1 General Administration Department, Civil Secretariat, Srinagar. Subject: Transfers and postings. Government Order No.1145-GAD of 2018, Dated: With a view to ensuring smooth functioning of various Departments/Organizations for assured public service delivery, fill up critical positions, posting of such officers as are awaiting orders of adjustment and to meet other administrative exigencies, certain changes in the administration have become imperative. Therefore, the following transfers and postings of officers are hereby ordered with immediate effect till further orders:- 1. Dr. Asgar Hassan Samoon, IAS (JK:1993), Principal Secretary to the Government, Animal and Sheep Husbandry Department, shall also hold the charge of the post of Administrative Secretary, Transport Department, in addition to his own duties, relieving Mr. Saugat Biswas, IAS (JK:2006), Transport Commissioner, J&K of the additional charge of the post. 2. Mr. Shahid Anayatullah, IAS (JK:2000), Commissioner/Secretary to the Government, Revenue Department, shall also hold the charge of the post of Financial Commissioner, Revenue, in addition to his own duties, till further orders. 3. Mr. Farooq Ahmad Lone, IAS (JK:2009), Chief Executive Officer, Economic Reconstruction Agency, J&K, holding additional charge of Chief Executive Officer, SPV, Srinagar, is transferred and posted as Special Secretary to the Government, Social Welfare The officer shall look arer the charge of Administrative Secretary, Social Welfare Department, relieving Mr. Asif Hameed Khan, KAS, Special Secretary to the Government, Social

Syed Abid Rashid Shah, IAS (JK:2012), Deputy Commissioner, Srinagar, shall also hold the charge of the post of CEO, Special Purpose Vehicle (SPV) for Srinagar City for implementation of the Smart City Project, under the Smart City Mission. Mr. Satesh Razdan, Development Commissioner (Works), shall hold the charge of the post of Chief Executive Officer, Economic Reconstruction Agency, J&K, in addition to his own duties, till further orders. 4. Kumar Rajeev Ranjan, IAS (JK:2010), awaiting orders of adjustment in the office of Divisional Commissioner, Jammu, is posted as Director, Area Planning and ex-officio Special Secretary to the Government, Planning, Development and Monitoring Department, against an available vacancy. 5. Mr. Doifode Sagar Dattatray, IAS (JK:2014), Additional Deputy Commissioner, Srinagar, is transferred and posted as Special Officer in the Cell for Monitoring Flagship Programmes and Mega Projeds. 6. Mr. Owais Ahmed, IAS(JK:2014), Additional Secretary to the Government, Finance Department, under orders of transfer as Director, Tribal Affairs, J&K, is transferred and posted as Deputy Commissioner, Shopian, vice Mr. Showkat Aijaz Bhat, KAS. 7. Mr. Rehana Batul, KAS, Additional Commissioner in the office of Divisional Commissioner, Jammu, is transferred and posted as Director General, Rural Development, Jammu, vice Mr. Mohammad Mumtaz Ali, KAS. 9. Mr. Zubair Ahmad, KAS, Special Secretary to the Government, Home Department, is transferred and posted as Chairman, J&K Services Selection Board, against an available vacancy. 10. Mr. Ravi Kanth, KAS, Secretary in the J&K State Water Resources Regulatory Authority, is transferred and posted as Member, J&K Special Tribunal. 11. Mr. Asif Hameed Khan, KAS, Special Secretary to the Government, Social Welfare Department, looking after the work of Administrative Secretary, Social Welfare Department, is transferred and posted as Managing Director, J&K Tourism Development Corporation, relieving Mr. Shamim Ahmad Wani of the additional charge of the post. 12. Mr. Amit Sharma, KAS, Regional Director, Survey and Land Records (ex-officio Settlement Officer), Udhampur, is transferred and posted as Director, Food, Civil Supplies and Consumer Affairs, Jammu, vice Choudhary Rashid Azam Inqalabi. 13. Mr. Tasaduq Jeelani, KAS, Director, Estates, is transferred and posted as Director, Tourism, Kashmir, relieving Mr. Mehmood Ahmad Shah, KAS, Joint Director, Tourism, Kashmir of the additional charge of the post. 14. Mr. Abdul Rashid War, KAS, Project Director, Sarva Shiksha Abhiyan, holding additional charge of the post of Project Director, Rashtriya Madhyamik Shiksha Abhiyan, is transferred and posted as Mission Director, State Rural Livelihood Mission, J&K, vice Mr. Bakshi Javaid Humayaun, who is repatriated to his parent organization.

Mr. Tariq Hussain Ganai, KAS, Deputy Commissioner, Ramban, is transferred and posted as Director, Estates, vice Mr. Tasaduq Jeelani. 21. Mr. Showkat Aijaz Bhat, KAS, Deputy Commissioner, Shopian, is transferred and posted as Deputy Commissioner, Ramban, vice Mr. Tariq Hussain Ganai. 22. Mr. Arvind Kotwal, KAS, Chief Executive Officer, Tourism Development Authority, Surinsar-Mansar, is transferred and posted as Commissioner, Jammu Municipal Corporation, against an available vacancy. 23. Mr. Sajad Hussain Ganai, KAS, awaiting orders of Department, is posted as Vice-Chairman, Srinagar Development Authority, relieving Mr. Abdul Majid Raina of the additional charge of the post.
