1 BY/ LAWS APPROVED June 15, 2016 The West Texas Premier League ("WTPL") is Nonprofit entity sponsored by the Lubbock Soccer Association, affiliated with North Texas State Soccer Association (NTSSA), the United States Youth Soccer Association (USYSA), the United States Soccer Federation (USSF), and the International Federation of Association Football (FIFA). Established 1995 Revised June 15, 2016 ARTICLE I - AUTHORITY, MISSION & PURPOSE 1.1 The WTPL is an invitational league sanctioned by and endorsed by the NTSSA and its affiliates 1.2 The WTPL will operate under its own Bys Laws and Playing Rules, but is subject to the Constitution and Bys Laws of the NTSSA, the USYSA, the USSF, and FIFA 1.3 The Mission of the WTPL is to provide an environment in which youth competitive soccer players may (1) learn an intense love for the world's greatest game and (2) be trained and developed in such a manner that supports the goals and objectives of USSF, the USYSA, and the NTSSA in fostering the development of amateur athletes who may ultimately participate in national or international amateur soccer competitions The Purposes of the WTPL as a regional organization are A. Through a concerted effort in training and educating coaches and providing optimal playing environments, to support and develop amateur athletes who may seek participation in national and international competition in Olympic sports by preparing them to successfully enter and compete in the US Youth Soccer Olympic Page 1 of 18

2 WEST TEXAS PREMIER LEAGUE BYLAWS - APPROVED - 15 June 2016 Development Program administered by the NTSSA within the region that WPTL serves and described at Section of the NTSSA Bylaws. B. To engage in the transaction of any or all lawful business for which a corporation may be incorporated under the Texas Nonprofit Corporation Act and which are consistent with exemption from federal income tax under 501(c)(3); C. To ensure that no part of the net earnings of the WTPL shall incur to the benefit of any private individual, member or officer of the WTPL (except that reasonable compensation may be paid for services rendered to or for the WTPL affecting one or more of its purposes), and no private individual, member or officer of the WTPL shall be entitled to a share in the distribution of any of the corporate assets on dissolution of the WTPL. No substantial part of the activities of the WTPL shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the WTPL shall not participate in, or intervene in (including the publication or distribution of statements) any political campaign on behalf of any candidate for public office. D. The WTPL shall distribute its income for each taxable year at such time and in such manner as not to become subject to tax on undistributed income imposed by Section 4942 of the Internal Revenue Code of 1954, or corresponding provisions of any subsequent federal tax laws. E. The WTPL shall not engage in any act of selfs dealing as defined in Sections 4941(d) of the Internal Revenue Code of 1954, or corresponding provisions of any subsequent federal tax laws. F. The WTPL shall not retain any excess business holdings as defined in Section of the Internal Revenue Code of 1954 or corresponding provisions of any subsequent federal tax laws G. The WTPL shall not make any investments in such manner as to subject it to tax under Section 4944 of the Internal Revenue Code of 1954 or corresponding provisions of any subsequent federal tax laws. H. The WTPL shall not make any taxable expenditures as defined in Section 4945(d) of the Internal Revenue Code of 1954 or corresponding provisions of any subsequent federal tax laws. I. Notwithstanding any other provisions of these Bylaws, the WTPL shall not conduct or carry on any activities not permitted to be conducted or carried on by an organization exempt from taxation under Section Page 2 of 18

3 501(c)(3) of the Internal Revenue Code and its Regulations as they now exist to as they may hereafter be amended, or by an organization, contributions to which are deductible under Section 170(c)(2) of the Internal Revenue Code and Regulations as they now exist or as they may hereafter be amended ARTICLE II - LEAGUE AFFILIATED ASSOCIATIONS 2.1 The WTPL will be affiliated with an NTSSA registered soccer association that will be responsible for sponsoring the league 2.2 The WTPL's sponsoring association will be reviewed annually at the Spring WTPL Board of Director's Meeting and may be changed with approval of the WTPL Board and simple majority vote of the membership. 2.3 The WTPL League Officers shall provide to the sponsoring association no less than ninety (90) days prior to the start of the North Texas State Soccer Association's financial year: A. A report on the activities of the league for the previous year B. A current financial statement C. A proposed budget for the upcoming year 2.4 The sponsoring association will provide advice and support to the WTPL and shall be the second level of the appeal process before appeals are forwarded to the NTSSA 2.5 The WTPL Board of Directors will appoint a representative to act on behalf of the WTPL at all sponsoring associations' meetings, including representation at the NTSSA Competitive Soccer Committee meetings ARTICLE III - BOARD OF DIRECTORS 3.1 The Board of Directors shall be composed of: A. Association Representatives and, B. League Officers (Duties and responsibilities described in Article V) 3.2 Each NTSSA registered soccer association that provides fields, facilities, is able to schedule referees within its NTSSA territorial boundaries, and has Page 3 of 18

4 active teams playing in the WTPL shall have Association Representative(s) on the WTPL Board of Directors A. The WTPL Board of Directors will consist of one member per each ten teams (or less) from each playing association that has active teams playing in the WTPL (1-10 teams = 1 Member, = 2 Members, = 3 Members) B. NTSSA registered competitive teams and/or clubs who are members of a soccer association that do not provide fields, facilities or referees within their NTSSA territorial boundaries may still be eligible to participate in WTPL league play after being accepted into the league by the WTPL Board of Directors C. NTSSA registered competitive teams and/or clubs who are members of a soccer association that do not provide fields, facilities or referees within their NTSSA territorial boundaries who have active teams playing in the WTPL will be entitled to a non- voting Association Representative on the WTPL Board of Directors 3.3 Association Representatives will be appointed by their association Presidents and/or voted upon by their home association 3.4 Association Representatives are the primary contact for competitive teams/players for their home association and each association President must notify the WTPL in writing of who will be their representative and who may act as an alternate prior to WTPL meetings 3.5 Association Representatives are responsible for the overall scheduling process for games played at fields operated by their home association, coordination of fields, time slots, referee assignments, and furnishing a schedule to the WTPL Administrator 3.6 Association Representatives are responsible for taking under advisement any proposed amendments to the WTPL Rules within their home association as requested by a majority of their members, and will report such proposals to the Deputy Director 3.7 No individual Board Member will have more than one (1) vote 3.8 The WTPL Board of Directors shall hold a minimum of one board meeting in January and one board meeting in July of each year. 5 hold scheduling meetings for each playing season that will take place in February and August. The date for each scheduling meeting shall be announced to the WTPL voting membership no later than 30 days prior to the scheduled date ARTICLE IV - MEMBERSHIP 4.1 The WTPL Board of Directors will consider the provisional addition of NTSSA registered soccer associations as voting members upon application. The provisional addition of new soccer associations shall be a decision of the Board of Directors. A. Home associations shall inform the WTPL in writing of the identity of their Association Representative(s) prior to the Spring Scheduling Meeting and anyone who may serve as an alternate. (Electronic mail is acceptable to serve as official notice) B. Named alternates may vote in the absence of the named Association representative 4.2 Membership in the WTPL, shall be composed of two (2) categories: Voting Members and, Non- Voting Members A. VOTING MEMBERS 1. Association Representatives 2. League Officers (See Article V for description of officers) a. Association Representatives and League Officers shall each retain one (1) vote between the spring and fall season 3. Team representatives in attendance at league meetings upon payment of league fees (fees to be determined by the Board of Directors) after proper registration of each team 4. Each team retains its one (1) vote between the spring and fall seasons Page 5 of 18

6 5. Paid or contract employees of the WTPL shall not have a vote at any function of the WTPL 6. All voting members must be identified to the WTPL League Officers prior to the WTPL meeting at the beginning of the Spring Scheduling Meeting 7. Voting members shall be certified at the time of any election, committee function, or league event a. Certification of Votes shall be as follows: i. Voting member is named on a WTPL official roster or, ii. Voting members, except for League Officers, may choose an alternate to vote in their place provided they submit the individuals name at any time prior to the vote on the approve proxy form 8. Voting Procedures a. Certified voters will be provided a ballot for each election b. Ballots will collected and counted in order to certify the vote c. Members present may request an alternate method counting with a simple majority vote 9. Alternate Electronic Voting Procedures a. Outside of routinely held meetings, the Board of Directors may vote on matters that may be of some urgency. In such cases, voting by electronic means may be necessary in order to allow timely decisions by the membership as league matters may dictate (e.g., changes to bylaws to comply with changes in state or federal law). b. Outside of routinely held meetings, the Board of Directors may vote or may request a vote of the membership on matters that may be of some urgency. 7 the membership as league matters may dictate (e.g., changes to bylaws to comply with changes in state or federal law). i. By majority vote held by conference call (with recorded minutes) or by documented s, the Board of Directors may approve an item or items to be voted on by electronic voting. Record of the Board of Directors vote will consist of either recorded minutes (if conference call) or printed copies of the s indicating the manner in which each Board member cast his or her vote. Members may request records of such votes at any subsequent meeting ii. iii. iv. Any issue approved for electronic voting must follow the notification requirements for either By Law or Playing Rule changes (By Laws, Article XV; Playing Rules, Section 17) Once the notification requirements have been met, an electronic vote may take place as long as a suitable method for vote certification and validation can be utilized The period of time for the electronic vote must identified in the voting with no less than 48 hours in which to respond B. NON- VOTING MEMBERS 1. Players- upon payment of required fees 2. WTPL Administrator a. The WTPL Administrator will be a paid or contract employee of the league, terms of compensation to be determined by the Board of Directors on an annual basis. b. The WTPL Administrator will be selected annually by the Board of Directors with the advice of the League Officers and will be approved by a simple majority vote of the Board of Directors. The WTPL Administrator will serve a one year term from September 1 to August 30 and will be subject to annual review by the Board of Directors. Said review can be established by the Director and his/her appointed committee c. The WTPL Administrator will be responsible for: Page 7 of 18

8 i. The collection of rosters and registration forms ii. The collection of fees/bonds, iii. Will record and document all minutes of meetings of the WTPL Board and of the league iv. Will compile records to maintain and report league standings v. Providing notification of all league functions to WTPL Members vi. Performing the daily office management tasks of the WTPL 3. ORGANIZATION REPRESENTATIVES a. The WTPL Organization Representatives will consist of one member per active Competitive Club, as defined by NTSSA, with teams playing in the WTPL b. Each representative will be appointed and/or voted upon by individuals from each club affiliated with the WTPL c. Each Competitive Club must notify the WTPL of their Organization's named representative prior to any WTPL meeting d. Club Representatives are responsible for: i.. taking under advisement any proposed amendments of the WTPL Rules within their club as requested by a majority of their members, and will report such proposals to Deputy Director ii. Will be their club's representative on WTPL committees as needed iii. Serving as proxy on behalf of their teams at committee functions iv. Will be the primary contact for their club in regard to issues that arise with respect to their clubs/teams Page 8 of 18

9 e. WTPL Organization Representatives shall follow the Code of Conduct of NTSSA as stated in the NTSSA Bylaws, Chapter OFFICIALS LIAISON a. One referee in good standing from each member association shall serve as a non- voting Member of the WTPL Board of Directors 5. IMMEDIATE PAST DIRECTORS a. The immediate past director may serve as an ex- officio, nonvoting director and, b. May serve for up to two (2) years, after their term has expired ARTICLE V - LEAGUE OFFICERS, OFFICER'S DUTIES, RESPONSIBILITIES AND TERMS OF OFFICE 5.1 All Officers shall be elected by the WTPL voting members present at the Spring Scheduling Meeting of the WTPL upon expiration of their terms A. Terms commence on March 1st of each year 5.2 Vacancies, or unexpired terms, shall be filled by the WTPL Board of Directors until such time as an election may be held A. DIRECTOR 1. The WTPL Director will be elected by a majority vote of the WTPL Board of Membership in even numbered years and shall serve a two (2) year term 2. The WTPL Director is charged with the day to day operations of the WTPL 3. The WTPL Director shall appoint committees, as he/she deems necessary and proper to the functioning of the league including, but not limited to the following committees: a. 10 4. The WTPL Director is empowered to take prudent and reasonable actions not covered by these By- Laws 5. The WTPL Director shall co- sign all checks of the WTPL with the WTPL Treasurer or in the absence of a Treasurer the WTPL Deputy Director shall serve as Treasurer. Two signatures are required on all WTPL checks B. DEPUTY DIRECTOR 1. The Deputy Director will be elected by a majority vote of the voting Members in odd numbered years and shall serve a two (2) year term in office 2. The WTPL Deputy Director shall assist the WTPL Director in the accomplishment of his/her duties and, 3. The WTPL Deputy Director shall serve as WTPL Director if both the WTPL Director and the Director Elect are absent 4. The Deputy Director shall be Chairman of the following committees: a. Appeals and Disciplinary Committee (see Article X) b. By- Laws and Playing Rules Committee 5. In case of absence of the WTPL Director, the Deputy Director shall co- sign all checks with the Treasurer. In case of absence of the WTPL Treasurer, the Deputy Director shall co- sign all checks with the WTPL Director. Two signatures are required on all WTPL checks C. TREASURER 1. The WTPL Treasurer will be elected by a majority vote of the voting member in even numbered years and shall serve a two (2) year term in office 2. WTPL Treasurer will be responsible for: a. Maintaining records of finances Page 10 of 18

11 b. Regular reporting of finances to the WTPL Board of Directors and Members, c. Paying bills incurred by WTPL 3. The WTPL Treasurer shall serve as the chief financial officer of the WTPL and shall be responsible for all monies collected by the WTPL 4. The WTPL Treasurer shall provide a written report of all finances of the WTPL at each meeting of the Board of Directors 5. The WTPL Treasurer shall co- sign with the WTPL Director on all checks. In case of the absence of the WTPL Director, the WTPL Treasurer shall co- sign with the WTPL Deputy Director 6. Two signatures shall be required on all WTPL checks 5.3 WTPL League Officers shall follow the Code of Conduct of NTSSA as stated in the NTSSA Bylaws, Chapter 11 ARTICLE VI - STANDARDS 6.1 Teams admitted to the WTPL shall be those teams that represent the highest standards of competitive soccer skills and promote integrity of the program. 6.2 Once admitted, the WTPL demands the highest standards of behavior and sportsmanship from all participants. A. QUALIFICATIONS 1. The WTPL is an invitational league a. Applying teams may be given an invitation by the WTPL Board of Directors to participate and, b. Teams must provide in writing the teams and coach(s) qualifications c. The team's head coach and assistant coach must have a minimum of an NTSSA E d. Only competitive teams as defined by NTSSA shall be permitted to join the league Page 11 of 18

12 B. CONDUCT ARTICLE VII - REGISTRATION e. All WTPL League matches shall be scheduled by and played in the following cities (see Article V for inclusion of new associations): i. Abilene ii. Amarillo iii. Lubbock iv. Midland v. Odessa vi. San Angelo a. Any qualified team, coach, player, or team representative, who has allegedly brought disrepute to the game in another league or association, may be admitted on a probationary basis with the approval of the WTPL Board of Directors b. Any incident by the team, coach(s), player(s), or team representative(s) admitted on this basis will be grounds for review by the Appeals & Disciplinary Committee 7.1 Annual League Fees shall determined by the WTPL Board of Directors prior to the fall registration. Fee increases, if any, will be explained to the membership at the fall coaches meeting 7.2 All teams must be members in good standing with their home associations and must have the permission of their home associations to participate in the WTPL 7.3 Teams must register with, and pay NTSSA fees through their home associations 7.4 Teams shall provide an official NTSSA team roster to the WTPL Administrator before a team or player will be permitted to play: ARTICLE VIII - ROSTERS AND ROSTER CHANGES 8.1 All teams and rosters are subject to the approval of the Board of Directors. (See League Playing Rules for further interpretation of rosters/adds/transfers and deletes) Page 12 of 18

13 8.2 Rosters and roster changes (add/transfer/deletes) shall be executed through the team's home associations 8.3 All teams must submit to the WTPL administrator a copy of roster A. These must be in the possession of the WTPL Administrator prior to match time 8.4 No phone calls will be accepted for player releases. An official of the team's home association and/or NTSSA must sign rosters and add/transfer/delete sheets before release form will be accepted 8.5 The above must be accomplished before a player is eligible to engage in any competition ARTICLE IX - EXPULSION 9.1 Any member may be expelled or have his/her membership revoked for serious violation of League By- Laws, Playing Rules or for conduct which brings the league, any of its affiliates, or the sport into disrepute after a hearing by the Appeals & Disciplinary Committee 9.2 The willful forfeiture of any match is considered to be conduct which brings the league and the game of soccer into disrepute A. The team responsible for initiating a willful forfeit shall be responsible for the payment of any and all fees incurred for the match (see playing rules appendix for proper procedure in regard to acceptable reasons for games reschedules or cancellations) 9.3 Membership revocation is a matter for the WTPL Appeals & Disciplinary Committee ARTICLE X- APPEALS & DISCIPLINARY COMMITTEE 10.1 Appeals & Disciplinary issues shall be forwarded to the Deputy Director 10.2 Paperwork is to be completed and forwarded within seven (7) working days of the incident requiring an Appeals & Disciplinary hearing 10.3 The WTPL Appeals & Disciplinary Committee shall consist of at least three (3) members which will be appointed and directed by the Deputy Director Page 13 of 18

14 10.4 The Appeals & Disciplinary Committee shall hold hearings as needed The WTPL endorses and abides by the NTSSA policies regarding violence, misconduct, and appeals A. A player sent off and/or a coach officially cautioned or sent off has the right to appear before the Appeals & Disciplinary Committee. The Committee shall base its decisions primarily upon the official's written report to the committee B. Only the coach and/or manager of record may represent an entire team and all of its members at a disciplinary hearing. The coach is responsible for the behavior of the spectators and players, individually and collectively. The disciplinary committee may, at its discretion, hear other interested parties C. Any party requested to appear before a disciplinary committee hearing who fails to do so, shall be suspended from all WTPL activities until such time as he/she does appear D. The Appeals & Disciplinary Committee shall notify all parties involved of a hearing on any matter brought to its attention within twenty one (21) DAYS OF RECEIPT OF THE OFFICIAL'S Misconduct REPORT by the Deputy Director or the designated chairman of the committee; However, failure to hold such hearing within that time does not negate the committee's right to act on the matter E. Game Suspensions (NTSSA BY LAW Rev. August 2009) Game suspensions for caution points and/or expulsions: The suspension is to be served by the player/coach/assistant coach/manager/or team representative at the next scheduled game (regular league games, makeup league game, playoff, championship, cup games, local or state tournament game) that the player's team is involved in. A suspension imposed by NTSSA shall be recognized by all affiliated organizations after proper notification. The lack of a hearing or referee report on the suspension/expulsion of the offender shall not nullify his suspension (to sit out) the next game. Note: FIFA rules state that "the referee shall report to the appropriate authority misconduct or any misdemeanor on the part of spectators, officials, players, substitutes or other person which take place either on the field of play or in its vicinity at any time prior to, during, or after the match in question so that appropriate action can be taken by the authority concerns." 15 10.6 NTSSA, USYSA, and USSF rules stipulate that any instances of alleged referee assault be referred directly to the State Association authority (NTSSA) 10.7 NTSSA Rule 3.11 Discipline shall be enforced a followed in all matters. A. MISCONDUCT AND PUNISHMENT OF TEAMS: 1. The WTPL will not hesitate to deny teams the privilege of further participation in any and all selected soccer activities of the league for repeated offenses of the rules and/or serious offenses considered bringing the game of soccer or the league unto disrepute 2. Such offenses include, but are not limited to: a. Forfeiture of matches, b. Cancellation of matches c. Coaches or team representatives abandoning a game before the end of a half or a match d. Any individual who, threatens to harm or actually harms another participant or spectator, e. Displaying or threatening to use a weapon or an object, which may be dangerous to another person ARTICLE XI - APPEALS AND PROTEST PROCEDUE 11.1 The WTPL Appeals & Disciplinary Committee and the WTPL Board of Directors have jurisdiction over any and all matters that pertain to the operation of the WTPL with the right of appeal to the next higher governing body A. FILING AN APPEAL OR MATCH PROTEST 1. Appeals or protests shall be made in writing, within twenty one (21) days of receipt of notice of action from the WTPL Appeals & Disciplinary Committee, to the WTPL Administrator accompanied by the appropriate filing fee of FIFTY DOLLARS ($50) 2. All filing fees are to be made payable to the "West Texas Premier League" and are nonrefundable B. PROTESTS Page 15 of 18

16 1. Written protests must be received by the WTPL Administrator within seven (7) days, and postmarked within forty- eight (48) hours of the conclusion of the match 2. Protests that involve a disagreement with a referee over the application of the laws of the game may only take the form of a written protest filed in the proper manner 3. Upon receipt of a written protest, the Deputy Director will schedule a hearing after selecting a three (3) member committee 4. PROTESTS WILL NOT BE HEARD OR ENTERTAINED THAT PERTAIN TO REFEREE'S JUDGEMENT NOTE: NTSSA Rule states: "There are only two acceptable causes for protesting a match after it has been played. They are: 1. A Team knowingly plays an unregistered, ineligible, or suspended player. If match protest is upheld, the team playing such a player shall forfeit the match 2. There has been an obvious error made in the application of the laws of the game that directly affects the outcome of the match, and the referee admits it in writing. If a match protest is upheld, the match will be replayed C. APPEALS 1. There are filing fees associated with each step in the appeals process 2. Filing fees must accompany any and all appeals and, 3. All appeals must be submitted in writing 4. Avenues of appeal are as follows: a. WTPL Board of Directors b. Sponsoring Association Executive Committee c. North Texas State Soccer Association d. United States Youth Soccer Association Page 16 of 18

17 ARTICLE XII - Playing Rules IN NO EVENT SHALL ANY PERSON OR ORGANIZATION UNDER THE JURISDICTION OF THE WTPL RESORT TO THE COURTS UNTIL ALL APPEALS PROCEDURES HAVE BEEN EXHAUSTED. FOR VIOLATION OF THIS RULE, THE OFFENDING PARTY SHALL BE IMMEDIATELY PROHIBITED FROM PARTICIPATING IN ANY CAPACITY IN THE WTPL EXCEPT AS A PARENT/SPECTATOR. OFFENDERS SHALL BE SUBJECT TO THE SANCTIONS OF SUSPENSION AND/OR FINES AS SET FORTH BY THE WTPL, ITS GOVERNING BODIES, AND SHALL BE LIABLE FOR ALL EXPENSES INCURRED BY THE WTPL AND/OR ITS GOVERNING BODIES, ITS OFFICERS AND MEMBERS IN DEFENDING EACH COURT ACTION, INCLUDING RESPONSES TO DISCOVERY, COURT APPEARANCES, TRAVEL EXPENSES, AND EXPENSES FOR HOLDING SPECIAL MEETINGS NECESSITATED BY COURT ACTION. IN ADDITION TO THE ABOVE REFERENCES, THE WTPL AND ITS GOVERNING BODIES RESERVE THE RIGHT TO TAKE FULL ADVANTAGE OF RIGHTS PERMITTED TO IT BY THE LAWS OF THE STATE OF TEXAS FOR NOT- FOR- PROFIT ORGANIZATIONS 12.1 The WTPL shall maintain a set of playing rules by which all participants must abide 12.2 Home association rules supersede WTPL playing rules in cases where there is a conflict in regard to field size, team location etc. ARTICLE XIII - FIELDS 13.1 Fields must be of a size recommended by USYSA, properly marked and maintained, and conducive to competitive play, i.e., they cannot inhibit a player from properly demonstrating his/her skills with safety, equality and enjoyment ARTICLE XIV - MATTERS NOT PROVED FOR ELSEWHERE 14.1 The Board of Directors of WTPL is empowered to review any matters not provided for in the WTPL By- Laws and its decisions shall be binding until such time as the matters may be brought before the WTPL Membership for action ARTICLE XV - AMENDMENTS Page 17 of 18

18 15.1 The WTPL By- Laws may be amended by the WTPL membership at any regular or special meeting provided that at least thirty (30) days notice of the proposed amendment(s) have been given; And that the proposed amendments have been provided to each voting member of the WTPL. A. The use of Electronic Mail or other electronic means is allowed for the purposes of submitting amendments B. Proposed amendments must be received by the WTPL Administrator by December 1 st to be voted upon at the Spring Scheduling meeting, or by June 1 st to be voted upon at the August Scheduling meeting. C. The proposed amendment must contain the name(s) address (s) and contact information for the person(s) making the proposal. This person(s) must be a voting member of the WTPL D. Once received, the WTPL Administrator must transmit the proposed amendment to the By- Laws and Rules Committee within five (5) days of its receipt. After reviewing the proposed amendment, the By- Laws and Rules Committee shall submit all proposed amendments to the Sponsoring association for review, comment, and approval. The proposed amendment shall be transmitted to the WTPL membership no less than 30 days prior to the meeting in which it shall be voted upon E. Voting members who cannot receive electronic mail may request all correspondence be sent to them in writing via the United States Postal Service 15.2 Proposed amendment(s) must be approved by a two- thirds (2/3) majority vote of the members present at such meeting 15.3 Any and all amendments shall be submitted to the Sponsoring Association prior to their adoption. The sponsoring association may only review and issue its recommendation to approve or reject the proposed amendment(s) before the amendment shall be voted upon by the full WTPL voting membership Page 18 of 18
