The facility shall maintain adequate security in order to ensure that offenders cannot exit the perimeter until legally released. J-2501 DISCUSSION: All offender movement from one location to another should be controlled and supervised by staff, including individual and group offender movement to and from work and program assignments. The means chosen to ensure perimeter security should reflect the facility s needs based on size and the degree of security required. Some methods are perimeter surveillance devices, mobile patrols, foot patrols, or a combination of these techniques. Page 1 of 6 Policy J-2500
2 J-2502 DEFINITIONS: A. Outer Perimeter Doors: All entrances or exits that open directly into an unsecured area. B. Inner Perimeter Doors: All entrances or exits that open directly into a secure area. C. Sally-Port/Safety Vestibule: An enclosure situated within the facility perimeter with doors on both ends, only one of which opens at a time, therefore, ensuring that there is no breach in the perimeter security. D. Secure Corridor: A corridor whose access is controlled either electronically and/or manually. E. Observation Rooms: Secure rooms located immediately adjacent to offender housing units and equipped with one-way glass permitting staff observation of offenders. F. Offender Custody Sheet: J-2503 RULES: A form completed anytime an offender is escorted out of the facility, which documents the name of the offender(s) exiting the facility, the date and time of departure, the name and agency of the escorting person, the name and agency of the person receiving custody of the offender and the date and time of return to the facility. A. All perimeter entrances, control room doors, security doors, and offender housing unit doors shall remain locked at all times except when used for admission or exit of staff, offenders, visitors, or in the case of an emergency. The perimeter shall be controlled by appropriate means to provide that offenders remain within the perimeter and to prevent access by the general public without proper authorization. (4-ALDF-2A-07) B. Staff shall control all facility entrances and exits and assure that there are no breaches in the perimeter security. (4-ALDF-2A-07) Page 2 of 6 Policy J-2500
3 C. Facility staff shall coordinate the movement of all offenders, both inside and outside of the security perimeter. D. Civilians and vehicles shall enter and leave at designated points in the perimeter. Safety vestibules and sally-ports shall constitute the only breach in the perimeter. (4-ALDF-2A-07) E. Observation Rooms shall be located in or immediately adjacent to offender living areas to permit staff to hear and respond promptly to emergency situations. An assisting staff member shall be physically available or within sight or sound of the staff member entering any offender housing unit. (4-ALDF-2A-03) F. The facility shall constantly maintain the staff needed to provide full coverage of designated security posts, full surveillance of offenders, and to perform all ancillary functions. G. All offender movement from one location to another shall be controlled and supervised by qualified staff. (4-ALDF-2A-10) H. At no time shall an offender or group of offenders be placed in control of, given authority over, or allowed to exert authority over other offenders. While offenders may be assigned as offender workers in an offender housing unit/area, their functions shall be custodial maintenance only. (4- ALDF-2A-09) I. When escorting offenders within the secure perimeter of the facility, the offender to staff member ratio shall not exceed 10:1. J. When escorting offenders outside the secure perimeter of the facility, the offender to staff member ratio shall not exceed 5:1. K. When escorting offender workers participating in work details outside the secure perimeter of the facility, the offender to staff member ratio shall not exceed 10:1. L. When being escorted together, precautions shall be taken to ensure contact between male and female offenders is minimized. M. High-risk offenders in Special Management Units shall be supervised by a minimum of two staff members anytime they exit their assigned housing unit. (J-4700) N. When a high-risk or special management offender is being transported outside of the facility, the on-duty supervisor shall be notified prior to transport. Page 3 of 6 Policy J-2500
4 O. All movement of offenders outside of their assigned housing unit shall be documented. J-2504 PROCEDURES: A. Movement of offenders outside of the facility: 1. All movement of offenders outside of the facility, with the exception of offender workers, shall be initiated by Intake/Booking. 2. Any outside agency or other division of the Sheriff s Office requesting an offender shall notify Intake/Booking at least one (1) hour in advance. 3. Intake/Booking shall notify the appropriate facility staff to have the offender dressed in the designated uniform, ahead of time, and placed in an Intake/Booking holding cell pending transport. a. At no time, after being dressed in the designated uniform, shall the offender be allowed to have contact with other offenders, except with those being transported. 4. At no time shall an offender being transported out of the facility be allowed access to a telephone, nor have contact with offenders who have access to a telephone, prior to their transport. 5. The person requesting the offender to be transported out of the facility shall be required to present acceptable credentials and sign the Offender Custody Sheet certifying that he/she has received the offender and is accepting responsibility for the offender prior to custody from the facility being relinquished. 6. If facility staff is responsible for making transportation arrangements, the staff member responsible for transporting shall be notified immediately. 7. After being signed, the Offender Custody Sheet shall be delivered to Intake/Booking, prior to the offender(s) departing, where it shall be stored pending the return of the offender(s). (4-ALDF-2A-17) 8. With the exception of offender workers when being escorted out of the facility, the offender(s) shall be allowed to wear: a. One set of orange or orange/white striped uniform; Page 4 of 6 Policy J-2500
5 b. One set of boxers/briefs and a bra; c. One set of issued footwear. B. Movement of offenders inside the facility: 1. Movement of offenders inside the facility shall be initiated by either: a. A Section/Unit within the facility, or; b. Upon receipt of a facility programs Call-Out Sheet. 2. Housing unit staff shall make arrangements for escorting offenders when required. 3. Programs staff and health care staff qualified to do so shall escort the offenders they request, when they are capable of doing so. If they are unable to escort the offender(s), they shall advise the housing unit staff in order for assistance to be provided. 4. When being escorted within the facility, offender(s) shall be allowed to wear: a. One set of issued clothing; b. One set of boxers /briefs and a bra; c. One T-shirt; d. One set of issued footwear; e. If attending recreation, offenders shall be permitted to wear thermal underwear and tennis shoes purchased from the commissary. C. Movement of offender workers inside the facility: 1. When traveling from the housing unit to their work station or back, offender workers shall be escorted at all times. 2. Facility staff shall monitor all movement of offender workers and supervise them in the performance of their duties. Page 5 of 6 Policy J-2500
6 3. Movement into an unauthorized area or into an area for the purpose other than performing their assigned duties shall not be authorized. G. Escorting of offenders: 1. When escorting offenders, staff shall walk behind the offender(s) being escorted and shall also direct the offender(s) through verbal commands. 2. When escorting offenders, staff shall ensure that the offenders remain quiet and do not engage in conversation with each other. 3. When eleven (11) or more offenders are being escorted within the secure perimeter of the facility, one staff member shall walk ahead of the group while the other staff member walks several steps behind the group.
