The following members were present: Willes Funderburk, Mike McCormic, Rod Hopkins, William E. Ruffin, Eric Garcie, Ricky K-Wall Sepulvado, Kenneth Ebarb, and Randy Byrd. Adopt the Minutes from Previous Meeting At this time Police Jury President Kenneth M. Ebarb allowed a period of public comment on any items on the agenda. Mr. Ebarb advised everyone that they would be allowed to comment later during the meeting on particular agenda items if they desire. There were no public comments at this time. Resolution No Motion by Ruffin and seconded by Sepulvado to adopt the minutes of the February 17, 2016 Police Jury meeting. Yeas: 8 Nays: 0 Absent: 1 5. Amend the Agenda The agenda was not amended. 6. Planning Commission- No report was provided by the Planning Commission. 7. Authorize Payment of Approved Bills

2 Resolution No Motion by Ruffin and seconded by Funderburk to pay the approved bills. Yeas: 8 Nays: 0 Absent: 1 8. Mayor Ken Freeman- El Camino Real Ken Freeman, Mayor of the Town of Many, addressed the Police Jury concerning the El Camino Real. The El Camino Real is working diligently to four lane Highway 6 from Texas to Mississippi. Texas has completed 70% of the project but Louisiana has only completed 10% of the project. On April 9, 2016, Mayor Freemen will be travelling to Washington, D.C. to lobby for funds for this project through the National Transportation Act. Mayor Freeman then endorsed the appointment of Kenneth Ammons to replace Linda Curtis-Sparks as an alternate member of the El Camino East-West Corridor Commission. Mr. Ronny Bison joined the meeting at this time. 9. Appointment of Alternate Position for the East-West El Camino Corridor Commission The Sabine Parish Police Jury is in receipt of a letter from Mrs. Linda Curtis-Sparks, dated March 10, 2016, tendering her resignation as an alternate member of the El Camino East-West Corridor Commission. Mr. Kenneth Ammons, director of the Sabine Parish Chamber of Commerce, has indicated that he is willing to serve as an alternate member of the El Camino East-West Corridor Commission. Resolution No Motion by McCormic and seconded by Ruffin to appoint Mr. Kenneth Ammons as an alternate member of the El Camino East-West Corridor Commission replacing Mrs. Linda Curtis-Sparks 10. Reappoint Mr. Thomas as a Commissioner for the Sabine Parish Housing Authority Mr. Bill Thomas term as a commissioner for the Sabine Parish Housing Authority will expire May 19, Mr. Doug Gauntt, Executive Director of the Sabine Parish Housing Authority, has requested that the Police Jury reappoint Mr. Thomas as a commissioner for a five-year term, expiring May 19, Resolution No Motion by Sepulvado and seconded by Byrd to reappoint Mr. Bill Thomas as a commissioner for the Sabine Parish Housing Authority for a five-year term ending May 19, Purchase of Generator for the 911 District The 911 District requested the Sabine Parish Police Jury to assist in the purchase of a new generator to provide emergency power for the 911 District, the Women s Jail and other necessary functions located in the courthouse. This item was tabled at the February 17, 2016 meeting.

3 Melinda Austin addressed the Police Jury concerning the need for and the benefits to be derived from a new 20kw generator. The cost of the new generator is to be shared by the Sabine Parish Sheriff, the Sabine Parish Police Jury and the 911 District. She requested that the Police Jury fund one third (1/3) of the cost of the new generator with the total cost payable by the Police Jury not to exceed five thousand dollars ($5,000.00). Resolution No Motion by McCormic and seconded by Hopkins to fund one third (1/3) of the cost of a new 20kw generator for the 911 District with the total cost payable by the Police Jury not to exceed five thousand dollars. ($5,000.00). 12. P. M. Woods Change the Name of the Ebarb Water District No. 1 Mr. P. M. Woods informed the Police Jury that the Ebarb Water District No. 1 has been donated the Marsh Water and Sewer System. The Water District has spent considerable time obtaining correct descriptions for the donated properties. The planned addition of the Marsh Water and Sewer System to the Ebarb Water District No. 1 has been submitted to the Public Service Commission for approval. Mr. Woods noted that within a few months, after the expected approval of the Public Service Commission, the Police Jury will need to adopt an ordinance renaming the Ebarb Water District No. 1 the Ebarb Water and Sewer District No. 1. There followed a general discussion of past problems encountered by the Marsh Water and Sewer System and the steps taken to correct them. 13. Return to Work Transitional Duty Policy The Sabine Parish Police Jury s worker s compensation insurance carrier has informed the Police Jury that a significant discount in premium (about 5%) can be obtained if the Police Jury adopts a formal return to work-transitional duty policy. The policy will allow employees who become injured or ill while on the job to return to work as soon as reasonably possible. Transitional duty will be available when approved by the treating physician and the personnel committee for a maximum of four (4) weeks. Resolution No Motion by Bison and seconded by Byrd to adopt the following return to work-transitional duty policy which will allow employees who have become injured or ill while on the job to return to work as soon as reasonably possible. RETURN TO WORK-TRANSITIONAL DUTY POLICY The Sabine Parish Police Jury is committed to providing a safe work environment for all employees and to promote healing if an injury occurs. Therefore, we have implemented a Transitional Duty procedure which will allow employees who become injured or ill while on the job to return to work as soon as reasonably possible. Transitional duty will be available when approved by the treating physician and the Personnel Committee for a maximum of 4 weeks. After which time the transitional duty position will be reevaluated. It is recognized that returning to a work environment as soon as possible after an onthe-job injury or illness occurs has positive impact upon the healing process and is in the best interests of the employee and employer alike. Supervisors shall identify and provide early return to work and/or transitional job opportunities for injured or ill employees whenever possible. Once notified of the availability of the transitional duty assignment, the employee must return to work on the date established by the Parish. The employee should immediately notify his/her immediate supervisor, department head or Parish Administrator if he/she believes any of the assigned tasks exceed the restrictions imposed by the treating physician. The following are some potential jobs that have been identified.

4 Previous job with modifications. INSIDE WORK Cleaning bathrooms. Cleaning up in the break area. Sweep, mop and clean offices. Washing windows. Cleaning around the building. Clean the refrigerator. Emptying the trash. Changing light bulbs in the buildings. Answering phones. TRUCKS AND TRACTORS Washing down equipment in the wash rack. Washing trucks. Vacuuming trucks. Windexing tractor cab windows. Identifying trailer decks in need of repair. Inspecting equipment for safety and functions. Fueling vehicles for the following days work. Checking the oil on equipment. SHOP WORK Straightening cords and hoses in the shop. Cleaning up oil spills. Wiping down mechanic s tools and tables. Removing mud and oil from the floor. Putting tools away. Sorting nuts and bolts. Sorting good parts and signs from no good parts. Sharpening chainsaws and saw blades. Picking up nails in the parking lot with a magnet. Small engine repair Picking up tools in the yard. FIELD WORK Applying roundup around parked equipment. Apply roundup around the street signs. Flagging traffic. Inspect for damaged signs. Painting curbs and bumper blocks bright yellow. Spray painting lamp posts and benches Driving a dump truck. Working compactor site. 14. Boundary Agreement- Pleasant Hill Family Dollar Store Mainstream Development II, LLC is in the process of opening a Family Dollar Store in the Village of Pleasant Hill. They have land adjacent to property owned by the Sabine Parish Police Jury. They have had their property surveyed by David Patterson with Land Source located in Baton Rouge, Louisiana. As part of their loan package, Mainstream Development II, LLC needs a fully executed boundary agreement with the Sabine Parish Police Jury whereby the parties agree that the location of the common boundary line between their respective properties to be as shown on the survey map. Resolution No Motion by Byrd and seconded by Ruffin to authorize President Kenneth M. Ebarb to execute the boundary agreement between Mainstream Development II, LLC and the Sabine Parish Police Jury.

5 15. Purchase of Property- 415 S. Capitol Street, Many, Louisiana Land and a building located at 415 S. Capitol Street, Many, Louisiana, directly across the street from the Parish Courthouse, has become available for purchase. Currently the Building Code Office is located in a small office in the basement of the courthouse and the Veteran s Office is located in a small office adjacent to a stairwell in the courthouse. Both areas are cramped and offer little room to work. This location is very favorable for moving the Building Code Office and the Veteran s Office from the courthouse building. The Police Jury has obtained a copy of a current appraisal for this property reflecting an estimated market value of one hundred and thirty thousand dollars ($130,000). Mr. Sepulvado, Chairman of the Courthouse and Jail Committee, has examined the building and found that it is structurally sound and constructed of quality materials. In his opinion, the building is ready to be moved in. Mr. Sepulvado recommended that the Police Jury purchase this property. Mr. Ruffin, Chairman of the Finance Committee, also recommended the purchase of this property. Funds from the General Fund will be used to purchase this property. Resolution No Motion by Sepulvado and seconded by Byrd to authorize the Secretary Treasurer to work with the Finance Committee and the Courthouse and Jail Committee to negotiate the purchase of the property located at 415 S. Capitol Street, Many, Louisiana 16. Temporary Move of Polling Place from Florien Civic Center Tammy Foster, Sabine Parish Clerk of Court, has requested that the Sabine Parish Police Jury approve temporarily moving the polling place from the Florien Civic Center across the street to the depot. The Village of Florien, Louisiana, will perform the accessibility survey for the new polling location. Signs will be placed directing voters to the new polling place and employees will be posted at the former polling place to direct voters to the new polling place. ORDINANCE 1 of 2016 AN ORDINANCE TEMPORARILY MOVING THE POLLING PLACE FOR PRECINCTS 1-2, 1-3, AND 5-3 FROM THE FLORIEN CIVIC CENTER, 106 HIGH SCHOOL DRIVE, FLORIEN, LOUISIANA, TO THE DEPOT, 220 WEST PORT ARTHUR STREET, FLORIEN, LOUISIANA WHEREAS, the Florien Civic Center, 106 High School Drive, Florien, Louisiana, has become unavailable as a polling place for Precincts 1-2, 1-3, and 5-3 for the election to be held April 9, 2016, NOW THEREFORE BE IT ORDAINED, that, the polling place for Precincts 1-2, 1-3, and 5-3 be temporarily moved (for the April 9, 2016 election only) from the Florien Civic Center located at 106 High School Drive, Florien, Louisiana, to the depot located at 220 West Port Arthur Street, Florien, Louisiana. Subsequent to the April 9, 2016 election, the polling place for Precincts 1-2, 1-3, and 5-3 will revert back to the Florien Civic Center located at 106 High School Drive, Florien, Louisiana. BE IT FURTHER ORDAINED, that this ordinance shall be in effect March 16, 2016 and it shall be published one time in the Official Journal of the Parish of Sabine, State of Louisiana, along with any other minutes of the meeting.

6 The foregoing ordinance having been offered upon a motion by Ruffin and seconded by Sepulvado was then submitted to an official vote and the vote thereupon was recorded as follows to wit: Yeas: Willes Funderburk, Mike McCormic, Rod Hopkins, William E. Nays: 0 Abstain 0 Absent: 0 Thereupon, the President declared this ordinance adopted on this the 16 th day of March, 2016, at the regularly scheduled meeting of the Police Jury of the Parish of Sabine. s/william E. Weatherford Secretary-Treasurer Motion by Bison and seconded by Ruffin to appropriate and transfer $195, from the Sales Tax Fund to the Parishwide Transportation Fund for March 2016 operations. 18. Committee Reports Solid Waste Committee The Solid Waste Committee met on March 16, 2016 with Mr. Bugs Veuleman, Mr. Douglas Olivier, and Mr. Bennie Garcie to develop recommendations to improve the efficiency of the Parish s compactor stations. The following actions were approved by the Committee: 1. Mr. Olivier will be conducting a meeting with all compactor operators stressing that household garbage needs to be placed into the compactor and not the opentop containers. He will develop signage to that effect and have the signs placed at each of the compactor stations. 2. Mr. Garcie will be checking all compacted loads to ensure that they are fully loaded before they are picked up by Progressive Solutions. A properly compacted load should weigh between 8.5 tons and 10.5 tons. 3. The Parish has a problem with residents of Texas disposing of their garbage in Sabine Parish. The Parish is going to post signs at the compaction stations

7 requiring proof of Sabine Parish residency. Bennie Garcie will be responsible for enforcement of this policy. 4. The Solid Waste Committee will consider the future purchase of land for an additional compactor at Toledo Town. 5. Signs stating Fill This One First will be placed on open top containers at the compaction stations to direct users as to which open top container to use. 6. The Police Jury will change the hydraulic oil in all the compactors. Road and Shop Committee The Road and Shop Committee met March 14, 2016 and reviewed the list of roads maintained by the Parish that were not included in the approved road list kept by the Secretary Treasurer. Mr. Byrd requested all the jurors to review the roads in their district included on the list of roads maintained by the Parish but not included on the approved road list to determine whether or not they should be adopted into the Parish Road System. 19. Operations Current Condition of Flooding. Mr. David Davis, Director of the Sabine Parish Office of Homeland Security and Emergency Preparedness, addressed the Police Jury and reported that a state of emergency had been declared in Sabine Parish. There are two types of assistance available to the Parish; Public Assistance (PA) for local governments which would be used for the repair of roads, bridges, schools, parks, etc. and Individual Assistance (IA) for individual citizens to be used for the repair of uninsured personal residences. Mr. Davis stated that he believed the Parish would have no trouble qualifying for Public Assistance (PA) but he did not believe that Sabine Parish would qualify for Individual Assistance (IA) due to the small number of homes affected by the recent flooding. Representatives of the Federal Emergency Management Agency (FEMA) will be in Sabine Parish on March 23 to review the damage. Hollis Allen Jones Hollis Allen Jones, road foreman for Wards 2 & 3, has terminated his employment with the Parish. The Police Jury desires to promote the most qualified individuals at all times. Resolution 7163 of March 20, 2013 requires a complete application, including a resume, for all promotional opportunities within its system. Resolution No Motion by Ruffin and seconded by Bison to suspend Resolution 7163 and to authorize Parish Road Superintendent, Douglas Olivier, to hire someone to replace Mr. Hollis Allen Jones as foreman for Wards 2 & 3 as soon as possible.
