16 Cooperative Model of Permanent Housing Construction ShanLinDa Ai Community: Preparation Construction Completion Government reviewed development proposal, rezoned the land, organized land requisition, and negotiated with landowners, and then worked on infrastructure and utilities. The building permit applied by TzuChi Foundation passed in only 52 days due to the Special Act that removed regulatory barriers, and build 601 units of housing in 88 days. The first phase housing were completed in 6 months after Typhoon Morakot. 16
