3 Aims of the project Analysis of the Maritime Industry with focus on Shipbuilding in Europe The impacts of EU Enlargement regarding the shipyards, both in East and West Europe Evaluation of the impacts of Globalisation and Europeanisation on all shipyards in (West and East)European Countries. The final target is the producing of an expertise of European Shipbuilding Industry to strengthen this industry within Europe and to give support for an European Industrial Policy. 2. General Questions What are the chances and risks of the creation of a European focussed shipbuilding industry, taking the resp. European countries (current EU member states, associated states, EU candidate countries and pre-candidate countries) in the context of Globalisation? Are there any interdependencies between naval and merchant shipbuilding, and if yes what kind of relations are to be seen? Are there any cooperations between the yards on regional, national and European levels and what could be improved in this respect to meet the global challenges? In what way the different components of the vocational training schemes in the yards could be organized Europe wide? The cooperation patterns between management and employees representatives in the yards, how could they be improved to assist the process of cooperation between the yards in Europe? 3. Working Packages Working Package No.1 Shipbuilding in current EU member states and associated countries (West European countries)/quantitative study: There will be a survey (2004) in all yards in the UK, Denmark, Norway, Finland, France, Greece, Italy, the Netherlands, Portugal, Spain and Germany. The questionnaire should comprise the following points: Owner structure; product range, investment; technique and work organisation; industrial relations, employment and order book; development (on regional, national 3

4 and European level); Human Resource Policy; industrial relations patterns; cooperation between the resp. interest representation bodies/cooperation between the resp. Management bodies; number of employees; annual working hours; qualification; overtime work; short time work; rate of illness; expectations for the future; demands towards politics on national level; demands towards European policy Procedure: The EMF and CESA will be asked to distribute the questionnaire to its member organisations, and the member organisations will be asked to pass the questionnaire to the management/employees representation bodies in the yards Working Package No. 2 Shipbuilding in CEE and South East European Countries(East Europe) / Quantitative study There will be a survey (2004) in all yards in Poland, Bulgaria, Romania, Malta, Baltic countries, Croatia and Montenegro The questionnaire should comprise the following points: Beside of the questions being asked in the West European questionnaire (see working package No. 1), we will add the following points: Level of privatisation/owner structure; capital stock; expectations for EU membership in terms of investment; cooperations between Western and Eastern European yards Procedure: The EMF and CESA will be asked to distribute the questionnaire to its member organisations, and the member organisations will be asked to pass the questionnaire to the management/employees representation bodies in the yards Working Package No. 3 Cooperation on the European Level/Case studies/qualitative study Additional to the standardized surveys (working packages No. 1 and 2), there will be in-depth interviews within selected yards and on supra companies level on a) Cooperation between yards in Germany, France, Italy and Spain: Here we will focus on Cooperation between merchant and naval shipbuilding industry Cooperation between yards on European level Industrial Relations Systems (information, consultation, codetermination) in the processes of cooperation b) Adaption of yards in Poland, Bulgaria, Romania and Croatia to the norms of the EU Acquis Communautaire and the cooperation between yards in East and West Europe: Here we will focus on: The needs for structural adaptions to the Acquis on administrative and yards level The current stage of the adjustment process The future adaption measures to be seized by the yards The different roles of transformation tripartism and EU Social Dialogue 4
