2 Karen Refugee Committee Newsletter & Monthly Report April, 2010 We greet all readers that May the Thai-New year brings all of you peace and prosperity. It s a bliss that we are coming with in a blink of eyes into April. 2010, free from all adversities. As changes have been taken place all over the world, we the Karen Refugee Committee (KRC) are trying to adapt ourselves to the every day-changes of our environment. How ever, we realize that the adaptation we have been trying not always fix the demand of the circumstances and cause thinking for the donors. But it is no doubt that both KRC and all camps committee will try to follow the changes. To the knowledge of every one, KRC is the only committee (organization) that is trying to initiate management for its own people (Refugee) in the world. The management cost received is from sympathize and willing to help donors. We hope, the readers will understand us that there will be some possible complications which are not be able to settle over night as we are responsible in following different policies that seemingly, we are getting between cross-fire. We have strong determination to do what ever would be best for the survival of our people and community. We thank the host country for sheltering us as well as the donor country which are supporting us that we are continue to survive so far. We have come to be refugee since 1975 due to the consequences of the civil war, between the Burma Government an ethnic national, which un able to be ceased up to the present time. Following the intensify offensive in 1975, over Karen peoples had crossed into Thailand for seeking shelter. The shelter seekers then are all Karen. Because of the continuing of civil war and changes of political situations in Burma since 1988, more people had been crossed for shelter seeking into neighboring country. Today, not only Karen peoples are living in the camps but also different ethnic nationality of diverse languages, culture, and back ground are living hand in hand among the Karen community in the camps. Many people worry about KRC discrimination over fellow ethnic in camp managing affair. KRC often was questioned If the ethnic national have the right they ought to have? by the donors. The answer to this question is yes because we learned and experience more than enough discrimination ourselves. Every person who is registered by UNHCR- MOI, regardless of gender, religion, race and culture, can participate in any ie section or Zone or camp level of the camp election feely to his/her will. The ethnic national are significantly increased by the end of the year New arrivals after 2005 being unregistered have no privilege of participation in camp management yet. It s not a discrimination because of they are not Karen but legacy. It is also important to make clear to readers about camp management, food and materials distribution among camp residents. The highest authority in camp management is P La who is acting on behalf of MOI, (Ministry of Interior of RTG.) The camp committee is closely working with Thai authority for camp management. The camp committee follows closely the set guideline of TBBC for foods and materials distribution. We therefore, can say that neither outsider nor any organization has influence over the foods and materials

3 distribution. According to previous monthly report, we learned that a Coordinating for Ethnic Group was formed which aims to cooperate in ethnic social affair with the camp committee. The camp advisory Board of Mae La, also include some other ethnic nationals. KRC firmly intend to form ethnic society or group in other camp as well. Currently the date of refugee card issued by UNHCR and MOI is expired, and therefore, the peoples are waiting for the renewal of the card. Thank You Any of Your Comment Is Appreciated K.R.C Camps Activities Report. April /4/10 KRC secretary and CMSP officer went to Mae La Oon camp for signing contract with CMSP staff. There re 253 staff signed the contract. Briefed and consulted with them about the responsible of CoC committee and similar activity was done in MRML camp on 8-7 April. 20/4/10 - KRC held informal meeting with LAC coordinator, discussing on Mae La Law reform and replacing vacant law reform drafting committee after Mae La camp election. 20/4/10 KRC health coordinator met with Nu Po Health coordinator, for discussion of heath and sanitation situation of the camp; simultaneously, visit ARC workers in the office, Handicap responsible person visit and monitoring staff activities in the camp. 27/4/10 - Meeting and discussed with TBBC s camp management manger (P Jae) relate to relationship with Thai authority. 27/4/10 - KRC livelihood coordinator together with ECHO delegates, COEER and TBBC met with Umphiem camp committee and discussed on situation of the camp; visit site of TBBC s Can Project, COEER s self-sufficient project, ZOA s livelihood project, KWO- weaving project, boarding houses, and checked on camp population, ration book and record of food stores.

4 28/4/10 - KEC, CMSP manager, TBBC capacity building coordinator and Umphiem camp committee held a meeting at KRC office discussed or forming of the COC disciplinary committee, relationship with Thai authority, and reporting system. 30/4/10 - Meeting with EC (European Commission) Deligate david verboom (Head of regional support office) discussing about camp situation, camp management, the election process of camp committee and KRC and the right of ethnic national living in the camps. We shall always be grateful to the Thai people and Government for their sympathy and understanding in allowing us safe refuge. We are also indebted to the NGOs for their Supports and Services. TBBC is Supporting with Camps Management program to help with Administration, Management Stability improvements in all (7) Camps. -- Has been providing KRC with administrative & organizational Support. It has also supported with remuneration for KRC members and workers. MSF Support in Medical and Health facilities. AMI Support in Medical and Health facilities. ARC Support in Medical and Health facilities. M.I (Malteser International) formerly MHD Support in Medical and Health facilities. ZOA (ABW aid) Support in Educational facilities Teachers' Training. World Education / Consortium Support in Educational facilities, Teachers' Training and Education for Deaf / Mute / Blinds. TOPS Support in Educational facilities Nurseries. COERR Rice and Educational support. EVI To be involved with Extremely Vulnerable people, care and support. H.I Support for Refugee Handicaps with Prosthesis and rehabilitation and also year end sporting events for Handicaps. UNHCR For Registration Process Protection and Ultimate Safe Repatriation. Now helping with Resettlement. SMRU Support with Malaria Control, Prevention and Treatment. SVA To support with Libraries in the camps. PPAT Parenthood Planning Association Thailand Supporting with Family Planning and Preventive/ Education in Refugee Camps.
