1 REPORT ON THE 4 th FEALAC CULTURE, YOUTH, GENDER AND SPORTS WORKING GROUP MEETING Busan, Korea August 29, The 4 th Meeting of the Working Group on Culture, Youth, Gender and Sports (CYGS) of FEALAC was held in Busan, Korea on 29 August, The Meeting was co-chaired by Lourdes Puma, Undersecretary of Africa, Asia, and Oceania,, Ecuador; and Nghiem Xuan Dong, Head of America-Africa Bureau, International Cooperation Department, Culture, Sports and Tourism of Viet Nam. 3. The Meeting was attended by delegates from 21 countries. The list of delegates is attached (Annex 1). 4. In their opening remarks, the Co-Chairs welcomed the participants and mentioned that as FEALAC are developing the mechanisms, one of the issues is that to make the working groups more effective. In this meeting they expressed their hope to discuss the projects not only implemented and new projects but also discuss how to make priority of the regional and national projects. 5. The Co-Chairs conveyed the Working Group s appreciation for the excellent meeting arrangements made by Korea. 6. The attached agenda was adopted (Annex 2). 7. Consideration of Reports on Culture, Youth, Gender and Sports Working Group (CYGS) Projects since the 3 rd CYGS WG Meeting. A. National Projects China Happy Spring Festival has been launched in 2009 and has been an important platform to promote cultural exchange. China was able to hold more than 100 performances in various Latin American and Caribbean countries. The the 4th Latin American and Caribbean Art Festival was held in Beijing from April to June 2017 and from 8 Latin American and Caribbean countries visited China to attend this event. Colombia Initiative ELE FOCALAE which in 2017 develops its 15ft version. The components are 77% of the scholars have been tourist guides and journalist specialized in truism, who

2 have improved their abilities to interact with Spanish. 23% of the scholars have been undergraduate and graduate students. Priority areas include Latin-America studies, international business, international affairs, international trade, business management and languages. Between five editions of ELE FOCALAE have taken place and 283 tourist guides, journalist ad students from all East Asian FEALAC Countries have participated. Colombia has invested around 1.7 million USD. Singapore Singapore hosted the 17 th FEALAC Journalists Visit Programme (JVP) from June 2016 in conjunction with the World Cities Summit. Latin American journalists from across the media spectrum participated in the JVP, whose theme was Cities of Opportunity. The JVP has been useful in enhancing understanding between Latin America and East Asia through exchanges at the people-to-people level. Panama Panama presented that the Foro de Conectividad project was conducted last year and they are willing to repeat this forum again. Indonesia Indonesia implemented the IFYC (Indonesia-FEALAC Youth Conference) in Bandung, Indonesia in This program was attended by around 100 participants from 30 FEALAC member countries. The program adopted the Bandung Declaration. B. Regional Projects Thailand FEALAC Friendship Schools Network Thailand reaffirms her interest in implementing the FEALAC Friendship Schools Network, connecting secondary schools in Thailand which teach Spanish, through social media in its initial phase, with counterpart schools from the Latin America region. Thailand recognizes the importance of youth and connectivity and seeks collaboration in this project from FEALAC Member Countries in Latin America. FEALAC Women Entrepreneurs Network Thailand stresses the significance of Women s role in MSMEs and gender equality. Recognizing the importance of creating a network amongst women entrepreneurs to help disadvantaged women, the ongoing project will be conducted in collaboration with MECAME of Argentina. Ecuador expresses her appreciation and interest in exchanging knowledge and experience on women empowerment especially in gender equality. Argentina For FEALAC Women Entrepreneurs Network, Argentina, as a coordinator of Latin America, is working in cooperation with other counterparts in Latin America and they are making good progress. The Meeting of Network of Cultural Cities which was presented by Vietnam, Argentina proposes that San Salvador would host the next meeting in 2018, yet the date must be discussed among all member countries.

3 8. Presentation of the CYGS Members New Proposals. A. National Projects China China will continue the Happy Spring Festival and the Latin American and Caribbean Art Festival to promote mutual exchange and understanding. China welcomes the participation of Latin American and the Caribbean countries. Singapore Singapore will host the 18 th FEALAC Journalists Visit Programme (JVP) from September 2017 in conjunction with the Latin Asia Business Forum (LABF). The theme of the JVP will be Connecting Smart Cities of the Future and journalists from across the Latin American region are expected to participate. Panama Panama will have projects conducted in the upcoming year and the English version of the list will also be circulated. Indonesia Indonesia is planning to implement FEALAC Youth Forum as a follow up of the IFYC The Forum is a platform for the youth from the two regions to communicate and share best practice. Indonesia seeks support from the other FEALAC member countries on this project. In addition to the FEALAC Youth Forum, Indonesia is also planning to establish FEALAC Youth Center in Bandung (Bandung Creative Hub). In this regard, Indonesia would like to obtain the contact point from other FEALAC member countries to support this project. B. Regional Projects Vietnam Viet Nam invites FEALAC member countries to participate in Hue Festival that will be organized from 27 th April to May 1 st Invitation letter will be sent through diplomatic channel. Thailand Thailand will continue the FEALAC Women Entrepreneurs Network and the FEALAC Friendship Schools Network. Thailand proposes that the schools in all member countries be connected through social media. 9. Discussion on future co-chairs It was agreed that Ecuador will continue and Indonesia would be the next Co-Chairs. 10. Any other matters
