORCEMENT ACTIVITY % TRENDS Available records from 28 show that Traffic Enforcement Activity has fluctuated between 6,814 in 28 to 16,342 in Q4 29. With 11,739 in 211, it is now at the average for the last 3 years of available records. The last 4 quarter rolling average is below that of the previous 4 quarter rolling average, identifying that there has been a decrease of almost 3, between these two periods. 15 1. INCIDENTS - CALLS FOR SERVICE 1.1 SUMMARY Incidents refer to all police activity and also to calls for service that have been recorded on the police computer system (New World System). Incidents in 211 increased by +168 or +1.6% compared to Q4 21. In comparison to the same period last year ( 21), 211 has increased by +1,216 or +12.9%. The total for 211 was 1,67 as shown in Figure 2: Figure 2: Incidents - (Last 5 Quarter comparison ) Q2 Q3 Q4 Percentage Absolute INCIDENTS % TRENDS 211 is the highest quarterly figure since January 2. To emphasise this, there has been a 41% increase in the last 3 years with the last 4 quarter rolling average being 1,353 compared to only 7,338 for the 4 quarters in 28. This represents a continued increase in policing activity and calls for service. 16 11. ARRESTS - ALL OFFENCES 11.1 SUMMARY Arrests refer to those persons arrested and brought into police custody. Arrests in 211 increased by +75 or +6.2% compared to Q4 21. In comparison to the same period last year ( 21), 211 has decreased by -23 or -1.8%. The total for 211 was 1,277 as shown in Figure 22: Figure 22: Arrests - All Offences (Last 5 Quarter comparison ) Percentage Absolute Q2 Q3 Q4 ARRESTS % TRENDS 211 is the 4 th highest quarterly figure from available records starting in 28 and is only 47 arrests less than the highest quarter record of 1,324 in Q has assisted the last 4 quarter rolling average to be higher than the previous 4 quarter rolling average, reinforcing the suggestion that the BPS is focusing its efforts on arresting more offenders through greater emphasis on proactive policing tactics and strategy. 17 11.3 GENDER Of the 1,277 persons arrested in 211, 1,7 were male and 27 were female AGE Analysis of persons arrested by age revealed that individuals from 26 to 35 years of age were arrested more frequently than any other age group (48), followed closely by those aged 18 to 25 (341). This is similar to previous quarters ETHNICITY The majority of individuals arrested were black (1,143), with 11 individuals being white. In addition, 7 of those arrested were Asian, 4 individuals fall into the category black and white, 2 individual falls under the category black and other and 11 individuals fall into the category other. This is also similar to arrest figures in previous quarters. There were 1 arrests for murder and 7 arrests for firearm offences in 211. A breakdown of the offences persons were arrested for can be seen below in Figure 26: UNCLASSIFIED 16

19 12. STOP AND SEARCHES SUMMARY Stop and Searches are conducted in a proportionate and accountable manner and only when Police Officers have occasion to exercise lawful powers. They are carried out with courtesy, consideration and respect for the individual being stopped. While the figures are not performance indicators, they are a reflection of the frequency of engagement between proactive Police Officers and Prolific Priority Offenders. They provide an indication of police activity, particularly regarding the number of highly visible patrols in the community. Stop and Searches in 211 increased by +784 or +23.6% compared to Q4 21. In comparison to 21, 211 has increased by +2,85 or +228%.
