Secretary to Government, Revenue Department s Letter No: Rev/MR/79/2010 Dated: Government Order No: 812 Edu of 2010 Dated: As recommended by the J&K Services Selection Board, sanction is hereby accorded to the temporary appointment of candidates as per Annexure A in District Ganderbal in Education Department in the pay scale of (prerevised) as teachers against the additional posts created under Government Order No-REV/MR/147 of 2009 Dated under Prime Ministers Special Package for Return of Kashmiri Migrants to Kashmir Valley and their Rehabilitation therein. The appointees shall report in the office of Chief Education Officer Ganderbal in Kashmir Valley within a period of 21 days from the date of issuance of this order. He/She shall be allowed to join and his/her joining report shall become effective only after he/ she executes an agreement in the Form prescribed under Jammu and Kashmir, Kashmiri Migrants (Special Drive) Recruitment Rules, 2009, issued under notification SRO No: 412 of 2009 Dated , besides production of following certificates/documents in original. i. Academic/Technical Qualification Certificate s. ii. Date of Birth Certificate. iii. Health Certificate issued by the competent authority. iv. Permanent Resident Certificate. v. Relevant category certificate (in case the candidate belongs to reserved category). vi. Certificate from General Manager, DIC concerned and Deputy Director Employment concerned to the effect that no loan under self employment scheme has been taken. vii. Migration Certificate of being a Kashmiri Migrant duly issued by Relief & Rehabilitation Commissioner, Migrants. In case any appointee fails to join within the stipulated period of 21 days his/her appointment shall stand cancelled without any further notice. The appointment shall be subject to the following conditions: (a) The appointee shall give an undertaking in the shape of an affidavit to the effect that in case adverse report about his/her character and antecedents is received from the Additional Director General of Police, CID, Jammu and Kashmir, to whom a reference shall be made by the concerned Chief Education Officer; his/her appointment shall be itself stand cancelled ab-initio and he/she shall have no claim of his/her appointment.

2 (b) The verification of qualification certificate/reserved category certificate (wherever applicable) from the concerned issuing authority. The salary of the appointee shall not be drawn and disbursed to him/her unless a satisfactory report in respect of (a) and (b) above is received. The appointee shall have to work in the respective district of appointment in the Kashmir valley and shall not be eligible for transfer outside the district under any circumstances. In case the appointee migrates from Kashmir Valley at any time during his/her service tenure, for any reason whatsoever, his/her appointment/service shall stand terminated without any notice by itself by the action of his/her migration. The seniority of the appointees shall be fixed at the places on the posts of their first appointment in that particular grade/service. 5 Annexure B AGREEMENT THIS AGREEMENT is made on day of between the Governor of Jammu and Kashmir through the appointing authority of the one part and Sh/Smt S/o, D/o W/o residing at (hereinafter called as the contracting party ) of the other part, and WHEREAS, the Government has decided to provide employment to unemployed Kashmiri migrant youth in terms of Jammu and Kashmir, Kashmiri Migrants ( Special Drive) Recruitment Rules,2009. WHEREAS, vide Government Order No: dated the executor has been appointed on probation as in the Department subject to execution of this Agreement, and inter alia on the explicit condition that his appointment as such shall subsist only so long as he/she serves in the Kashmir valley; and WHEREAS, that the appointee shall be considered for regularization on the basis of his performance and satisfactory completion of period of probation in accordance with aforementioned rules, and WHEREAS, that the appointee agrees to serve in Kashmir Valley and will at no stage opt or seek for transfer outside Kashmir Valley; and WHEREAS, the appointee agrees that in case he/ she migrates again from Kashmir Valley at any stage for any reasons whatsoever, he/ she will stand automatically terminated from the service and shall have no claim against any post under the State; and WHEREAS, if the appointee willfully neglects or refuses to perform his/her duty in Kashmir Valley the appointing authority shall immediately terminate his/her service and WHEREAS, the appointee will at no stage seek or opt for transfer outside the Kashmir Valley.
