Jim Rader Coach Comm. Renee Sullivan The meeting was called to order at 6:30 and roll call was taken by sign-in. Verbal introductions were exchanged and the secretary s report was approved without correction. 3) s Report - (Financial Budget is available by individual request) Tod reminds everyone that on Feb 1 st WYSA will be sending out the second of four billing invoices for player registration. East Central will also be sending out their first of 2 billing invoices for players registered for the soccer season. Carl asked Mark Daniels to review the balance sheet. A motion to approve the treasurer s report was made by Jim Welnetz and seconded by Joe Botana. The treasurer s report was approved without dissent. 4) Commissioner s reports - a) TOPS - (see attached report by Wayne Stoflet) 1

2 b) Scheduling - (see attached report by Wayne Stoflet) It is very important that you review the activity sheet for due dates. (See attached sheet for dates) East Central fields have been uploaded to the Arbiter system. Clubs are asked to review the Arbiter list within the League One Program and create field names in League One to match the field names in Arbiter. The consistency in the names will insure a smoother transfer of information between the two programs. New fields can be added in League One, but this will have to be updated in Arbiter later. All clubs assigned a person to the Schedule Manager duty in order to create fields in League One. This club contact has been assigned to this duty and should be able to create fields in the League One program. There was a discussion on how the scores will be entered into the system. Before any decisions are made Wayne will review the system and make a recommendation. Games will be played on the same nights as last year and will begin April 26 th. There will be no games on Memorial Day weekend (May 31 st ). Girls U-15 and up will begin the week of June 15 th and will play 8 games. All teams must be entered into League One by February 12 th. February 17 Pre-Scheduling Meeting. Teams will have one week to make sure they are happy with the division they are placed in. Once the final schedule comes out on Feb teams will be locked into the division and must stay there for the season. (Renee is working on a Team placement policy to help in this process) Coach contact information will have to be posted in a different fashion this year. Possibility an excel spreadsheet that can be opened from the East Central website. The child s medical information is in League One, but it is unclear if there is a way to obtain this information. The question will be posed to WYSA about this report. c) Registration Jerry Crossman Jerry reports the assistant registrar remains unfilled, Jerry warns that it will slow things down for everyone as the other registrars are already busy and will have to absorb the additional work load. \ d) Referee - Jim Rader Assignor recertification course will be held February 20 th at Oshkosh/Mercy Medical. Details are online at wisref.org. Four clubs indicated that they would be interested in an entry level assignor clinic. Jim will check to see if one is scheduled for this winter. Jim reminds everyone that in order to be an assignor you must either be a referee, were a referee or are scheduled to become a referee. If your club is looking for an assignor, contact Jim and he will give you a list of assignors in our area. No casts are allowed on the field. The referee always has final say if it is unsafe to play with certain braces. e) Coaching - (see attached report by Renee Sullivan) f) Games - nothing to report at this time. 2

3 5) State Reps Report- Nothing to report at this time. 6) Committee Updates a) Website Committee - Tod will send out an scheduling the next meeting. b) The Tournament Committee met once and had to cancel the second meeting due to weather. Dale will reschedule and will have a draft proposal to the clubs in time for a vote at the next board meeting. 7) Business Issues/Updates a) The WSA has appealed the USSF ruling that favored the position of the WYSA. A hearing will be held on February 6 th to hear arguments. Carl will attend to represent the WYSA. b) Carl is working on the EC rules updates. c) Coaches training - on hold for now. d) U-11 and U-12 roster size will be amended to 16 on an as needed basis for seasonal play. This does not apply to tournament play, which remains at 14. Contact Carl to request the increase if this applies to your club. e) Media Carl is urging EC to develop a media plan. Several people suggested using college students to do this, but it was also felt that perhaps we should use a professional for this service. First order of business would be to develop a list of media and contacts. There is a hope to put an article in the local paper on a monthly basis. 4 Date: January Area: TOPS Commissioner: Wayne Stoflet Report: TOPS started the winter season Saturday, January 9, The Milwaukee Area TOPS Winter Carnival will be held Saturday, February 20, 2010 in Brookfield, WI. Parents were polled, but stated this is too far to drive for a two hour event. We re hoping to have TOPS in the Green Bay next year at this time and we ll have our own Winter Carnival. If you know of a child with special needs that is looking for soccer type of activity please have them call me at or send them to Janssen School in Combined Locks. They are welcome to observe and/or register on the spot. The winter session will also meet on January 16, 23, 30, February 6 & 13. From Yvonne Bennett; I am happy to report that WYSA has assigned State Program Administrator Mike Walby to work with John Janasik on the administrative side of the Wisconsin TOPSoccer Program. Mike has been employed by WYSA since July 2008 in the role of ODP Program Administrator and has done an outstanding job in supporting Beth Perrigo and the coaching staff working with the ODP Program around the state. He is a member of our full time State Office staff and may be reached at MWalby@wiyouthsoccer.com. As the program administrator for both ODP and TOPSoccer, it is our expectation that we ll be in a position to bring additional assistance to support your individual programs. I believe he will be a valuable asset to Wisconsin s TOPSoccer Program and to your individual programs in your communities. You can expect to hear from Mike soon as he works to get his arms around the various programs around the State. Thanks for all you do in support of players who otherwise might not have the opportunity to experience the joy of soccer.

5 Date: January 11, 2010 Area: Scheduling Commissioner: Wayne Stoflet Report: LeagueOne Class 101 was held 7 PM, January 6, 2010, at Kimberly HS, LGI room. Approximately forty club registrars/field Scheduler attended. A handout containing field & team formation instructions was distributed. The following day more pieces of the scheduler became available and it was necessary to make some changes. The changes have been communicated to the persons that attended the January 6 session. We are approaching the due dates for game scheduling, club registrars and all club personnel should review the East Central Activity Sheet for due dates of information and meetings. This year due dates take on a different meaning. Data is no longer being transferred from one person to another. Due dates now mean the data is there and ready for the next step of the process. February 12, 2010 all teams and fields need to be ready for scheduling. February 17, 2010 is the date of our annual Prescheduling Meeting for classic teams.
