17 COMMUNITY AND CITY OF SAN DIEGO PLANNING UPDATES The San Ysidro Community plan is currently being updated, the property is within what is described as the Hillsides Specific Plan. The draft Plan Update currently reads in part as follows (page 2-20): The Hillsides area should be considered for village-like development with higher residential intensities, commercial retail, additional transit connections, parks and open space. The Hillsides should implement the General Plan s City of Villages strategy, while interacting with San Ysidro s unique natural resources and topography. The Planning Group desires a flexible plan for its hillsides with density bonuses for residential development and ancillary uses. The subject properties, are located in an area known as the Beyer Hills Neighborhood and will be designated a specific planning area. This area will be considered for village-like development with higher residential densities. A specific plan will be considered an amendment to the Community Plan and must adhere to the City s process for plan amendments and any associated re-zoning. This summer will begin the Mobility study and the environmental process and outreach for the Impact Fee Study will commence this fall. The plan is expected to be completed by May Now is an appropriate and advantageous time to submit a specific plan which could be incorporated into the Community Plan update saving both time and money. The Community wants and expects a 27% population increase within the next few years. The subject properties are the natural locations for high density residential development. The committee has stated these properties are outside coastal commission jurisdiction. The property has garnered significant development interest in the past. However until now, with the draft Community Plan Update nearing completion (with the backing of the Community), this is the first time there has been the real prospect of a land use allowing sufficient densities/ intensities to warrant further analysis addressing geologic and resource conservation challenges.
