1 S Minutes of the 4th Meeting of Empowered Committee (constituted vide SRO- 520 dated ) held under chairmanship of Principal Secretary to the Government, Finance Department on Subject: Reference Regular Engagement of Casual 81 Other Workers (CSLWs). Jammu & Kashmir Casual & Other Workers- Regular Engagement Rules, 2017 issued vide SRO 520 dated 'rhe Empowered Committee held its 4th meeting on under the Chairmanship of the Principal Secretary to Government, Finance Department. The following officers attended the meeting: (i) Principal Secretary, Finance Department. Chairman (ii) Director General (Codes), Finance Department Member-Secretary (iii) Spl. Secretary, Housing & Urban Devlopment Department Representative (iv) Director Finance, Industries & Commerce Department Representative (v) Director Finance, Forest Department Representative (vi) Adl. Secretary, General Administration Department Representative (Vii) Adl. Secretary, Law, Justice & parliamentary Affairs Department Representative (viii) Adl. Secretary, PHE/ I&FC Department Representative (ix) Adl. Secretary, PW(R&B) Department Representative Financial Advisor,Technical Education/Youth services & (*) Sports Department Representative 2) Out of One Hundred & Ninety Four (194) cases, the Empowered Committee found One hundred & Thirty Eight (138) cases eligible for "Regular Engagement" on the basis of documents/ certificates etc furnished by the concerned Administrative Departments and the recommendations of the al committees. In respect of remaining Fifty Six (56) cases, certian deficiencies as detailed in the enclosed recommendations were observed. The Members/Representatives of the concerned s present in the meeting were advised to expedite the submission of requisite information /documents to enable the Empowered Committee to examine these cases in right perspective. Abstract details and recommendations of Empowered Committee in each individual case are enclosed as per Annexure "A" & Annexure "6" to these minutes.

2 3) The cases cleared by the committee are, however, subject to verification of genuiness of certificates and other documents provided by the s. The s will further ensure that:- (i) on the date of initial engagement of CSLW, hislher age was within the minimum and maximum age limit as prescribed for appointment in Government service. (ii) the orders of relaxation of age/qualification, wherever required, shall be considered by the Department. (iii) work and conduct of CSLW has remained satisfactory during the entire period for which the incumbent(s) has worked. (iv) the CSLW(s) must have completed atleast Ten(l0) years/ 120 months of aggregrate working in the. (v) no disciplinary action or criminal proceedings are pending against him/her. (vi) the CSLW(s) fully qualifies the conditions for regular engagement as laid down under SRO 520 dated (vii) the Hospital Development Fund (HDF) & local Fund Workers shall continue to be paid from Hospital Development Fund (HDF)/ Local Funds as the case may be.
