2 Cambridge Core Areas Patrol Promote community safety by providing a law enforcement presence in the downtown areas Patrol downtown areas via mountain bike and foot patrol Core areas include: Galt on the Grand Downtown Cambridge, Preston Towne Centre, and Hespeler Village Program is active from Victoria Day long weekend to Labour Day long weekend
3 Program Mandate To provide the citizens and merchants of Cambridge with a greater sense of safety by providing a uniformed presence To act as goodwill ambassadors for the City of Cambridge and its three Business Improvement Associations (BIA s) To be proactive in safety education within our community concerning cycling, skateboarding and rollerblading To provide education and give warnings for CCAP enforceable by-laws; dogs offleash, drinking in public, etc. Strong communication with WRPS regarding various types of criminal activity.
4 CCAP Staff The CCAP Program Coordinator oversees all aspects of the CCAP and is in regular contact with the City of Cambridge, Waterloo Regional Police and the Galt on the Grand Downtown Cambridge BIA. The CCAP patrollers travel in pairs throughout the core areas keeping watch for unwanted activity and assisting citizens All CCAP Patrollers are certified in current CPR and First Aid You will recognize them by their white crested t-shirts, black shorts and yellow jackets
5 CCAP Services As Goodwill Ambassadors to the city, the duties of patrollers include but are not limited to: Safety Instruction: Education regarding bicycle and skateboard activities; assistance on helmet use Customer Service: Assist citizens with directions, community information and general questions about the area By-Laws: Advising the public about the City of Cambridge By-Law infractions Contact with WRPS: Communicating and cooperating with Waterloo Regional Police Service Contact with Businesses: CCAP Patrollers regularly visit businesses in the core areas talking to merchants and property owners to find out if there are any safety concerns to be addresses/
6 Funding & Management Provided by the City of Cambridge and the three Business Improvement Associations The CCAP Program started in 1998 and has been running successfully for 15 years. Program is overseen by the Cambridge Core Areas Patrol subcommittee which consists of City of Cambridge staff, members from the 3 BIA s, City Council, and Waterloo Regional Police Service Galt on the Grand BIA is the service provider and manages all aspects of the program under the terms of the Program Agreement Sub-stations exist in each core area to house the bikes and equipment and to provide an area for patrollers to complete shift reports
7 Hiring & Training Employment advertisements are placed in various media outlets and the Waterloo Regional Police Auxiliary Unit Up to 11 patrollers are hired each year which often consist of returning patrollers Training consists of: o Self-Defense o City of Cambridge By-Laws o CCAP Rules and Regulations/Policies o Information session with WRPS o Bicycle Safety and Instruction All patrollers undergo training before the program starts in May
8 Statistics During the 2012 season, patrollers encountered and resolved issues such as: 26 Business doors were found unsecure Police and business owner contacted to secure building 86 Counts of safety instruction Providing information regarding bicycling, rollerblading, and skateboarding safety and helmet use 44 Counts of alcohol-related incidents Public drinking and/or intoxication 167 Counts of assisting the public Provided information regarding directions, answering questions about The community or the CCAP program 38 By-law warnings Warnings given for City of Cambridge by-law infractions 21 Reports of vandalism and graffiti Photographing and reporting damage to property
9 Testimonials By providing a safe and secure environment members and visitors alike are able to enjoy the downtown area because of the unformed presence the CCAP patrollers provide. (Shane Murphy - Clippers) As a business owner, CCAP has been helpful more than once in maintaining security of businesses in the core area when we overlook locking the front door. It is good to know that businesses are being monitored every night. (Dr. Susan Fisher Mahaya Clinic) Working as a patroller, I feel very involved in the community. It's always a reward to learn that I have helped someone and made their day a little better. No matter how small the contribution, it's great to know that I can better the community during my shift. (Julia Metelka CCAP Coordinator) The exchange of information between the Cambridge Core Area Patrol and the Waterloo Regional Police has been beneficial in providing a safe and welcoming community for merchants and visitors to our downtown area. 10 Conclusions The CCAP team assist Waterloo Regional Police Service when needed, provide safety instruction regarding bicycles and skateboards, communicate with local merchants to help resolve any issues, assist citizens and visitors of Cambridge in any way possible, provide first aid when incidents occur, and remind people of city by-laws. The CCAP team has proven to be a valuable asset to our community, and we look forward to continuing our role as Goodwill Ambassadors in the future.
