González Sanz The holding of the VII Meeting of Ministers of Foreign Affairs of the Forum for East Asia - Latin America Cooperation (FEALAC), to take place in San José, from the 19 th to the 21 st of August 2015, is a valuable opportunity for Costa Rica to take advantage of this privileged space of bi- regional dialogue. During the last year, Costa Rica and Thailand have jointly held the Presidency of this Forum, which is made up of 20 Latin American and 16 East Asian states, and the goal of which is to promoting understanding, achieving more fruitful and effective relationships through political and economic dialogue and close co- operation between the two regions. Under the motto Two regions: one vision, we aspire to understand the dynamic and potential of the FEALAC member countries. 2

4 Since the first meeting of Foreign Ministers, in Santiago, Chile, in 2001, right up until this VII meeting in San José, FEALAC has been growing, both quantitatively - in terms of the number of member states - and qualitatively, with regards to its activities, scope and fields of co- operation. The FEALAC group of countries represents 40% of the global population, 32% of the global economy, and 40% of global trade. Our challenge as co- Presidents and hosts is to generate and foster the necessary conditions to continue multiplying the tools available to reach mutual interaction and knowledge through more effective and dynamic links, all in order to achieve common economic and social development objectives shared by the two regions. FEALAC is the only permanent consensus mechanism between the two regions to include almost all of the Latin American countries, facilitating interregional political dialogue and the creation of new mechanisms for co- operation and joint action in fields such as fighting poverty, fostering trade, IT development, and the creation of a network for collaboration and cultural and intellectual exchange. Costa Rica, as a country of peace, offers a most cordial welcome to the Ministers of Foreign Affairs of our 35 allies, their delegations and the international press, reiterating our strong commitment to encourage the deepening of this process of dialogue and co- operation. General information regarding FEALAC The VII Meeting of Ministers of Foreign Affairs of the FEALAC shall take place at the Real Intercontinental Hotel, in San José Costa Rica, from the 19 th to the 21 st of this coming August. The Forum for East Asia - Latin America Cooperation (FEALAC) includes 36 countries, of which 20 are Latin American and 16 are East Asian. The FEALAC, originally known as the East Asia- Latin American Forum (EALAF), can trace its origins to the visit made by the Prime Minister of Singapore, Gok Chok Tong, to the President of Chile, Eduardo Frei, which took place in Santiago in 1998 and was aimed at fostering exchange in fields of co- operation between both regions. Singapore held the first Senior Officials Meeting - SOM- in 1999, however it was not until the I Meeting of Ministers of Foreign Affairs in March 2001 that the member states agreed to adopt the current name, FEALAC (Forum for East Asia- Latin America Cooperation). In Spanish, the Forum is known as FOCALAE: Foro de Cooperación América Latina- Asia del Este. Member states: Latin America: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Suriname, Uruguay and Venezuela. Asia: Australia, Brunei, Cambodia, China, Korea, Indonesia, Japan, Laos, Malaysia, Mongolia, Myanmar, New Zealand, the Philippines, Singapore, Thailand and Vietnam. 4

Press facilities The organizers of the of the VII Meeting of Ministers of Foreign Affairs of the Forum for East Asia - Latin America Cooperation (FEALAC) shall place at the disposal of duly accredited national and international press a Press Room, which shall be based in the Laurel III Chamber in the Real Intercontinental Hotel. Accredited members of the press (journalists, correspondents, technicians, photographers, technical support, etc.) must carry their corresponding credential at all 8

10 times and respect the boundaries of the areas which they have been authorized to use. Furthermore, the Costa Rican Ministry of Foreign Affairs Directorate of Institutional Communication shall issue press releases and photographs relating to the official FEALAC activities via the official website, The Government of Costa Rica shall place the following facilities at the disposal of official press and accredited national and international media, correspondents, and commercial press: 1. A set for interviews with the Foreign Ministers, subject to prior co- ordination with the Official Press of the respective country as well as the Official Press of Costa Rica 2. Internet access 3. Ports for portable computers 4. An area for the setup of mobile units 5. Press accreditation Press accreditation is the responsibility of the Costa Rican Ministry of Foreign Affairs Directorate of Institutional Communication. It shall be conducted electronically, through the website On the right hand side near the top of the page is the FEALAC feature, which contains the link Registration ; follow that link and select Register Form, then proceed to login with the following details: Username: fealacpress Password: CRfealac15 The period for submission of these press accreditation forms runs from the date of receipt of this Manual until Friday July 31 st, inclusive. As a strict requirement, a photograph must be included in the registration form. 9

11 The format of the photograph to upload is as follows: - Passport type, 200 x 265 pixels - 3x4, vertical orientation - Taken from in front against a white background - The file must be between 100 and 150 kilobytes in size - Valid extensions are GIF, JPG, JPEG y PNG Members of the press must carry their corresponding credential at all times and respect the boundaries of the areas which they have been authorized to use. Anybody not carrying their credential shall be prevented from taking part in the respective coverage, without exception. 6.
