3 Each year Some 1.2 million people die More than 50 million are injured and disabled in Road Crashes. Young people under the age of 25 represent 40% of global road traffic deaths 3

4 Road Safety in the MENA Context MENA Zone, with 2% of the world s motor vehicles and 4% of the world population, suffers from up to 6% of all road traffic fatalities. MENA Zone has the world s highest road fatality which is 32.2 per 100,000 population and the situation is particularly dramatic among youth. MENA road traffic deaths are estimated to cost $7.4 billion annually (1.5% of Gross National Product) and traffic deaths from the year 2000 to the year 2020 are expected to rise by 68% if the current trends continue. 4

7 RC/RC Contribution to Road Safety MENA National Red Cross and Red Crescent Societies are active and committed in the field of road safety, many are mobilizing decisionmakers, creating awareness among young people and the wider public, and are providing first aid services and integrating road safety in their community based health and first aid programmes. 7

8 Awareness and practical actions The MENA Zone supports the National Societies in their effort to contribute to the reduction of death and injury due to road accidents through Increased awareness Practical actions that ensure effective change 8

9 Global Road Saftey Partnership(GRSP) GRSP is a hosted programme of the International Federation of the Red Cross and Red Crescent Societies 9

10 MENA Road Safety Partnership (MENARSP) The MENA road safety partnership (MENARSP) secretariat is hosted by the International Federation of Red Cross and Red Crescent Societies MENA Zone Office, at the Lebanon Representation office. 10

11 MENARSP Launch The launch of MENARSP took place at the 3 rd Road Safety Regional Workshop in Doha, Qatar on 21&22 October A task Force established to look at the partnership constitution, structure, objectives and funding. The Task Force consisting of IFRC representative, WHO representative, Private companies representatives, NGO representatives, and two road safety consultants from Jordan and Qatar. UN-ESCWA 11

12 MENARSP Objectives Promote regional collaboration between governments, businesses, and civil society organizations; Support the identification, development and implementation of road safety interventions in different countries of the region; Promote and facilitate the transfer of knowledge by collecting, developing, and disseminating road safety material, policies, plans and documents on good-practices; Identify opportunities for conducting training and delivering workshops; Provide a platform for governments, private sector, and non-profit organizations to communicate on road safety matters.

13 Among the achievements Regional coordinator appointed. Three Newsletters with good practice stories and events shared throughout the region. Development and launch of the website: Issuance of menarsp brochure. Translation of 2 Good Practice manuals to Arabic (Speed Management, and Seat Belt and Child Restraints) Launch of manuals with Michael Schumacher in UAE event. 13

14 Among the achievements Contacts conducted in the following countries with various sectors: Jordan, Syria, Lebanon, Palestine, Yemen, Bahrain, Kuwait, Oman, Saudi Arabia, UAE, Qatar, Libya, Egypt, Morocco. Appointing Basel Shaaban, first Arab Formula 3 driver and UN Youth Ambassador: MENARSP Ambassador. 14

15 The critical role of RC/RC Societies MENARSP strategy and work plan are validated by IFRC Benefits for MENARSP to have the National Societies as local partners in the countries: RC/RC National Societies are the favourite link to governments and local authorities RC/RC National Societies have already integrated local programs in road safety, therefore they are aware of the country s issues RC/RC National Societies, in addition to their advocacy role, can reach all society levels 15

16 The critical role of RC/RC Societies Benefits for the National Societies to be partners of MENARSP: MENARSP is a strong facilitator for starting multisectoral partnerships for road safety programmes MENARSP brings international knowledge and experience in road safety through GSRP being one of its major partners and the manager of the partnership MENARSP is linked to the major donors, and private sector companies involved in road safety 16

19 Approche: agir pour changer la tendance Consequences: -projections indicate that by 2020, road crash will be the 6 th global cause of death -the number of deaths/year will reach 2millions. 19

21 Effective Results Need a Systems Approach Humans make errors, so improving human behaviour will not solve the whole problem To get top class results the vehicles, infrastructure and trauma care services need to be addressed as well It requires a systems approach, starting where the biggest gains can be made 21

22 Effective Results Need a Systems Approach Work more with Education, Research & Training institutions Get to know the real magnitude of the problem, Commit the decision makers to make a move to change and manage the situation Relying on youth and volunteers as agents of behavioural change (YABC) Whilst thinking globally, focusing on local communities, changing minds to save lives 22
