1 Association Association (TPA) was created in 1870 to represent the newspapers of Tennessee, both large and small. Since that time, TPA has grown to incorporate a wide array of services to our industry, such as annual State Press Contests, newspaper staff training, lobbying against closure of records and meetings, a legal hotline and many more. Mission Statement: The Association is the state s foremost advocate of free press, open government and the people s right to know. The association nurtures a community for journalistic enterprise by providing members ways to meet, exchange ideas, enhance skills and honor excellence. Members share a vital interest in sustaining the value of products they provide audiences, advertisers and communities; and to that end, TPA promotes activities to maintain quality, uphold integrity and adapt to the evolving business environment. Service Service, the business affiliate of TPA, was formed in 1947 to provide statewide and regional advertising placement for all TPA member newspapers. In addition to a full-service ROP placement service, TPS also operates Statewide Classified, 2x2, 2x4 and online networks that help newspapers turn remnant space into revenue. Most participants of these networks earn more in revenue than their annual TPA dues! TPS also operates a clipping bureau, publishes a monthly tabloid covering the newspaper industry of our state and coordinates the internationally- recognized Institute of Newspaper Technology each year. TPS maintains a free website listing public notices published throughout the state. Through the efforts of TPS programs, more than five million dollars of revenue was generated for TPA member newspapers in 2010! Association Foundation Mission Statement: Raise and disburse funds to enable the Tennessee Press Association Foundation to be valued, and recognized nationally, as a statewide provider of quality educational opportunities for the benefit of Tennessee Press Association member newspapers by: Anticipating and meeting educational needs in the fields of journalism, First Amendment issues, advertising, business and technology; Developing and promoting awareness of Tennessee Press Association member newspapers to the general reading public; Promoting a work environment at Tennessee Press Association member newspapers conducive to producing high quality, nationally recognized, community newspapers and related products for our readers and advertising customers; and Providing appropriate recognition of those Tennessee newspaper professionals who are selected for inclusion in the Tennessee Newspaper Hall of Fame.

2 Government Affairs As a state press association representing 125 Tennessee newspapers, TPA stands in the unique position of being the voice of the industry to our state and local governments. This watchdog role is vital in protecting the public s right to know through open records and meetings, and public notice requirements. In order to protect and provide this information to the public, we must fight for newspaper access to state and local government information. The past couple of years have demonstrated a shift in the focus of our Government Affairs, from primarily protecting access to records and meetings to defending efforts to remove public notices from printed newspapers under the guise of governments saving money. Our democracy was founded with the free press serving as the watchdog for all levels of government activity, from federal agencies all the way down to municipal school boards. A free society must be able to analyze what its elected government is doing and spending. No other media carry this responsibility like newspapers do. With so many governments scrambling to tighten budgets in the wake of the Great Recession, lawmakers are pressed to introduce new ways to save money. Many have suggested that money could be saved by removing public notices from newspapers and instead allowing governments to post them on their own websites. This is a very bad idea, for so many reasons. Any perceived cost savings would quickly be countered by the additional costs to develop and maintain government websites to handle the hundreds of thousands of notices that are required each year. It would mean government competing for business that has been in the private sector since the beginnings of our nation, and a potential loss of hundreds of newspaper jobs across our state. Not very appealing when one considers that Tennessee s unemployment level is already near 10 percent. Government self-reporting lacks independence, and you cannot prove that an Internet-only notice was posted at a certain time, remained viable for the required duration of the notice, or that it was not altered or hacked saw more bills introduced to remove public notices from newspapers than ever before. Our combined TPA Government Affairs Committee (formerly Government Relations and Freedom of Information committees), cochaired by Clint Brewer, The Tennessean, and Michael Williams, The Paris Post-Intelligencer, called for all members to meet with their elected officials about the importance of public notice. Government Affairs Coordinator Frank Gibson, who also serves as executive director of Tennessee Coalition for Open Government, sounded the alarm in his 2010 end-of-session report to the TPA Board. The water is rising, Gibson said. That is the most succinct assessment of the 2010 legislative session. In 2009, we dealt with three bills to shift public notices from newspapers to state and local government websites or web-only publications. In 2010, we had eight. None passed in 2009 or 2010, but two got closer than ever before. One passed in the House and failed in a Senate committee. One passed the Senate but not the House. Six of the eight in 2010 were new and proposed to change a broader range of public notice requirements. When the number of bills with the same goal doubles or triples in one year and comes from a strong coalition of public and private interests, it doesn t take a crystal ball to see the threat is getting more serious. All of these proposals raised serious questions about public and private accountability. Left to government officials or bureaucrats, would public meeting ( sunshine ) notices be posted when the law requires? Would the medium be reliable enough to protect the public interest? Would citizens be able to verify they were given adequate public notice? Would homeowners get sufficient notice of foreclosures? Would taxpayers be able to know when public money is being given as grants to non-profits by individual public officials? Would government get the best bids for services if the only solicitation was on a government website? Gibson questioned. While the Government Affairs Team faced many threats to public notice, Gibson also discussed attempts to close records and limit reporter access to information needed to do their jobs. In 2009, we had 17 bills that threatened access to public records and meetings and the right to publish, Gibson said. Five passed in some compromised form. This year we had to deal with 14 bills. Nine were new filings, but the five holdovers from 2009 were serious enough to warrant attention. One passed, and we were able to persuade sponsors not to pursue others or to make changes that mitigated damage. Perhaps the most serious and far-reaching would allow law enforcement agencies to withhold everything in their files except traffic accident reports. They would be able to say a simple report of a crime was part of the investigative file and thus not an open record, said Gibson. To help monitor the more than 1500 pieces of legislation filed each year, TPA contracts Johnson Poss Government Relations to make sure that we identify any bills that could potentially threaten access or public notice, or otherwise harm the ability of newspapers to conduct business in our state. Bo Johnson is on The Hill daily, dealing with the flow of legislation and working with legislators to make sure that our voice is heard. He summed up this year s legislative activities in an end-of-session report to the TPA Board of Directors. The 2010 session will be remem- bered as one of the most painful, least productive sessions in recent memory, said Johnson. TPA faced numerous attempts to erode the role newspapers play in publishing public notice advertising. Legislation was introduced to move public notices to municipal websites, the Secretary of State s website, and for-profit public notice websites. Efforts to take public notice advertising away from newspapers will not stop, cautioned Johnson. TPA s Government Affairs Committee is already in high gear planning for the 2011 legislative session, which promises to be our most challenging yet. TPA & UT Recognize Excellence in Tennessee Newspapers University of Tennessee-Tennessee Press Association 2010 State Press Contests announced winning newspapers July 16 in Nashville. The Erwin Record, The Standard Banner, Jefferson City, the Shelbyville Times-Gazette, The Jackson Sun and The Commercial Appeal, Memphis, won the General Excellence top awards. UT has co-sponsored the annual contest since General Excellence honors are based on total points accumulated for all award categories. For the eighth consecutive year, The Erwin Record won the General Excellence Award for its division. It was the first win for the Shelbyville Times-Gazette and The Jackson Sun, third for The Standard Banner and fourth for The Commercial Appeal. But taking a few moments to look back, I just wanted to say we ve had an extremely busy and effective year. We had a terrific tri-state summer convention in Tunica, Mississippi with Arkansas and Mississippi press associations. As usual, the staff worked very hard to make this a fun and productive session. The fourth week of September saw the reinstitution of the fall TPA board meeting in Knoxville. This helped get Art Powers Johnson City Press my year off to a good start and helped your Board keep in touch with the issues to take place during the year. On the first of October your Association conducted a very successful seminar/webinar on the Governor s initiative to improve our public education systems, Race to the Top. More than 50 participants attended either in person or over the Internet. The Internet part of this was our first effort to bring a live feed to members. Almost from the start of the year your Government Affairs Committee has been extremely active contacting legislators and planning for another tough year to keep public notice advertising in the state s newspapers. We will be presenting recommendations to the board in the coming days. Our new Futures Committee will be meeting in January and I m sure under chairman Gregg Jones leadership we will develop some quality plans for our association for years to come. If you put on top of this the turnaround at the Service, we ve had a really good year. Plan to come to the Winter Convention February 9-11 in Nashville. And be sure to help during the upcoming session of the General Assembly as our fight to keep public notice in newspapers will continue. As always, I urge your input and participation. Ideas Contest Awards Presented in Chattanooga Awards in the annual Tennessee Press Association Ideas Contest were presented Friday, April 16, in Chattanooga in conjunction with the Advertising/Circulation Conference. The Robertson County Times of Springfield won the top prize, the Jack Freeland Memorial Award Best of Show, for the entry of a multi-color ad, HOME City of Springfield. Lisa Boyce designed the ad. Runners-up were the Chattanooga Times Free Press, for its Best of Preps ad and The Greeneville Sun for its Magnavox special section. The Lebanon Democrat received the most awards at 27. Members of the Illinois Press Association judged the 871 contest entries. Thirty-five newspapers participated in the 2010 contest. The Ideas Contest was established in The contest proceeds help to offset the speaker costs for the annual Advertising/Circulation Conference. The Best of Show Award is named in memory of the late Jack Freeland, former advertising manager of The Daily Herald, Columbia. Legal Hotline Proves Popular Member Benefit For many years, TPA has been partnering with TPA Counsel Rick Hollow to provide the Legal Hotline for all member newspapers. The Hotline allows members access to quick legal advice from Hollow s firm, Hollow and Hollow, regarding a wide range of publishing issues including access to records and government meetings, appropriate housing ad language, libel protection and more. In 2004, the TPA Board voted to provide funding to cover 100 percent of the Hotline expense for all member publications, thus ending the 10 TPA Highlights Winter Convention & Press Institute The annual convention provides networking, training and forums for members to share ideas. Highlights of the 2010 Convention included an address by Gov. Phil Bredesen, a Gubernatorial Candidate Forum, Drive-In Training, a reception with state legislators and a keynote address by Alex Jones, Pulitzer Prize winner and director of the Joan Shorenstein Center on the Press, Politics and Public Policy. UT-TPA State Press Contests Seventy-six newspapers participated in the 2010 Contests. A total of 521 awards were presented on July 16 in Nashville. Advertising/Circulation Conference Attendees received valuable training and networking opportunities while enjoying the city of Chattanooga. Ideas Contest The contest supports the Advertising/Circulation Conference s educational programming. The Robertson County Times won Best of Show. A total of 262 awards were presented at the 2010 Conference. Elections Each June, new officers are elected during the Summer Convention. Victor Parkins, editor of The Milan Mirror-Exchange, passed the presidential gavel to Arthur (Art) S. Powers, publisher of the Johnson City Press on July 16 at the State Press Contests Awards Luncheon. Summer Convention 3 Taking a break from the usual summer convention, TPA and the Arkansas and Mississippi press associations teamed up to put on a fabulous Tri-State Press Convention in Tunica, Miss. The event included great sessions, a trade show, plenty of entertainment, golf, a silent auction and lots of networking opportunities. Contests Judgings The participation of our members who served as judges allows TPA to have the annual State Press Contests and Ideas Contest judged by members of another state press association. The Illinois Press Association was our reciprocal judging partner for TPA members judged the Illinois ad contest and the news/ editorial contest in February. TPA members also helped Kentucky Press Association by completing their contest judging in November. Legislative Arena TPA continues to fight for the public s right to know and the newspaper industry through lobbying efforts on the state level. Education Reporting Seminar TPA hosted the Race to the Top: Education Reporting 101 seminar on October 1 in Knoxville. The project was spearheaded by Keith Wilson, publisher of the Kingsport Times-News, who is also chairman of TPA s Journalism in Education Committee. subscription service. Starting in 2005, the TPA Foundation has helped to offset the cost of this service, sharing the expense with TPA. Since then, call volume has grown steadily from just a few calls a month to as many as five per week. Hollow said that about half of the calls are related to some kind of access issue. Those are split fairly evenly between open records and open meetings questions. Other common questions deal with advertising issues, such as appropriate language for housing or other ads. Libel questions are common, as well as public notice questions especially with regard to foreclosure notices being published in-county. One call to the Hotline could potentially save thousands if it helps to avoid a costly litigation or helps open up a story. And, with the Hotline in place, members may even be eligible for a discount on their libel insurance premiums. For these reasons, TPA members have repeatedly confirmed that the Legal Hotline is one of the most valuable services we provide for our membership.

Terms are July 1 through June 30. Directors serve for two years on a staggered basis. Directors of even numbered districts are elected in even years and directors of odd numbered districts are elected in odd years. TPA bylaws require a specific rotation in the presidency. Every even year, the president elected will be from a daily newspaper and every odd year the president elected will be from a nondaily member newspaper. Additionally, the presidency rotates among TPA s three grand divisions. Art Powers, the president elected in 2010, is from TPA s eastern grand division. It is customary for the president to have served two one-year terms as vice president before being elected president. Elections are held during the TPA Business Session at the summer convention. 5 Association Foundation was formed in 1976 to provide financial support for training, education and other newspaper-related causes. In the 34 years since, TPAF has now granted $572,000 to a wide variety of causes that give back to our industry! During the past few years, TPAF has repositioned itself to become stronger than ever. After identifying its core mission and vision, TPAF set out to create an endowment fund and set responsible spending levels to ensure its financial health for decades to come. In 2005 it constructed a new headquarters facility in Knoxville, and it now rents space to both TPA and TPS. This rent agreement provides positive cash flow to both grow the endowment and provide significant funding for grant assistance. The Foundation Projects Funding Committee carefully reviews each grant request to ensure that funds are awarded to causes that are in line with TPAF s mission. Many grant recipients in 2010 provided training to newspaper staffers and both secondary and higher education journalism students. It provides a 24-hour resource with information about the association, Tennessee Press Service and the Tennessee Press Association Foundation. The site includes information about industry topics, upcoming meetings and events, contests, video training segments, back issues of The and more. Another way TPA communicates with members is with weekly Member Updates sent via . The updates provide information about TPA events, members and the newspaper industry and have been offered for over two years. If you are not receiving the Member Update, please contact Robyn Gentile, member services manager, at rgentile@tnpress.com or (865) , ext to Association to help offset costs for providing the Legal Hotline for all TPA member newspapers; $10,000 for scholarships for members to attend the Institute of Newspaper Technology, an internationally-recognized intensive training program held in conjunction with the University of Tennessee; $12,500 went to the Tennessee Coalition for Open Government; $2,000 to Middle Tennessee State University (first installment of a five-year, $25,000 grant for a student media center). $2,500 was awarded to Tennessee Press Association to defray costs of bringing in instructors for the annual Drive-In Training concurrent workshops during Winter Convention. The Association Foundation holds the responsibility as a non-profit 501(c)(3) organization to provide financial and educational support to the Press Association and its member newspapers and their staffs. This is a responsibility the Trustees on the Board take seriously. In addition, the Foundation brings a lot to the table in terms of grants funding to newspaper-related causes, fighting for public notice, training, ad placement, legal resource and protection, and the list goes on... Additionally, $890,000 of Network advertising in the form of statewide classifieds, 2x2, 2x4 and TnNET online ads helped member newspapers earn money for their unused or remnant space! Thanks to the leadership of our Executive Director Greg Sherrill and the employees of TPS/TPA stepping in to reduce costs, we were able this year Pauline D. Sherrer Crossville Chronicle to reinvest in much-needed computer and technology improvements, sales and marketing material which will help promote our member newspapers to potential advertisers, and to once again contribute to the Association Foundation. TPS continues to work with member newspapers to enable the hosting of public notices to the website hosted by TPS: We are working diligently to keep public notice advertising in newspapers. We can argue with legislators that newspapers across the state are making these public notices available to all Tennesseans regardless of how they choose to receive their news. Why would the government want to pay to host these notices when our industry is providing them at NO AD- DITIONAL CHARGE! In 2011, we have prepared our budget to include once again $12,500 for TCOG, Tennessee Coalition for Open Government. Frank Gibson has and is doing a phenomenal amount of work trying to keep public notices inside the pages of our printed editions. TPS is fortunate to be able to bring the talents of Kevin Slimp to our member newspapers at very little cost. Kevin s technology wisdom and ability to train has positioned him as one of the great publishing computer experts known also by a very large number of international companies. He just recently directed the most successful internationally-acclaimed Institute of Newspaper Technology, where participants experienced hands-on intensive technology training. The TPS Clipping Bureau continues to be a very successful part of our operation, distributing more than 176,000 newspaper clippings to more than 100 customers in 2010, through a combination of mailed and electronic clip delivery. In 2009, TPS launched TnNET, an online network that allows customers to reach more than 40 newspapers statewide with one easy buy. TPS still needs for all TPA member newspapers to sign up and participate in this project. With all Tennessee newspapers participating in this program, TPS can continue developing advertising accounts, which in turn will allow TPS to send back more dollars to our member newspapers! This is a win-win program for our member newspapers!!! It has truly been a pleasure for me to serve as your TPS President in I wish to thank the TPS board of directors for their leadership and guidance during this year and I look forward to another great year of your Service working diligently helping to meet the needs of TPA member newspapers. I would like to end my remarks with the words printed at the bottom of each of my outgoing s. With a positive attitude, greater achievements are possible. It was another full house for the Institute of Newspaper Technology in October. TPS co-sponsors the event each year with the University of Tennessee.

7 TPS ROP Sales Tops $4 Million in 2010 During 2010, TPS continued its work by being an extension of our member papers sales force. In doing so, the TPS ROP division was able to provide over $4 million in sales to our member papers. The advertising staff consisting of Advertising Director, Barry Jarrell, Media Buyers Pam Corley and Earl Goodman and Tearsheeter, Hannah Willen worked with advertising agencies and companies in Tennessee and across the U.S. to bring revenue to as many papers as possible. They did so at no extra cost to the agency or company. TPS makes it easy for clients to place in Tennessee newspapers! TPS has maintained its sales and online presence in 2010 to attract media buyers to Tennessee newspapers and more is planned for For additional information on TPS advertising, Barry Jarrell at tnpress.com Full Classes, New Labs Highlight 2010 Institute of Newspaper Technology Since 1997, TPS and The University of Tennessee have combined efforts to host the Institute of Newspaper Technology. Held on campus at UT-Knoxville, the Institute draws attendees from throughout the newspaper industry. Students traveled from all over the United States to attend the 2010 session. Classes were held in subjects ranging from digital photography to Website design and page layout. Three of the five labs were either new or freshly renovated for the 2010 session. The Institute of Newspaper Technology enjoyed another full house in 2010, with attendees coming from every area of the U.S. A highlight of the October session was the use of a brand new lab and auditorium, as well as two renovated labs. In all, over 60 students and leaders attended the event, with half coming from TPA members. A generous scholarship from TPA Foundation allowed members to attend for less than a third of the usual registration fee. Instructors included regulars Lisa Griffin, Rob Heller, Kevin Slimp and Russell Viers. Karl Kuntz, Columbus Dispatch, returned to the Institute to teach advanced photo editing classes and Mary Zimnik, Emory University, gained instant popularity with her classes in website design. Members of the Johnson City Press staff listen in during a TPS sponsored training event in Tennessee Continues to Set Pace in Newspaper Training Service, along with TPA and TPAF, enjoy a reputation among newspaper organizations as the unqualified leaders in the area of technology training. From an online video training program to regularly scheduled webinars to the Institute of Newspaper Technology, Tennessee newspapers have a wealth of resources available when it s time to train staff in the latest hardware and software. Members throughout the state take advantage of these offerings in ever-growing numbers. Whether they are traveling to the campus of The University of Tennessee for three days of in-depth training or sitting at desks or conference tables in their offices taking part in live on-site training, Tennessee newspaper staffs have the most advanced training available at their fingertips saw an increase in the number of newspapers requesting live training and consulting from Kevin Slimp, director of technology. He traveled to every region of the state to work with newspapers of every size as they upgraded their operations and provided training for their staffs. 8 8 Clipping Bureau Serves Members The TPS Clipping Bureau not only provides an indispensable service to its clients, but also allows TPA member newspapers to reach a wide audience. In 2010, the affordable TPS clipping service again proved a valuable marketing tool in a down economy. The TPS Clipping Bureau had a steady year. The bureau delivered over 176,000 clips to 170 accounts. Of those clips, 83,300 were e-clips, which allow clients to receive their newspaper articles directly in their inbox rather than by traditional mail. TPS sent an additional 93,500 clips by traditional mail. While the majority of TPS Clipping Bureau clients are based in Tennessee, many of the bureau clients are scattered throughout the United States from Washington, D.C. to California. The bureau sends clippings from TPA member newspapers to a varied 170 clients. Some of the types of clients included are political campaigns, schools, non-profit organizations and governmental organizations. Not only does the bureau provide an excellent way for clients to save thousands of dollars on subscription costs and to keep up on what is being written about them, but it also promotes newspapers in Tennessee and nationwide. TPS readers search 140 Tennessee newspapers for thousands of keywords and concepts for their clients. The Clipping Bureau service is superior to an electronic keyword search, as electronic search does not reach those member newspapers without an online presence. TPS Clipping Bureau accounts are highly customizable. The client has the ability to add or delete keywords or concepts at any time, adjust the list of newspapers clipped or specify a city or region in which to focus. TPS continues to publicize its clipping service through its expanded brochure, client referral incentive and trial clippings. When they re writing about your business, don t be the last to know. Let our highly trained readers work for you. We are a group of professional readers who scrutinize 140 daily and non-daily newspapers from across Tennessee. We look for any mention of your name or product or for any keywords you supply. Unike electronic online searches, we can also track ideas or concepts. Tennessee Press Service Clipping Bureau Advertising Networks Show Phenomenal Growth in 10 Tennessee s Advertising Networks (TnScan, TnDAN and TnNET) had a phenomenal 2010 thanks to newspapers participation in publishing the ads each week, and in many cases, taking it a step further in selling the ads! This year, several participating newspapers made the most out of the Networks by actively selling the ads. Sales by participating newspapers increased 18% over last year! They collectively sold $163,300 in TnScan and TnDAN ads this fiscal year (December 2009 through November 2010). As a group, these newspapers made $65,320 in commissions! Now that is a powerful revenue stream they have tapped into. If you think your market is too small to sell Statewide or Regional ads, think again. Well over half of the newspapers that sold Network ads were non-dailies. The types of ads they sold ran the gamut. Of course there were truck driver ads, but in addition there were attorneys, auctions, events, festivals, general help wanted, golf clubs and courses, health care, home improvement, insurance, and satellite TV providers and services. TPS sent quarterly s of suggested categories the participating newspapers could target for selling Network ads. Sales packets were kept current on the website, so the newspapers could download the very latest material whenever it was needed. The TPS Contest for sales reps took place in the spring. There were 21 ads sold that totaled $15,955 in gross sales. Richard Southerland with The Greeneville Sun was the 2010 winner! Participation in TnScan and TnDAN remain at record levels with over 70% of TPA membership participating! There are 91 TnScan and 88 TnDAN participating newspapers. There are 45 TPA member newspaper websites participating in TnNET. This year there were six ad campaigns. Of the three Advertising Networks, TnNET is by far the easiest in which to participate. Select a spot on your newspaper s website, TPS will send a string of code, copy and paste the code in that space. The code triggers ad delivery, so you are not required to do anything else. You can even have the TnNET ads rotate in a space with your other online ads. TnNET is still growing, so we encourage you to contact TPS to get in on the easiest program ever. Rest assured, TPS screens all ads prior to placement. You will not receive adult-oriented or inappropriate print or online ads. Every participating newspaper shared in a pool of money that was collected by TPS. The first three quarters have been rebated this year. As a whole, participating newspapers received $80, in rebates.
