1 Council Journal, , Page 1 St. Charles County Council Journal Budget Work Session November 13, 2017 The St. Charles County Council met on Monday, November 13, 2017 at 5:30 p.m. in the County Council Chambers, 100 North Third Street, St. Charles, Missouri for the first of three scheduled budget work sessions. In attendance: Council Members Joe Cronin, Joe Brazil, Mike Elam, Dave Hammond, Terry Hollander (arrived at 5:55 p.m., Mike Klinghammer, and John White. Also in attendance: Steve Ehlmann County Executive, Joann Leykam Director of Administration, Jennifer George Assistant Director of Administration, John Greifzu Assistant Director of Administration, Bob Schnur Director of Finance, Hope Woodson Public Health Director. Council Chair Elam opened the Work Session at 5:39 p.m. Director of Finance, Bob Schnur, addressed the Council on the challenges involved with this year s budget. He provided a graph of the sales tax trends over the past ten years and the negative affect E-commerce is having on our sales tax revenue. Discussion occurred on the increase in sales by Amazon with only a use tax ly in place which benefits Parks; E-commerce growth is 15.6% with retail growth at 3%, use of new reporting portal by the State so information from State could be different in time spans, and the positive growth in sales tax on vehicle sales in the County. Additional discussion on health insurance recommendations by the consultants hired to review insurance plan - to increase premiums for employee and employee/spouse categories and an addition of new co-insurance stipulation of 5% on medical claims that exceed the annual deductible. Also self-insurance plan is better than market plans. Discussion: 2% Merit increase for 2018, the need to reduce dependency on funding by sales tax revenue only, consideration of the Prop P ballot initiative in the future for funding for law enforcement, current police salaries are in line with the market, steps needed to increase the real and property tax rate, new methodology in administrative charges to departments, no new positions funded for General Fund, a few re-classifications which resulted from evaluation from new position in Human Resources. Hope Woodson, Public Health Director, was called upon to explain the re-structuring of programs within her department, which resulted in discussion on research on implementing different fee structure for out of county residents for services. Schnur concluded sales tax trends have a negative impact on General Fund. He provided a chart which outlined how St. Charles County compares with other neighboring governments in Fiscal responsibility and St. Charles County fares well due to the financial discipline we adhere to. Council Member Elam announced an invitation was extended to all elected officials to address the Council during the next budget work session. 2 Council Journal, , Page 2 County Counselor s Office: Keith Hazelwood, County Counselor IN THE MATTER OF CONDITIONAL USE PERMIT BILLS FOR INTRODUCTION BILL NO CUP Bill No Sponsored by Joe Brazil An Ordinance granting Conditional Use Permit CUP17-13 for a wholesale nursery and boat storage to Shannon L. Hines and Fallon Hines, Property Owners Robert Myers, Planning and Zoning Division Director, was sworn in and relayed the background of the request for a nursery and boat storage on Hopewell Road. He explained a renewal was approved in 2012 with improvements made to the site at that point. He added the applicants are back again for a renewal because the CUP has expired and the project is not complete. He noted the property adjacent is also a nursery and clarified Planning and Zoning recommended approval 9 to 0. Council Chair Elam called for the applicants to come forward with their comments. They were not in attendance. He then called for speakers on CUP No speakers came forward. This matter was closed at 7:07 p.m. (Editor s note: a copy of this portion of the meeting is available in the Communications Department. PUBLIC HEARING TRAFFIC REGULATION Council Chair Elam opened the Public Hearing for Traffic Regulations and called for comments. No Parking on a portion of Cambrook Drive Herb Steck, 1305 Cambrook Court, president of Nottingham Forest, noted at a recent homeowners association meeting 39 out of 137 homes were in favor of the no parking restrictions. He noted subdivision rules restrict overnight street parking but cannot be enforced. He added emergency vehicles have access issues when cars are parked on Cambrook near Kisker Road. Bill Schultz, noted his support of the no parking. He pointed out one neighbor has 7 cars and can t use his garage because it is full of odds and ends. He explained at his previous residence he had requested a flashing sign to reduce speeding and it worked for a while. 3 Way stop at Lands End and Tower Park Michael Land, 1116 Gibraltar Point Drive, questioned if a stop sign would help in alleviating speeding issues and if a traffic survey was done. He added concern that a stop would not help with the blind corners and questioned if a one way street would be a benefit. 3-Way Stop Sign at the Intersection of Lexington Drive and Musket Drive Matthew Jorn, 3850 Marcia Drive, noted his opposition to the numerous stop signs being requested. He pointed out some are T intersections and corner roads so stop signs are not necessary. He noted if bus stop locations are an issue he would be happy to work with them to find a better location. Marc Tupman, noted with the addition of the stop signs, traffic will just re-route and move traffic to another area. He added cut through traffic is also an issue. Josh Norris, 3849 Marcia, questioned what that many stop signs would solve and what exactly are the issues why they are needed. He pointed out that streets are not designed for kids play zones and he has lived in the subdivision and only witnessed two accidents, with one being snow related.

3 Council Journal, , Page 3 Melissa Galbally, 3841 Lexington, explained she had started this petition to ensure safety for her children. She pointed out the circumstances where her children were in danger because of the excessive speeding that occurs. She added, something needs to be done, whether stop signs, speed bumps, or more traffic patrol. Melissa Ley, 3829 Lexington, noted speeding has caused damage to mail boxes and parked cars and she is terrified when she is walking with her children with the lack of sidewalks. She noted if stop signs are not the answer possibly consider speed bumps to slow down traffic. 3-Way Stop Sign at Caulks Hill Road at White Rose Dolores Stark, 3967 Poppy Marie, as a Village of Edelweiss resident with 49 homes, explained there is only one stop sign in their development that leads to Caulks Hill road and it is like playing Russian roulette when you try to exit onto Caulks Hill Road. Robert Aquadro, 3979 Poppy Marie, echoed Dolores concerns and noted the blind corner has limited sight distance when you exit onto Caulks Hill. He noted he was a certified safety professional so he is aware of the safety issues at this site. There being no further comments, the public hearing on traffic regulations closed at 7:28 p.m. Council Chair Elam requested Craig Tajkowski, County Highway Engineer, come forward to explain the process from this point. Tajkowski noted this is the second of two public hearings and each site will be evaluated by his department and they will bring forward a recommendation with data and statistics for the County Council s final determination. He noted this will be before the Council possibly in December or more likely in January. Discussion between the Council and the County Engineer occurred on municipalities use of divots in the street to prevent speeding as well as rumble strips and street narrowing. Tajkowski pointed out the County currently has not adopted any of these methods due to concerns with damage to emergency vehicles, parking issues, and hindrance in the snow removal process. He noted he would be agreeable to further discussions on these methods. Captain David Todd noted that comments made tonight on speeding would be addressed and pointed out the majority of the residents are the ones that are speeding so beware, patrols are on their way. PUBLIC HEARING CDBG 2018 ANNUAL ACTION PLAN & CITIZEN PARTICIPATION PLAN AMENDMENT Council Chair Elam opened the public hearing on the above mentioned subject and called for comments. A.C Dienoff, noted the need to consolidate with other municipalities to save money for staffing needs. He questioned if there was an error regarding the time frame mentioned in the memo attached and noted the great need for transportation funding for the elderly. He also noted funding is needed for home improvement projects, utility assistance and the need to ensure government buildings are ADA compliant. Pam Struckhoff, 4116 McClay Road, with Sts. Joachim and Ann Services, thanked the County for their past financial support. She pointed out the continuing need for funding for the rental programs which there is still a great need and plans are in place to ensure continued assistance to veterans and the elderly if funding is available. Council Chair Elam acknowledged the programs and efforts of Sts. Joachim and Ann and thanked them for all they do. The public hearing closed at 7:40 p.m. PUBLIC COMMENTS

4 Council Journal, , Page 4 Council Chair Elam opened public comments. He requested comments be limited to three minutes per speaker with three alternating pro and con positions on any particular topic. He also requested that anyone who addressed the Council fill out a speaker s card for the record prior to the start of the meeting. A.C. Dienoff, requested decorum from the Council when speakers are addressing the Council. He suggested traffic enforcement be handled with compliance instead of citations. He also expressed concern with the 2% employee pay increases, high salaries in some departments, excessive money being spent on lobbyist, premature replacement of fleet cars, and concern on the unnecessary need for new employees in the Gateway Green light Program. There being no further speakers, the Council Chair closed public comment at 7:44 p.m. ORAL REPORT FROM THE COUNTY EXECUTIVE No oral report was ed. IN THE MATTER OF CONSENT AGENDA Council Chair Elam requested consideration of the Consent Agenda. Council Member Brazil made a motion to approve the consent agenda as ed. Motion was seconded by Council Member Hollander and unanimously approved. Congratulations were extended and Mr. Graham was welcomed as the new Parks Director, with big shoes to fill with Bettie Yahn-Kramer s retirement. Bill No An Ordinance amending the 2017 Budget adopted by Ordinance to accept a grant to fund a non-merit grant position within the St. Charles County Police Department and amending Section of the Ordinances of St. Charles County, Missouri ( OSCCMo., concerning the Personnel Administration Plan related to this position Discussion: Council Member Cronin extended congratulations on this grant funded position being filled by a veteran. BILLS FOR INTRODUCTION Bill No Sponsored by Joe Cronin An Ordinance amending the Zoning District Map of the County of St. Charles, Missouri, by rezoning land from A, Agricultural District, to RR, Single-Family Residential District, as per Application RZ17-11 Discussion: Council Member Cronin noted his support of this rezoning request. He explained the Parr family are long- time residents of the area and want to split their property so their children can build a home. Bill No Sponsored by Mike Elam An Ordinance amending the Zoning District Map of the County of St. Charles, Missouri, by rezoning land from R1A, Single-Family Residential District, to CO, Office District, as per Application RZ17-12 Discussion: Council Chair Elam called for the applicant to address the council. Phil Burkemper, applicant, explained this was denied at Planning and Zoning because they did not have a firm plan for the property. He stated although the property is not for sale at this point, he would like to request this application be tabled to further discuss their options. Motion was made by Council Member Cronin to table the bill per the applicant s request, seconded by Council Member Hammond and unanimously approved with no opposition noted. Bill No was tabled. Clarification was made by Captain Todd and Chris Hunt, this money was already budgeted and is available due to resignations and retirements. Discussion occurred on how identify theft cases are handled in the Police Department. Bill No Sponsored by Mike Elam An Ordinance amending the 2017 Budget adopted by Ordinance for a position within the St. Charles County Information Systems Department Bill No Sponsored by Council as a Whole An Ordinance amending Section of the Ordinances of St. Charles County, Missouri, the Unified Development Ordinance, regarding street pavement requirements Discussion: Council Member Cronin applauded this change which he noted could reduce the number of slab replacements that will be needed. Craig Tajkowski, County Engineer, responded to question by Council Member Brazil, that steel is not required, only in the joints, and that the change is to the requirements for the rock base. Bill No Sponsored by Joe Cronin An Ordinance declaring a portion of Guthrie Road to be abandoned and vacated. Discussion: Council Member Cronin explained the County will benefit with the trade of ground requested for vacation that is useless to the County for a larger property which can be used for right-of-way. He noted there was no interest from adjoining property owners for the property requested to be vacated. TABLED BILLS Council Member Hollander made a motion to remove Bill No from the table. Motion was seconded by Council Member Klinghammer with all members in favor and no opposition noted. Bill No Sponsored by Terry Hollander An Ordinance approving the amended Planned Unit Development of Park Charles South, Plat 2, Lot 250, to allow a front yard setback of 24.5 feet for a carport, as per Application AVR17-01 Discussion: Council Member Hollander noted he had given the applicant an opportunity to work with his neighbors to ensure they were agreeable to this request and no response has been provided to the Council from the applicant regarding this matter. He pointed out this matter was voted down by Planning and Zoning and his intention was to bring this forward for a vote. Council Member Brazil questioned if the applicant was aware this was being voted on tonight. There being no further discussion, the following vote was called for by the Chair: Council Member Cronin no, Council Member Brazil yes, Council Member Elam no, Council Member Hammond no, Council Member Hollander no, Council Member Klinghammer no, Council Member White no. Bill No was denied with 1 in favor and 6 opposed. ANNOUNCEMENTS & MISCELLANEOUS Council Member Hammond noted the Ad Hoc Meeting scheduled for tomorrow has been postponed. Council Member Cronin congratulated the local Phillips family on taking one of the largest bucks in the St. Paul area, which has been known for years. He relayed the buck had 39 points and could be a record. Council Member Elam noted the new December meeting dates of December 4 and 18.
