1 Journal In This Issue David Pells, Managing Editor Welcome to the January 2013 edition of the Journal (PMWJ), a web-based publication serving the world of professional program and project management (P/PM). We are excited to publish the first edition of our second year, an edition with some great content and some new additions. We begin the year with the addition of a Letters to the Editor section, to allow monthly feedback from readers with an opinion about something published in the PMWJ. We also introduce two great new series of articles on the topics of Enterprise Project Governance by Paul Dinsmore and Luiz Rocha in Brazil and Cultural Intelligence for Project Managers by Dr Bill Young in China. The entire contents of this month s edition are briefly described below. This month s edition of the PMWJ includes 35 articles, papers, reports and book reviews from 17 different countries, reflecting the global nature of our readers and contributors. This month s edition begins with two Letters to the Editor. Mike O Brochta and Bob Youker in the USA have contributed their reactions to featured papers published in our December 2012 edition. If you have any comments or reactions related to anything published in the PMWJ, send us an to share with the rest of the world. Sharing knowledge, including reactions and perspective, is the main mission of the PMWJ. Authors in 6 countries have contributed Featured Papers in this issue. Dr. Pavel Barseghyan, who spends his time between Armenia and the USA, has authored an important paper entitled New Methodological Approaches for Filling Gaps in Quantitative Project Management. Alan Stretton, PhD in Australia has authored a paper entitled Two broad dimensions of Program Management. Winner Yousman in Indonesia is the author of Implementation of Engineering Economy in Transport Development: a Case Study of Road Transport. Prof Dimitrios Kamsara, who lives in Greece but is currently working in the Middle East, is co-author with Prof Charalambos Louca in Cyprus and Stafanos Kougoulos in UK of a new research paper on Engineers job satisfaction within projects developed by the International Construction Industry in MENA region. These are all serious papers; we hope they are interesting and useful our readers. Six Series Articles are included this month, with the introduction of two new series. Prof Darren Dalcher in the UK has organized an Advances in Project Management article by Michael Hatfield from the USA, The Coming Sea-Change in Project Management Science. Mr. Hatfield is the author of the book Game Theory in Management published by Gower in Darren has also provided an introductory article entitled Is there a unified Theory of Project Management? With this edition, we introduce a new series of articles called Dragons, Camels and Kangaroos: Cultural Intelligence for Project Managers by Bill Young, PhD, Australian professional leader 2013 Inc. Page 1 of 5
2 Journal currently residing in China. Bill s first article is titled Cultural Intelligence a requisite competency for international projects. We also introduce a new series this month on the subject of Enterprise Project Governance: How to Manage Projects Successfully Across the Organization, by Paul Dinsmore and Luiz Rocha in Brazil. Dinsmore and Rocha are the authors of the outstanding book Enterprise Project Governance, published in the USA by AMACOM in Their first series article is entitled What is Enterprise Project Governance. Their article is preceded by an introductory article by myself on The Changing Nature of Project Management, which mirrors my foreword to their 2012 book. Finally, in our series section, we include another Risk Doctor Briefing by Dr David Hillson in UK on Resolving Cobb s Paradox. These are outstanding articles that should spur deep consideration and perhaps some debate. We hope you enjoy them. Three PM Advisory Articles are included this month. Kevin Aguanno and Mike Bowler in Canada are the authors of Continuous Delivery: The Ultimate Challenge for Software Development Managers, based on their extensive experience. Abid Mustafa and Dr Dirk Jungnickel in UAE have provided an article titled Belbin and Successful Project Teams. And Shailesh Nepal, our newest correspondent in Nepal who is currently working in Haiti, has authored an article entitled Project Success Pentagon for Airport Expansion Projects. Advisories are short articles on how to address an issue, solve a problem or accomplish something related to P/PM. We hope these articles hit the mark. Two Commentaries are included this month. Rania Al-Maghraby in Egypt is the author of How do Service, Product and Project relate Together? Harvey Levine, former president and chair of the board of PMI in the USA, has authored Are we being duped by the experts? Maybe these articles will resonate with your own experiences or perspective. If you have some thoughts on some aspect of program or project management, please consider sharing them in a Commentary for the PMWJ. Three papers are included in the Second Editions category this month. Challenges of Managing a Virtual Team with an Ocean in Between is by Ms. Pilar Plazas in Colombia. This paper was originally presented at the 6 th Annual UT Dallas Project Management Symposium in August 2012, republished here with the permission of UT Dallas and the author. Project Management Credentials Compared: a Preliminary Analysis by Dr Paul Giammalvo in Indonesia was originally published in the Today ejournal in It is republished here at the request of the author, who plans an update on this topic with new research in coming weeks. We Can and Should Raise the Standards was the keynote address by Dr Martin Barnes at the 26 th IPMA World Congress on Project Management in Crete, Greece in October It is included here with the permission of Dr Barnes and PM Greece, organizers of the congress. Second editions are previously published papers that have continued relevance in today s project management world. 3 Journal Among Reports, correspondents Irwin José Franco in Ecuador, and Miles Shepherd in the UK have provided interesting updates about events and developments in their respective countries. Natalia Majcher from the IPMA Poland Young Crew has authored a great final Report from the IPMA Global Young Crew Workshop held in Crete, Greece in October And Prof Brane Semolic in Slovenia has provided a Report from the IPMA Festival of Knowledge in Poland, an event held in late November Read the reports each month to keep up with developments, projects and other professional news from around the world. This is another big month for Book Reviews, as we have quite a number of books in our review pipelines at the University of Maryland, the University of Texas at Dallas and the PMI Dallas Chapter. 10 reviews of P/PM-related books from authors and publishers in the UK and USA are included this month. The balance of this edition contains news stories about people, projects, programs, research, education, the PM profession and industry around the world. Check out the daily Breaking News on the website. Rather than waiting for the end of the month to publish the news, we post news related to program and project management on a daily basis. The breaking news articles are then included in the appropriate category in the next PMWJ. So if you missed a news article on any day in recent weeks, just check the categories of interest in this month s edition. There are thousands of programs and projects underway worldwide, with millions of stakeholders, so there are many more stories that can be told. If you have an interesting story or news item about a project, please send it to us for publication. If you are interested in becoming a regular contributor, consider joining our International Correspondents Team. Participants receive constant, high-level visibility in the PMWJ, introductions to others in the network, and opportunities to build a resume by authoring articles, papers and reports for the journal. 5 Journal About the Author DAVID PELLS Managing Editor, PMWJ David L. Pells is Managing Editor of the Journal, a global ejournal for program and project management, and Executive Director of the Library. He is also the president and CEO of, the virtual organization behind the journal and library, and of Services, an executive P/PM advisory firm. David is an internationally recognized leader in the field of professional project management with more than 35 years of experience on a wide variety of programs and projects, including engineering, construction, defense, energy, transit, high technology, and nuclear security, and project sizes ranging from several thousand to ten billion dollars. He has been an active professional leader in the United States since the 1980s, serving on the board of directors of the Project Management Institute (PMI ) twice. David was awarded PMI s Person of the Year award in 1998 and Fellow Award in He is an Honorary Fellow of the Association for Project Management (APM) in the UK; Project Management Associates (PMA - India); and of the Russian Project Management Association SOVNET. From June 2006 until March 2012, he was the managing editor of the globally acclaimed Today ejournal.
