ABSENT: Sharyon ; Chair Jody Backus called the meeting to order and delivered the invocation. Joe Henderson offered a motion, seconded by Hazel Hunter, to approve the Agenda. The motion was voted upon and carried with the following votes: ABSENT: Hunter, Backus, Russell, and Henderson Lincoln Parish Detention Center Warden Jim Tuten and Sheriff Mike Stone were present to discuss and answer questions concerning the proposed construction of a new Trustee Dorm and Segregation Wing. Following a general discussion and an expression of views on the matter by the committee members, Joe Henderson offered a motion, seconded by Hazel Hunter, that this matter be referred to the Finance Committee. The motion was voted upon and carried with the following votes: ABSENT: Hunter, Backus, Russell, and Henderson There being no other business to come before the Committee, the meeting was adjourned. 2 Insurance Committee Ruston, Louisiana TO: Lincoln Parish Police Jury FROM: SUBJECT: Insurance Committee Committee Report The Insurance Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, Tuesday,, at 5:30 p.m. Present were: Randy Roberson, Chair; Walter Pullen, Jody Backus, Skip Russell, and Joe Henderson. ABSENT: Randy Roberson called the meeting to order and delivered the Invocation. Walter Pullen offered a motion, seconded by Joe Henderson, to approve the agenda. Roberson, Pullen, Backus, Russell and Henderson First on the Agenda was to consider renewal of Property and General Liability Insurance Package for Randy Graham with The Lincoln Agency was present to review proposed coverage with the Committee. Following discussion, Skip Russell offered a motion, seconded by Walter Pullen, to renew the property and general liability package insurance for the year 2017 through The Lincoln Agency and authorizing the Administrator to utilize the carrier providing the best value. Roberson, Pullen, Backus, Russell and Henderson Parish Administrator Courtney Hall explained the proposed changes in the Health Insurance renewal premiums. Mr. Hall stated that the Standard Plan would increase by 5% and the Managed Care Plan would increase by 12% for a net overall increase of 9.35%. All benefits would remain the same. Following discussion, Skip Russell offered a motion, seconded by Walter Pullen, to accept the Standard Plan and the Managed Care Option renewals through the Police Jury Association Group Health Plan for The motion carried with the following votes: Roberson, Pullen, Backus, Russell and Henderson

3 Insurance Committee Ruston, Louisiana Next on the Agenda was to consider renewing the Parish Dental Plan Administrator through Meritain. Joe Henderson offered a motion, seconded by Jody Backus, to approve renewing the Dental Plan Agreement through Meritain for a three year term. The motion carried with the following votes: Roberson, Pullen, Backus, Russell and Henderson There being no other business to discuss, the meeting was adjourned. 4 Ruston, LA TO: FROM: SUBJECT: Lincoln Parish Police Jury Finance Committee Committee Report The Finance Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, Tuesday,, at 6:00 p.m. Present were: Joseph Henderson; Chair, Hazel Hunter, Jody Backus, Skip Russell, and Annette Straughter. ABSENT: Joe Henderson called the meeting to order and Annette Straughter delivered the Invocation. Annette Straughter offered a motion, seconded by Hazel Hunter, to approve the agenda. The first item on the Agenda was to consider salaries and wages for Parish employees. Following discussion and comments, Annette Straughter offered a motion, seconded by Hazel Hunter, to increase salaries and wages by 2.5% for the year Next on the agenda was to consider General Fund budget requests for The first request to be considered was Lincoln Total Community Action. Following discussion, Annette Straughter offered a motion, seconded by Hazel Hunter to fund Lincoln Total Community Action in the amount of $1, for the 2017 year with the additional $1, amount to be obtained by reducing the allocation to Four Paws.

The motion carried with the following votes: Jody Backus offered a motion, seconded by Annette Straughter, to fund the Sparta Groundwater Commission in the amount of $2, for the year The motion carried with the following votes: Skip Russell offered a motion, seconded by Jody Backus, to fund the Department of Veterans Affairs in the amount of $5, for the 2017 year. The motion carried with the following votes: Annette Straughter offered a motion, seconded by Hazel Hunter, to fund the Council on Aging in the amount $5, for the 2017 year. The motion carried with the following votes: Joe Henderson offered a motion, seconded by Annette Straughter, not to fund the Coordinating and Development Corporation for the 2017 year. Annette Straughter offered a motion, seconded by Hazel Hunter, to fund Keep Lincoln Parish Beautiful in the amount of $7, for the year The motion carried with the following votes: Skip Russell offered a motion, seconded by Jody Backus, to provide funding for Four Paws in the amount of $12, for the year 2017 with the full amount coming from the Hospital Proceeds Fund.

9 Public Works Ruston, LA TO: FROM: SUBJECT: Lincoln Parish Police Jury Public Works Committee Committee Report The Public Works Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse,, at 6:30 p.m. Present were: Skip Russell, Chair; Bobby Bennett, David Hammons, Jody Backus, and Annette Straughter. ABSENT: Skip Russell called the meeting to order and delivered the invocation. Jody Backus offered a motion, seconded by Annette Straughter, to approve the Agenda. The motion was voted upon and carried with the following votes: Bennett, Hammons, Backus, Russell, and Straughter First on the Agenda was to authorize an Intergovernmental Agreement with the Town of Dubach for the sale of a 2001 Ford ½ Pickup Truck S/N: 2FTRF17W01CA28848 in the amount of $ David Hammons offered a motion, seconded by Bobby Bennett to authorize the agreement with the Town of Dubach. The motion was voted upon and carried with the following votes: Bennett, Hammons, Backus, Russell, and Straughter Next on the Agenda was to consider amending the Capital Improvement Program to include roadways at the Lincoln Parish Park. Administrator, Courtney Hall, explained that bids for hot mix overlay projects for 2016 had come in well below budgeted amounts and recommended that this surplus be used for overlay work at the park. Jody Backus offered a motion, seconded by Annette Straughter, to approve amending the Capital Improvement Program to include hot mix overlay at the Lincoln Parish Park in the amount of $201, The motion was voted upon and carried with the following votes: Bennett, Hammons, Backus, Russell, and Straughter

10 Public Works Ruston, LA Annette Straughter offered a motion, seconded by Bobby Bennett, to approve the submittal of the FY2017/2018 LGAP Application for the purchase of a van for the Lincoln Parish Coroner s Office. The motion was voted upon and carried with the following votes: Bennett, Hammons, Backus, Russell, and Straughter Under reports, Parish Administrator, Courtney Hall, mentioned upcoming DOTD projects occurring within the parish. Highway Superintendent Jerry Doss gave a brief report on current projects. There being no other business to come before the Committee, the meeting was adjourned. 11 82 The Lincoln Parish Police Jury met in regular session on Tuesday,, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, Louisiana. Present were: Theresa Wyatt, District One; Hazel D. Hunter, District Two; Bobby Bennett, District Three; Randy Roberson, District Four; David Hammons, District Five; Walter Pullen, District Six; Jody Backus; District Seven; Skip Russell, District Eight; Joe Henderson, District Nine; Nancy Wilson, District Ten; and Annette Straughter, District Twelve. Sharyon, District Eleven Mr. Jody Backus called the meeting to order and David Hammons delivered the invocation and led the Pledge of Allegiance. Annette Straughter offered a motion, seconded by Randy Roberson, to approve the Agenda as presented. Henderson, Wilson and Straughter none. Mr. Backus called for any public comments on the agenda as approved. There were Skip Russell offered a motion, seconded by David Hammons, to approve the minutes of the September 13, 2016 regular meeting. Henderson, Wilson and Straughter Chief Kevin Reynolds was present to give a report on the Fire District. Annette Straughter offered a motion, seconded by Joe Henderson, to adopt a resolution for the off-system bridge program annual certification. RESOLUTION NO WHEREAS, the Code of Federal Regulations as enacted by the United States Congress mandates that all structures defined as bridges located on all public roads shall be inspected, rated for safe load capacity and posted in accordance with the National Bridge Inspection Standards and that an inventory of these bridges be maintained by each State; and WHEREAS, the responsibility to inspect, rate and load post those bridges under the authority of Lincoln Parish in accordance with those Standards is delegated by the Louisiana Department of Transportation and Development to Lincoln Parish. THEREFORE, BE IT RESOLVED by the governing authority of Lincoln Parish (herein referred to as the Parish) that the Parish in regular meeting assembled does hereby certify to the Louisiana Department of Transportation and Development (herein referred to the DOTD) that for the period 1 October, 2015 through 30 September, 2016: 1. The Parish has performed all interim inspections on Parish owned or maintained bridges in accordance with the National Bridge Inspection Standards. 2. Bridges owned or maintained by the Parish have been structurally analyzed and rated as to the safe load capacity in accordance with AASPHTO Manual for Maintenance Inspection of Bridges. The load information that has been determined by the LA DOTD for all bridges where the maximum legal load under Louisiana State law exceeds the load permitted under the operating rating as determined above has been critically

12 83 reviewed by the Parish. Load posting information has been updated by the Parish to reflect all structural changes, any obsolete structural ratings or any missing structural ratings. 3. Parish owned or maintained bridges which require load posting or closing are load posted or closed in accordance with the table in the DOTD Engineering Directives and Standards Manual Directive No All DOTD supplied load posting information concerning a bridge has been critically reviewed by the Parish Engineer prior to load posting. 4. Bridges owned or maintained by the Parish are shown on the attached list in the format specified by the DOTD. Corrections to data supplied to the Parish by the La. DOTD are noted. These stipulations are prerequisites to participation by the Parish in the Off-System Bridge Replacement Program. The resolution was considered section by section and as a whole and upon motion of Annette Straughter, being seconded by Joe Henderson, was unanimously adopted by the following votes on this the 11 th day of October Henderson, Wilson, Walker /s/ Jody Backus JODY BACKUS, PARISH PRESIDENT LINCOLN PARISH POLICE JURY Annette Straughter offered a motion, seconded by Hazel Hunter, to adopt a resolution authorizing the president to execute a contract concerning FY2015/2016 LGAP Award. RESOLUTION NOW, THEREFORE, BE IT RESOLVED that the Lincoln Parish Police Jury convened in Regular Session this 11 th day of October, 2016 does hereby authorize the President Jody Backus to execute any and all documents relating to the FY Louisiana Local Government Assistance Program (LGAP) Contracts. Annette Straughter offered a motion, seconded by Bobby Bennett, to introduce an ordinance authorizing the act of sale of adjudicated property parcel number Ordinance No (0) AN ORDINANCE TO AUTHORIZE AN ACT OF SALE BY THE PARISH OF LINCOLN TO SELL ADJUDICATED PROPERTY DESCRIBED AS: RESUBDIVISION OF LOT 12, EASTHAVEN SUBDIVISION, DEVELOPED INTO LOTS 22, AMBER COVE, UNIT 7, LESS LOT 21 TO DAVID F. WYLIE, IN ACCORDANCE WITH LA R.S. 47: 2202 T SEQ. AND TO AUTHORIZE THE LINCOLN PARISH POLICE JURY PRESIDENT TO SIGN ALL NECESSARY DOCUMENTS AND TO ADDRESS THER MATTERS RELATIVE THERETO

13 84 WHEREAS, the immovable property described below was adjudicated to the Parish of Lincoln on May 15, 2008, for nonpayment of taxes; and WHEREAS, the three (3) year period for redemption provided by Art. 7, 25 of the Louisiana Constitution has elapsed, as well as the five (5) year redemption period established by Parish Ordinance No: (0) and the owner of record has failed to redeem the adjudicated property; and WHEREAS, LA R.S. 47: 2202 et seq. provides that the Parish may sell adjudicated property in accordance with law after the expiration of the period for redemption; and WHEREAS, the Parish of Lincoln has declared the property described below surplus and not needed for a public purpose and to dispose of said property in accordance with LA R.S. 47:2202, et seq.; and WHEREAS, in accordance with L.A. R.S. 47:2202 the Parish of Lincoln has set a minimum bid for public sale at $690.00; and WHEREAS, the Parish of Lincoln has received a written offer to purchase said property from for the consideration of $, at the time of sale and has been accepted by the Lincoln Parish Police Jury; and WHEREAS, the property described herein below is scheduled for public auction on October 28, 2016 at 10:00 a.m. NOW BE IT ORDAINED by the Lincoln Parish Police Jury, that any Act of Sale of the below described property shall contain the following conditions and requirements: 1) This property described as Lincoln Parish Parcel # , with no municipal Ruston, Louisiana, and more fully described as: Resubdivision of Lot 12, Easthaven Subdivision, developed into Lots 22, Amber Cove Unit 7, less Lot 21 to David F. Parish Administrator Courtney Hall stated that the Public Property and Buildings Committee met at 4:30 pm this day to discuss and take action on an addition to the Lincoln Parish Detention Center. He stated that this item was referred to the Finance Committee for further review.
