3 INTRODUCTION The Tennessee State Library & Archives subscribes to Bibliostat Collect, a Web-based product that facilitates the submission of statistical information by each public library in Tennessee. A reduced-size copy of the form, instructions and definitions may be found in the Appendix. The data collected conform to the national data format with definitions created by the Federal State Cooperative System (FSCS), a federally-funded program established to collect and publish accurate, consistent and comparable public library statistics annually from each state. Because the FSCS timelines were advanced to provide more timely data, the libraries figures were run through the edit checks provided by the FSCS WebPlus software prior to this publication. This change in procedure has resulted in some corrections, and thus better published data. Again this year the presentation of these figures would not be possible without the collection and development work of the local library directors and their treasurers or bookkeepers along with the regional data coordinators who check and enter the data for their libraries. All persons in the state are included within the service area of a full-service library and thus the population of each county is assigned to one or more full-service library. The population figures for the full-service libraries reflect the Official Public Library Service Area population submitted to each library board in the summer of 2006 for review and adoption. Only full-service libraries, as defined in the Tennessee Minimum Standards for Non-Metropolitan Libraries, Revised 2003 (see pages 5-9), are assigned an official service area population. Information about the population assignments can be obtained upon request at the regional libraries. For FY this report was revised to move branch information into a separate report. The new report is organized into seven sections and each section is listed alphabetically by region, then by city and finally by library name: Section I: Income. This section contains total local, state, federal, other and capital income for each library system. Population figures and per capita data are also included in this section. These are the (green) pages in the printed report. Section II: Expenditures. This section contains operating and capital expenditures for each library system. Population figures and per capita data are also included in this section. These are the (pink) pages in the printed report. Section III: Staff and Service Hours. This section contains a breakdown of library staff in FTE s and the total annual service hours per year for each library system. These are the (yellow) pages in the printed report. 3

4 Section IV: Services. This section contains service information including registered borrowers, annual attendance, circulation, reference, programs and program attendance for each library system. These are the (white) pages in the printed report. Section V: Collection (there are two parts to this section). This section contains the collection materials breakdown for each library system. Each type of material shows the number of local and regionally owned items separately. The number of E-books and databases were included in the totals for Other materials. Due to the large scope of information in this section, it was separated into two parts (I & II). Part I covers books, audio, and video materials. Part II covers other and total materials. Serial materials and Interlibrary Loan information is also included in Part II. The square footage for each library building is included in both parts of this report. These are the (blue) pages in the printed report. Section VI: Miscellaneous. This section contains Friends of the Library data, Tennessee Library Card Membership, accessible weekend/evening hours and Internet access and use information. These are the (melon) pages in the printed report. Section VII: Individual Outlet Statistics. This section contains information about individual library outlets, including their square footage, staffing, yearly service hours, attendance, circulation and collection. The listing of branch libraries is found in this section. Additional Notes: Independent libraries are not a part of a regional library system.
