3 Background Government payments largely in cash; Kenya is a cash heavy economy 96% cash payments Government Service Delivery and Payments highly interdependent Information on Government Services and payments is not easily available leading to different interpretations, middlemen, duplication and manipulation of citizens Need to publish all government services and payments in one location Invoicing and Receipting in Government agencies and department is manual leading to Low levels of accountability at reconciliation stage Revenue leakage and fraud Disconnect between payments and service delivery 3

4 Current Payments Scenario Government outbound payments are largely digital via Gpay and KEPPS despite manual receipting Inbound payments on the other hand are largely cash based

5 Key Milestones Presidential Directive on Digital Payments in Government on30 th November 2013 to be complete by 1 st April 2014 Establishment of Taskforce and Taskforce Secretariat - vide Gazette Notice No 2725 of 24th April Reconstituted in May 2015 Briefings to Cabinet and Principal Secretaries Undertaken Government payments survey and catalogued payments into Government over 3000 services Establishment of cabinet committee following Cab Mem on Digital payments National Payment Systems Regulations enactment 14 th August 2014 Completed High Level Requirements and design of Government Digital Payments System Government of Kenya ICTA Management Circular - 21 st August 2014 Gazetting of portal and other payment instruments 5
