9 Analysis of 77/225 Courthouse Assessments 92% had no or less than adequate CCTV coverage. 86% do not have security committee or functioning. 84% do not have an incident reporting system. 79% had some training for court security officers. 62% had duress alarms in judges chambers. 55% had no officers in courtrooms at proceedings. 26% had no screening stations at all.

10 185 shootings, bombings, arson attacks from of additional attacks since January 2010 thru December knifings, murders-for-hire, bomb plots, and violent assaults since 2005.

11 Over 800 responses from judges, court staff, law enforcement and county officials Respondents were from 48 states 75% had policies and procedures in place 50% plus stated training in security or emergency preparedness was not provided Majority of respondents did not know what to do or how to protect themselves from a shooter or a hostage-taking situation.

12 50 states, the District of Columbia and the five territories were interviewed. 74% of respondents stated lack of funding was a major issue with staffing for courts security and care of in-custody defendants. 100% expressed a need for more training for judges, court staff and for LEO. 100% wanted security plans, security assessment and judicial threat management programs in place in their state.

15 1) July 2004 Emergency Manual never addressed Chaos. 2) Judges and court staff must know how to react properly. 3) No one will be where you think they are in an emergency. 4) You must know what staff are good in an emergency. 5) Knowing who is in charge essential.

16 6) Court had little depth or training in incident response. 7) Lectures on security don t help. 8) Training & practice is a must. 9) Need assessment, practice, and an implementation plan. 10) Citizens expect judges and court administration to provide a safe environment in the courthouse.
