A. The supply of clothing, linens, and bedding shall exceed that required for the facility s offender population. (4-ALDF-4B-01; 4-ALDF-4B-04) B. Sanitary storage areas shall be provided for all offender clothing, linen and bedding. (LAC 22:2905E) C. Arrangements shall be made for laundry and distribution of clean clothing and bedding to offenders. (LAC 22:2905F) Page 1 of 6 Policy J-5900
2 D. Arrangements shall be made for disinfecting mattresses and pillows prior to issuance to offenders. (LAC 22:2905G) E. All clothing and bedding distributed by the facility shall be in good repair. (LAC 22:2905H) F. All issued clothing, linens, and bedding shall be the offender s responsibility and the offender shall be held accountable for its use and return. (4-ALDF-4B-05) G. Indigent offenders shall be provided with all needed clothing at the expense of the facility. (LAC 22:2905A) H. All offenders classified for long-term housing shall be issued two sets of facility clothing from the Property Office. Clothing shall be fitted, climactically suitable, durable, and presentable. (4-ALDF-4B-03) I. All offenders housed within the facility shall be provided an offender initial issue with (LAC 22:2905D; 4-ACRS-4B-04; 4-ALDF-4B-02; #3-02): 1. One bath towel; 2. One washcloth; 3. Two sheets; 4. One pillowcase; 5. One blanket; 6. One hygiene kit; (4-ALDF-4B-06) 7. Two undergarments; (LPCC Offenders Only; J-F-04) 8. Two jumpsuits; 9. One pair of slippers; 10. Any authorized items relating to the offender s religious exercise. J. Offenders assigned to work programs shall be issued the appropriate special clothing and, when appropriate, protective clothing at the expense of the facility. (LAC 22:2905B) K. Each long-term housing unit shall follow a direct exchange schedule where the offenders may exchange a dirty item for a clean article of the same size and type. Page 2 of 6 Policy J-5900
3 The schedule shall include: (LAC 22:2905C; LAC 22:2905D; 4-ACRS-4B-04; 4- ACRS-4B-05; 4-ALDF-4B-02) 1. One linen exchange weekly, consisting of: (#4-14) a. Up to two sheets; b. One pillowcase; c. One wash cloth; d. One bath towel. 2. One primary issue exchange per week, permitting the trade of: (LAC 22:2905D; #4-15) a. Up to two jumpsuits; b. Two undergarments; c. Authorized items relating to the offender s religious exercise. 3. One monthly exchange, consisting of: a. One blanket L. High-risk offenders shall be issued a uniform of the same quality and type as any other offender; the only difference being the color of the uniform. (J-4700) M. Offenders housed in a Special Management Unit shall be provided the same issue, exchange, and laundering of clothing, linen and bedding as those offenders in the general population. Special considerations may be made for those offenders that are a threat to the facility, staff, other offenders or themselves with the approval of the Jail Commander. N. When standard issued clothing presents a security or health risk, the offender shall be supplied with a security garment that promotes offender safety and prevents humiliation and degradation. (4-ALDF-4C-33) J-5902 PROCEDURES: A. Clothing and linen issue: 1. Long-term offenders: Page 3 of 6 Policy J-5900

Before being transferred to a long-term housing location, all offenders shall be issued two uniforms, two undergarments, one bath towel, one washcloth, two sheets, one pillowcase, one blanket, one pair of slippers, one hygiene kit, and, when applicable, religious head covering(s). b. Initial uniform and linen issue shall be documented on the Offender Property Issued/Received Form and placed in the offender s housing folder. 2. Short-term offenders: B. Bedding issue: a. All short-term offenders whose clothing is unsuitable or unsanitary shall be issued a facility uniform during the booking process. Uniforms issued shall be documented on the Offender Property Issued/Received Form and placed in the offender s housing folder. b. All other short-term offenders shall be allowed to retain their own civilian clothing (except for belt and shoe strings) until they are reclassified for long-term housing. 1. All offenders assigned to long-term housing shall be issued one set of bedding, consisting of a mattress, pillow and portable bunk (if applicable), upon arrival at their assigned offender housing unit. 2. The staff member that is physically transferring the offender to the housing assignment shall verify that the bedding being issued is in suitable and clean condition and has been sanitized. 3. If the bedding is not suitable or clean the staff member shall either: a. Replace the unsuitable bedding with the necessary items in temporary storage adjacent to the housing unit or; b. Provide the necessary housekeeping materials for the offender in order for him/her to clean the bedding. (#3-14) C. Clothing, linens, and bedding exchange: 1. All routine exchanges shall take place according to schedules posted in each housing unit. 2. All exchanges shall be documented on the Housing Unit Log. Page 4 of 6 Policy J-5900
5 3. Any non-routine exchanges when special circumstances exist shall be performed upon receiving a General Request Form from the offender. Upon completion of the non-routine exchange, staff shall notate such actions on the General Request Form and file in offender s housing folder. D. Release: 1. Upon release, all offenders shall be required to return all issued clothing, linen, and bedding to be inspected for accountability, suitability, and cleanliness. 2. Clothing and linen (#3-03): a. The housing staff member shall collect all of the offender s issued items. All such issued items, minus one jumpsuit, one religious head covering, and a pair of slippers, shall then be placed in the property cart located adjacent to the housing unit. b. The return of issued property shall be documented on the Offender Property Issued/Received Form and placed in the offender s housing folder. c. Any items listed on the form that are not returned by the offender shall be notated and copy #2 of the Offender Property Issued/Received Form shall be forwarded to the Offender Drawing Account Manager in order for the facility to obtain financial reimbursement. E. Alternative clothing: (4-ALDF-4C-33) 1. When staff determine that standard issued clothing and/or bedding presents a security or health risk they shall: a. Take whatever action is reasonable and necessary to restore and maintain order; b. Assess the situation; c. Call for assistance and the on-duty supervisor if necessary before attempting to remove the items from the offender s possession; d. Issue the offender a reasonable alternative that prevents humiliation and degradation (i.e. suicide preventative gown, suicide preventative blanket); Page 5 of 6 Policy J-5900
6 e. Document the removal of the item(s) on the offender s Behavioral Sheet. 2. Supervisory staff shall: a. Make a notation on the Shift Briefing Sheet notifying oncoming staff why the item(s) was removed and if applicable, when they should be returned; b. Provide notice of the removal of item(s) to the Jail Commander via electronic mail. c. Make daily reviews of the offender s Behavioral Sheet to determine if the item(s) should be returned.
