A Full Affiliate is defined as an organization that may register players and coaches with FYSA. An full affiliate shall by defined as either a recreational affiliate or a full affiliate. a. i. A Recreational affiliate shall administer only recreational based programs, either in house or within a certified recreational league. A recreational affiliate may be exempted from the 15 mile radius requirement as outlined under FYSA Rule with the approval of the BOD as follows: i. If the existing affiliates within the 15 mile radius do not offer recreational programs. ii. A recreational affiliate may NOT register players as competitive nor may they develop a competitive program without an affiliation request as outlined under FYSA Rule and the approval of FYSA Board of Directors by application as a full affiliate. b. i. A Full affiliate shall be restricted to a limited location(s) and field(s) which shall be defined in the application to FYSA. Any change in this geographical area must be approved by FYSA s Board of Directors. A Full affiliate may also sanction recreational play. ii. A Full Affiliate may sanction tournaments within the scope of their affiliation. (Note all current full affiliates in place as on the implementation of this rules shall be exempted from the above restrictions) 2. Associate Affiliates shall be defined as follows. a. Leagues which facilitate inter affiliate competitions. By application a league shall define its scope and program. Leagues may be affiliated for a limited purpose and scope. Any variation of this must be approved by FYSA s BOD. Leagues may not conduct invitational tournaments outside the scope of their approval. b. Tournament only associate e Affiliates may sanction tournaments if approved by the BOD as such as outlined and defined in the application for affiliation. 5 Rule #: Page #: Page #: 32 Old bylaw/rule: INITIAL AFFILIATION - Full Affiliate Affiliation must be for the good of soccer in the District, Region and State of Florida. All new full affiliates must affiliate within the district where they physically reside, or in the district in which the majority of its players reside and/or physically play the majority of their home games. In addition, no new affiliation may be granted if the new affiliate s home field is within a fifteen (15) mile radius of an existing FYSA affiliate, unless the new affiliate obtains the support of all existing FYSA affiliates within the specified radius. Suggested change: INITIAL AFFILIATION Full Affiliate Affiliation must be for the good of soccer in the District, Region and State of Florida. All new full affiliates must affiliate within the district where they physically reside, or in the district in which the majority of its players reside and/or physically play the majority of their home games. 6 Rule #: Page #: Page #: 32 Old bylaw/rule: The completed affiliation application packet, items 1-6, shall be submitted to FYSA s State Office not later than thirty (30) days prior a scheduled meeting of the EC/BOD. FYSA will verify that the application is complete and all necessary supporting documentation is present. For any affiliation application not completed by thirty (30) days prior to the date of a scheduled EC/BOD meeting, all documentation and/or fees will be returned to the applicant for re-filing at a later date. FYSA will then forward a copy of all documentation regarding the new affiliation to the Vice President of Administration and Communication. FYSA s Vice President of Administration and Communication will notify the RVP in the region in which the new affiliation would reside. The FYSA office will notify all affiliates within a 15 mile radius and request that any objections be submitted to the office no later than seven (7) days prior to the next scheduled meeting of the EC/BOD. FYSA s Vice President of Administration and Communication shall only present the completed applications at the next BOD or EC meeting. The complete packet will consist of: 1. Completed affiliation application form (recreational affiliation or full affiliation). 2. Affiliate fee. New affiliates will pay an affiliation fee for the first two (2) years in the amount of $ /year to be utilized as follows: Affiliation fee of $135.00, prepaid registration fees in the amount of $ (Any unused registration fees not utilized in the first two years will be carried forward to the third year affiliation. At the end of the third year, all unused registration fees will revert to FYSA s general fund.) A. A waiver to Rule (2) (the additional $ /yr.) may be granted if it is in the best interest of FYSA. B. A written request for waiver must be submitted with the application for affiliation. This request for waiver must be approved by the local DC, the RVP, and the BOD of FYSA. The decision of the BOD is final, binding and not appealable by any of the parties. 3. Playing field availability; written proof of playing field availability 4. Letter from a league in which your affiliate s teams will be scheduled. 5. Letter from the local DRA indicating FSR s capability to serve your club. 6. Must furnish to FYSA a copy of the affiliates bylaws and rules 7. Must have a certified assignor. 8. Support of all current affiliates within 15 mile radius, if applicable. Mergers - The completed merger affiliation application packet shall be submitted not later than thirty (30) days prior to scheduled meeting of the EC/BOD. The merger application packet will consist of: 1. Completed merger application form 2. Letter signed by the current President and Secretary of each existing affiliate. 3. Must furnish to FYSA a copy of the merged affiliates bylaws and rules. 4. For recreational to recreational mergers will require EC/BOD approval; for full affiliate to full affiliate will require EC/BOD approval. 5. For recreational to full affiliate and/or full affiliate to recreational will affiliate at the approved site of the existing full affiliate and will require EC/BOD approval Suggested change: A. Name Changes An existing FYSA affiliate requesting a name change shall submit the request not later than 30 days prior to a scheduled meeting of the EC/BOD. The affiliate must submit the following when requesting a name change: 1. Letter signed by the current Board of Directors of the affiliate. 2. Proof that a DBA, legal name change, and/or registration of a fictitious name has been filed with the State of Florida. Suggested change: A. Suggested change: Recreational Player: Shall be defined as a player who is registered and rostered to a recreation team as defined by US Youth Soccer and FYSA (see Glossary) and participating in an in-house or FYSA-approved recreational league as defined in Rule (2). Add to Glossary: Recreational team: A team in which the used of try-outs, recruiting or any like process to roster players selectively on the basis of talent or ability is prohibited. U13 U19 teams Total roster size, including club pass players, is capped at eighteen (18) for U13, and twenty-two ( 22) for U14 U19. Teams may name eighteen (18) eligible players for each game. B. U11 U12 teams Total roster size, including club pass players, is capped at fourteen (14). Initial approvals shall be under the direction of the FYSA Tournament and Travel Committee. The Committee reserves the right of final approval over all tournament and travel applications. State approved applications requiring additional approvals shall be submitted to US Youth Soccer and/or USSF for final approval. Denial by either organization shall negate state approval. The following forms are required to be used by the tournaments sanctioned by FYSA. Modifications to the game report and supplemental form as to the addition of tournament logos and sponsors is acceptable. Context of forms cannot be changed. A. Official FYSA or USSF Game Report B. Official FYSA or USSF Supplemental Report C. Official USSF Game Report and Supplemental Report to be used for referee abuse and assault cases. Failure to use the forms listed in A, B and C above will result in a fine to the tournament of $ per incorrect form used. Attend meetings of FSR where matters of mutual interest are to be discussed. Overseeing all matters pertaining to FYSA and Referees. 3. Assist in the development of a reciprocal agreement between the two bodies. 4. The term of office shall be two (2) years, elected at the AGM, on the odd year. 5. Encourage and assist Affiliates in offering referee courses and re-certification. 6. Shall conduct or participate in hearings in conjunction with the FSR in cases of referee assault, referee misconduct, etc. in cases where such matters reach the State entry level. 7. Shall conduct hearings as per Rules 611 in such cases where the Referee association fails to act and then sanction or discipline if deemed necessary as per Rules Shall report all sanction/discipline action taken (including that of FSR) to the BOD, the State office and referee assignors to assure that such action is carried out. 9. Shall report all action of the State/National Referee Associations affecting FYSA, to the BOD and to any committee (Tournament, Rules, etc.) as necessary. 10. Develop a budget to cover the projected cost to fulfill the duties of this office. 11. Shall make such annual reports and/or interim reports as may be required by the BOD. The term of office shall be two (2) years, elected at the District level. District elections will be staggered as per FYSA Rules. 6. Establish a budget to cover the operational costs to fulfill the duties of this office, including travel expenses, supplies, telephone, postage and other necessary costs. 7. 25 Change involving: Bylaw #: Rule #: Page #: Page #: Old bylaw/rule: Suggested change: Florida State Premier League ( FSPL ) Purpose - FYSA shall establish and operate an elite statewide league geared toward providing affiliated teams the opportunity to participate at the highest level of competition prior to State Cup Levels of Competition There will be a single division of competition for each FYSA standard age group from U14 to U18. A maximum of 16 teams per division will be allowed to participate Qualification Invitations to participate in the FSPL will be extended to the 16 finalists from the previous year s State Cup competition. If any of the 16 teams are not able to participate, their spots may be filled by a maximum of 8 non-qualifying teams with no more than 2 teams from each Region Rules of Competition The FYSA VP of Competition will chair and establish a 6 person committee designated as the Florida State Premier League Commission to establish the rules of competition and oversee operational decisions. The FSPL Commission must have a minimum of 3 Directors of Coaching as members. Reason: Objective is to specifically authorize FYSA to conduct the Florida State Premier League in the rules. Initially the FSPL was established by the EC without specific authorization from the membership at large. And has grown beyond the scope that was promised to the membership in the 2012 AGM. This rule will specifically authorize FYSA to conduct the FSPL as one of its general programs while also identifying and codifying the limitations and scope to protect the affiliate organizations.
