5 Potential Hazards and Prone Areas in Myanmar Fire All round the country Flood Annual flood occur in Kayin State, Bago Region, Mandalay Region, Ayaeyarwaddy Region. Especially townships and villages which are situated along the rivers banks of Ayaryarwaddy, Sittaung, Thanlwin, Madauk and Shwe Kyin. Cyclone Thanintharyi region, Mon State, Rakhine State, Yangon Region and AyaeyarWaddy Region 5 5

6 Earthquake can occur around the country, Nay Pyi Taw, Bago, Sagaing and Mandalay Regions and Shan State are earthquake prone areas. 8 Legislation The Disaster Management Law with (9) Chapters has been enacted on 31 st July Title and Definition Objectives (a) to implement natural disaster management programmes systematically and expeditiously in order to reduce disaster risks; (b) to form the National Committee and Local Bodies in order to implement natural disaster management programmes systematically and expeditiously; (c) to coordinate with national and international government departments and organizations, social organizations, other nongovernment organizations or international organizations and regional organizations in carrying out natural disaster management activities; 8

9 Legislation (d) to conserve and restore the environment affected by natural disaster; (e) to provide health, education, social and livelihood programmes in order to bring about better living conditions for victims. 15 Objectives To build a more resilient and safer community through conceptualization, development and implementation of appropriate disaster risk reduction programs and culture of safety; To provide a framework for implementing Myanmar s DRR commitments at the global and regional levels, under HFA and AADMER; To provide a mechanism where the disaster risk reduction initiatives of all Government Ministries and Departments, supported by UN organizations and other stakeholders, can be coordinated and monitored To provide a conductive environment for mainstreaming DRR into development plans, and programs at the National, States, Regions, Township and Village Tract levels; and To support mutually beneficial partnerships between the Myanmar GovernmentandtheirdevelopmentcooperationpartnersinDRR 15 programs.

21 Two Scenarios of Natural Disaster Scenarios 1: Scenarios 2: The respective States and Regions are able to take a central role in addressing the impact of natural disaster, with the central authorities only needing to provide support and assistance. Large scale impact and heavy losses caused by the natural disaster make it necessary for the central authorities to play a central role in Management and supervision of relief activities with the respective States and Regions providing support and assistance. 2121

The first meeting of Recovery working group was held at Padang, in Indonesia on 22 24, August, The Second meeting for recovery working group and recovery planning workshop was conducted at the Bagan, Myanmar on 5 7, November, (RRD, UNDP) 28

Work towards effective interface on disaster management between ASEAN and other ASEAN related bodies such as ASEAN Regional Forum (ARF), ASEAN Plus Three and East Asia Summit(EAS) in a manner that will enhance ASEAN s disaster management capacities; 29

30 ASEAN Socio Cultural Community Blue Print B.7 Building Disaster Resilient Nations and Safer Community Objective Strengthen effective mechanisms and capabilities to prevent and reduce disaster losses in lives, and in social, economic and environmental assets of ASEAN Member States and to jointly respond to disaster emergencies through concerted national efforts and intensified regional and international cooperation. There are 12 actions to undertake the sector b.7 Myanmar agreed the ASEAN Declaration on Enhancing Cooperation in Disaster Management. 30

48 Lesson Learned Proactive participation of the Local Government and affected community in Pre, During and Post Disaster period lead to success. Community participation are crucial for achieving ambitious goal. Infrastructure Development in Disaster prone areas can reduce risk to some extents Experiences lead to enhanced awareness and capacity development of in country human resources. There is a gap between long term recovery and sustainable development. It can cause economic instability and increase marginalized population in affected areas. Mainstreaming DRR into Development Plans. Secondary hazard also impact on recovery.(e.g. Rakhine State,Giri affected area is occurring social conflict within two years after cyclone impact on resident s economy and social.) 48

49 Lesson Learned Systemic cooperation and coordination between Government, UN bodies, INGOs NGOs play a vital. Cyclone Giri compared to Cyclone Nargis, according to the experiences of Government on win win cooperation and coordination mechanism and the lesson learnt from Nargis protected many lives and infrastructure. Legal framework and guidelines for disaster management support to smooth implementation of response and recovery period. Preventive and preparedness measures of Government directly related to DRR. Not only focus on physical development but on psycho social support who suffers from disasters. 49
