At present this is the key question addressed by the network. The conference is co-organised by the Research Institute of the Finnish Economy (ETLA), which is the basis of Rita Asplund, the LoWER member in Finland. The conference will be held in Helsinki. The overarching objective of the conference is to illuminate various dimensions of the role and impact of education and training on the status and contents of lowskilled jobs on the one hand and on the labour market situation and careers of those occupying such jobs on the other hand. Of particular concern are the opportunities that training and education could offer for the professionalisation of these jobs and the improvement of the quality of their output. Also of concern is the extent to which education and training contribute to the earnings capacity and career perspectives of the low-skilled. The conference will bring together relevant approaches from different disciplines such as inter alia labour or personnel economics, human resources development, organisational change and technological innovation. The issues mentioned above will be discussed in the following six sessions: See page 3 for the program and page 4 for the contents of the sessions. For registering, visit the conference website 1. 2 Three keynote speakers will highlight important developments in the area and sketch perspectives for further research. Eric Maurin (CREST / INSEE) will focus on technology, trade and the organization of the firm, regarding the distribution of tasks and skills. Barry McGaw (DEELSA / OECD) will discuss the possibilities of lifelong learning for the low skilled. Margaret Stevens will deal with the financing of training. Up to 60 participants, including researchers and policymakers from government, social partners and other organizations at both the national and international level, are expected to attend for interesting contributions and debates. The conference will end Saturday at about 13: 00 hours. First encouraging results were informally presented for each of the three analytical fields: consumer household behaviour, production structure and employment. At this stage of the research the discussion naturally focused on the many little, tricky problems of compatibility between the data and the analysis and of comparability across the countries. A few examples. In the consumption analysis the treatment of housing expenditure was an important issue. Housing generally takes a very significant slice of consumer spending, up to one-third for certain groups in particular countries. In spite of the fact that National Accounts provide a rather uniform treatment internationally, especially of the rental value of own housing, the national budget surveys show considerable divergence because of a different treatment. It is essential to be sure about the comparability because as it stands now, the divergence of housing expenditure seems to explain much of the well-known divergence in spending on services as a whole. Services are an important focus of the research project. In addition, there are the well-known problems of the public or private provision of services, e.g. in education or health, which are difficult to trace in an equal fashion in individual household spending. Also, the first results of the input-output analysis of the production structure of the countries appear to put into question the idea of Baumol s law. The growth in services production and employment is not necessarily lowering productivity growth. The next meeting is scheduled for early July in Madrid. Draft papers are expected for the six countries covered by the project on the each of the three topics. 3
