2 Karen Refugee Committee AUGUST, 2010 When will the affliction be ended? Soon after Ne Win took absolute power of the whole country (Burma) in 1960, he invited all arm revolution groups for peace talk. Then, different arm revolution group with its own strategy tried to approach the call for the credit of its own objectives. Of which, the Karen Revolution Council (KRC),(not Karen refugee committee) among others then was the only arm group that finally reached and signed the ceased-fire agreement. No sooner a number of rules to follow were then regulated, similarly to that of the situation of DKBA and other split-up groups are facing to day. The rules for arm - group to follow when in the set location then were- (1) No organizational activity was allowed (2) No tax collection was allowed (3) No administration activity was allowed (4) Keep informs regional authority before leaving out side the set location. At the beginning every thing seemed all right. Food and ration were provided. Stipend was paid. It was a never experienced opportunity contradicts to that of lives while living in the jungle. The top leaders were respectively given a home and a car and were welcome for living in Rangoon at konmyint tha ya-means pleasant high place. Never the less, the happiness did not last for long. As a saying goes - long absent, soon forgotten finally, the only question among the peoples was where are they now? it is a sad story for the Karen peoples. How fine, if it was the end of the episode! But the story is continuing! Again, in 1995, through a well-planed strategy of the Burmese military government, the Karen who formally struggling for the same objective was break up again with a fresh goal to do better for the benefit of the Karen people. However, the result were more Karen villages were burnt down with the villagers fled from their home with empty handed, more people were killed and the land defile with innocent blood shed, more people are seeking for shelter, some people were crossing the boarder back and forth with hope for better situation of their native place but no glow of better circumstances is seen to this very day. Under the intensify pressure of the SPDC, DKBA and Burmese military leaders held a BGF meeting on , which SPDC military officer, general Maung Maung Ohn clearly mark out that after the election by the end of 2010 all the DKBA must be transformed to boarder guard force(bgf). The entire boarder - line regions will completely be under the control of boarder guard force-ie BGF.

3 The statement during the BGF meeting clearly high- light that military activity will surely exaggerate along the boarder sooner or later by the end of 2010 or early Early this month, on 1 st September 2010, Thai local military authority held a meeting which participants include a number of people and NGOs and warn them in regard to the possible situation that might happened and be keep awareness for necessary action. Both point indicates the unwelcome situation, possibly, that might happened soon! When will this affliction be ended? Any of Your Comment is welcome K.R.C Camps Activities Report. August /8/10 - A team of KRC Committee Member call on Mae La Camp Community and briefed on Them the objectives of KRC, and good insight of how to live in such a difficult circumstances as in the following schedules; 3/8/10 - Meeting with community members in Zone A 4/8/10 - Meeting with community members in Zone B, and 5/8/10 - Meeting with community members in Zone C. 9/8/10 - A Team of KRC committee member call in Umphiem camp committee, Section Committee including Camp Social affair Coordinator and briefed on Them about Social dispute occurred in the camp, Social affair reporting system, and Educational issues. Camp suggested for having a required Training. 11/8/10 - Two committee members and a staff of KRC went for tree planting activity and attended the ceremony celebration in honor of Thai mother s day at Umphiem camp. 9/8/10 - KRCs Livelihood Coordinator, together with ZOA and ADRA responsible review livelihood activities from January to August -2010, and Financial short fall for September-December ADDRA will take over the responsibility by January /8/10 - similar activity as the above mentioned was done in Umphiem Camp. 11/8/10 - similar activity was done in Nu Po Camp.

4 14/8/10 - A Three - members of KRC livelihood Team call on Umphiem camp responsible and introducing the structure of KRC VT. And livelihood, and briefed them of future planning. 16/8/10 - Health Coordinator visited the two northern camps and with discussion of the medics find out that there is no enough medicine for out door patients. The duty bound staff brief and warn the camp community once in a week concerning health and sanitation of the camp. 17/8/10 - KRC chair man met with a Christian Relation group and shared with them the information of current boarder situation. 19/8/10 - KRC chair person went to Chaing Mai to meet with individual donors for information sharing about the uncertain present situation. 19/8/10 - A team of KRC including EC and coordinators attended TBBC organized work shop at Maseriang. The activities of a oneday work shop includes KRC and KnRc presentation of their respective election procedure and guide line. The solution is aiming at discussion for forming a cooperative management working group in future, and the topics for discussion for the upcoming meeting are; - Consultation - New arrival and - Data information sharing 23/8/10 - KRC livelihood together with the representative of ADRA in Australia, Netherlands, Germany, Thailand, and ZOA responsible, visited V/T work place and its activity in Mae La camp. KRC (Branch) Ratchburi activity 3/8/10 Thai intelligent visited the camp and interviewed 20 new arrivals. 4/8/10 Distributed TBBC s delivered clothes to camp community. 8/8/10 OCEE and head teacher interviewed applicants for the position of education secretary, and RTT. 9/8/10 IRPI team survey on KYO and KWO s weaving project.. 10/8/10 KRC-EE (IHE, HE) monitor program activity in the camp.

5 10/8/10 Camp Committee Collaborate with Thai military for preparation of Her Royal Highness Majesty the Queen birthday. 10/8/10 Information sharing meeting, participant were ZOA, UNHCR, TBBC, IOM, COERR, IRC, KRC and camp commander-p La. 11/8/10 Camp committee discussed for new well construction Consulting meeting of camp committee and boarding house committee. 12/8/10 Thai military, P La, ZOA, COERR and camp committee celebrate her royal highness the queen birthday in the camp. 16/8/10 Livelihood training conducted by TBBC in the camp. 17/8/10 Training for office staff. 19/8/10 KRC and new camp commander P La social meeting held at Ban Bau. 24/8/10 Consulting meeting of camp committee and TBBC, in related to CMP, BPHWT and bamboo tree growing /8/10 Child protection survey was conducted in camp by COERR (UNICEF). 25/8/10 Training of H5N1 for camp committee conducted by AI (IRC). 26/8/10 Township, P La checked the death and new born statistic. KRC EE Board member meeting 28/8/10 KRC-EE held a board member meeting and topic discussed during the meeting were;- - Education coordinator in Umphiem, - Education staff in Htam Hin, - KRC-EE s sign board in camps, - Primary (13) in Mae La, - OCEE, KRC-EE, ZOA, CDCB meeting which will be held, in 2 nd week of October, - Staff recruitment policy in camp, - Integration of KYLMTC and NKGO, - Cooperation of I.H.E public health with other organization, - Teacher registration procedure and stipend, - Curriculum development, - Board examination and - Text book writing development.
