1 PROCEEDINGS OF THE COUNTY BOARD ADAMS COUNTY, ILLINOIS COUNTY OF ADAMS) STATE OF ILLINOIS) The County Board of Adams County, Illinois met at the Courthouse, Quincy, Illinois, on Monday, at 7:00 P.M., pursuant to recess. PRESENT: Mike McLaughlin, Chairman Georgia Volm, County Clerk Mr. Hancox gave the invocation which was followed by the pledge of allegiance to the Flag of the United States of America. Chairman McLaughlin called the meeting to order. The County Clerk called roll and the following members were present: John Heidbreder, John Johnson, Rick Gengenbacher, Mark Peter, Matt Obert, John Brady, Les Post, Seldon Totsch, Bob Scott, Theresa Bockhold, Richard Reis, Connie Sparks, Joe Holtschlag, Kevin Rankin, Todd Duesterhaus, and Mike McLaughlin. Total present: 16. Absent were Joe Wand, Duane Venvertloh, Nick Peters, Steve Schutte, and Randy Reis. Total absent: five. After excusing those board members not present, Chairman McLaughlin declared a quorum present. Officeholders, department heads, and/or their representatives also present were: Mr. Jim Frankenhoff from the Highway Department, Mr. Barnard and Mr. Lovelace from the State s Attorneys Office, Ms. Zimmerman from the Supervisor of Assessments Office, Mr. Hancox from the Probation Department, Mr. Simon from the Emergency Management Agency, Ms. Niederhauser from the Regional Superintendent of Schools and Mr. Asher from the Treasurer s Office Mr. Duesterhaus moved to approve the minutes of the March 15, 2011 county board meeting as printed and distributed. Mr. Gengenbacher seconded the motion. Motion to approve the minutes of the March 15, 2011 adopted.

2 Page 2 Transportation, Building & Technology Committee Report (Mr. Post) Bills The committee met on Tuesday, March 22, 2011 and reviewed the bills for the Maintenance Department, the Jail, the Regional Superintendent of Schools, and the Technology Department. The committee also met on Monday, to review the bills for the Highway Department. All of the bills were in order. Department Reports Ms. Niederhauser discussed the funding issues of the Regional Superintendent of Schools with the committee. Information Technology has been upgrading the county s website. The new website should be complete in seven to ten days. County Highway Ordinance The County Clerk read the following ordinance, by title, for approval: An ordinance reporting bids and awarding the contract from the March 29, 2011 bid letting for the resurfacing of the various streets in Chapel Valley Subdivision in Melrose Road District using road district motor fuel tax funds and authorizing the Adams County Board Chairman to sign the contract (See Attachment A-1). Mr. Scott moved to approve the ordinance as read above. Mr. Brady seconded the motion. Motion to approve the ordinance as read above adopted. County Highway Ordinance The County Clerk read the following ordinance, by title, for approval: An ordinance reporting bids and awarding the contract from the March 29, 2011 bid letting for the resurfacing of Spring Lake Court in Spring Lake Estates Subdivision in Riverside Road District using road district motor fuel tax funds and authorizing the Adams Count Board Chairman to sign the contract (See Attachments B-1). Mr. Brady moved to approve the ordinance as read above. Mr. Holtschlag seconded the motion. Motion to approve the ordinance as read above adopted.

3 Page 3 County Highway Ordinance The County Clerk read the following ordinance, by title, for approval: An ordinance reporting bids and awarding the contract from the March 29, 2011 bid letting for the construction of a corrugated structural steel plate pipe arch culvert with necessary approach work on Baseline Road in Ellington and Mendon Road Districts using township bridge program funds and authorizing the Adams County Board Chairman to sign the contract (See Attachment C- 1). Mr. Holtschlag moved to approve the ordinance as read above. Mr. Brady seconded the motion. Motion to approve the ordinance as read above adopted. The committee s next meeting is scheduled for Wednesday, April 20, 2011 at 6:30 P.M. in the conference room of the Superintendent of Regional Schools. Legislative & Judicial Committee Report (Ms. Bockhold) Bills The committee met on Tuesday, March 22, 2011 and reviewed the bills from the Circuit Clerk s Office, the Juvenile Detention Center, the Probation Department, the Public Defender s Office, the State s Attorneys Office and the Supervisor of Assessments. All of the bills were in order. Department Reports Mr. Hancox, Probation Department, provided the committee with a summary of the Illinois Department of Juvenile Justice inspection report. No noncompliance issues were noted in the report. Ursa Street Light District/Lackey Ms. Bockhold read, by title, a request for the reappointment of Mr. Vic Lackey as trustee of the Ursa Street Light District. Mr. Duesterhaus moved to approve the request for the re-appointment of Mr. Vic Lackey as trustee of the Ursa Street Light District. Mr. Peter seconded the motion. Motion to approve the request for the re-appointment of Mr. Vic Lackey as trustee of the Ursa Street Light District adopted.

4 Page 4 Ursa Street Light District/Knox Ms. Bockhold read, by title, a request for the appointment of Mr. Bradley H. Knox as trustee of the Ursa Street Light District. Mr. Richard Reis moved to approve the request for the appointment of Mr. Bradley H. Knox as trustee of the Ursa Street Light District. Mr. Obert seconded the motion. Motion to approve the request for the appointment of Mr. Bradley H. Knox as trustee of the Ursa Street Light District adopted. Adams County Water District No. 1/Winters Ms. Bockhold read, by title, a request for the appointment of Mr. Robert D. Winters as trustee of the Adams County Water District No. 1. Mr. Duesterhaus moved to approve the request for the appointment of Mr. Robert D. Winters as trustee of the Adams County Water District No. 1. Ms. Sparks seconded the motion. Motion to approve the request for the appointment of Mr. Robert D. Winters as trustee of the Adams County Water District No. 1 adopted. Central Adams County Fire Protection District/Husemann Ms. Bockhold read, by title, a request for the re-appointment of Mr. Warren A. Husemann as trustee of the Central Adams County Fire Protection District. Mr. Totsch moved to approve the request for the re-appointment of Mr. Warren A. Husemann as trustee of the Central Adams County Fire Protection District. Ms. Sparks seconded the motion. Motion to approve the request for the re-appointment of Mr. Warren A. Husemann as trustee of the Central Adams County Fire Protection District adopted. The committee s next meeting will be on Tuesday, April 19, 2011 at 7:00 P.M. in the county board room. Public Health & Safety Committee Report (Mr. Peter) Bills The committee met on Tuesday, March 22, 2011 at 7:00 P.M. and reviewed the bills for the Sheriff s Office, Coroner s Office, Emergency Management and Animal Control. All of the bills were in order. Department Reports Mr. John Simon, EMA, reported on the potential for flooding as well as the preparations being made by the Emergency Management

5 Page 5 Agency. Mr. Simon also informed the committee that the county had received notification on the emergency declaration adopted by the county board due to the February, 2011 snow storm. Indian Grave Drainage District/Support The County Clerk read, by title, an ordinance to support the Indian Grave Drainage District s plans to construct an 80,000 GPM pump station (See Attachment D-1). Mr. Peter moved to approve the ordinance to support the Indian Grave Drainage District s plans to construct an 80,000 GPM pump station. Mr. Totsch seconded the motion. Discussion Mr. Peter explained that the county board was providing support to the drainage district in their efforts to obtain a low interest loan to develop a permanent pump station. The Indian Grave Drainage District runs north to south with Rock Creek running down the middle. During the Flood of 08 a temporary pump was used to pump out the rising water in Rock Creek thus preventing the water from going over the levies. The permanent pump would be used in the future. Motion to approve the ordinance to support the Indian Grave Drainage District s plans to construct an 80,000 GPM pump station adopted. The committee s next meeting will be on Tuesday, April 19, 2011 at 7:00 P.M. in the law library of the courthouse. Finance Committee Report (Mr. Johnson) Bills The committee met on Monday, April 4, 2011 and Monday, to review bills. Additional Fund Appropriation/Treasurer Not on the agenda and without objection, the County Clerk read, by title, a request from the Treasurer s Office for the following additional fund appropriations: $ to the revenue account # , Lab Analysis Fees; and $1, to the revenue account # , West Nile Virus Contract; and $32, to the revenue account # , Violent Persons Commitment Reimb. (See Attachment E-1). Mr. Heidbreder moved to approve the request from Treasurer s Office as read above. Mr. Johnson seconded the motion.

Those voting to approve were Heidbreder, Johnson, Gengenbacher, Peter, Obert, Brady, Post, Totsch, Scott, Bockhold, Richard Reis, Sparks, Holtschlag, Rankin, Duesterhaus and McLaughlin. Total 16. Absent were Wand, Venvertloh, Peters, Schutte and Randall Reis. Total five. Those voting no: none. Motion to approve the request from the Treasurer s Office as read above adopted. Medical Insurance/Monthly Payment Not on the agenda and without objections, Mr. Heidbreder made a motion to adopt a monthly payment of funds for medical insurance report (See Attachments F-1 and F-2). Mr. Johnson seconded the motion. Discussion Retired employees have the option of purchasing health insurance for themselves and/or their dependents from the county. Several payment options are available to the retirees, including payments made from their IMRF and payments made via personal checks. In addition, several situations can occur which result in different costs to the employee. Those retirees and/or dependents under the age of 65 pay a higher cost since the county is the primary carrier. Those retirees and/or dependents over the age of 65 pay a lesser cost since social security is the primary carrier. The Finance Committee is currently reviewing the cost structure. Mr. Heidbreder moved to table the above monthly payment of funds for medical insurance for further review by the Finance Committee. Mr. Johnson seconded the motion. Financial Outlook Mr. Johnson noted that revenue balances at the end of March, 2011 were slightly improved. He also noted that the projected cash flow in the Ambulance Department indicated a negative balance in June, The preliminary forecast indicated the negative balance may occur in May or June of this year. Unfinished Business Transparency Ordinance Ms. Bockhold moved to table the transparency ordinance for further review. Mr. Duesterhaus seconded the motion. 7 Page 7 New Business Monthly Reports The County Clerk had monthly reports from the Supervisor of Assessments/Board of Review, the monthly check register for March, 2011, the County Clerk/Recorder, Quincy/Adams County 9-1-1, the Coroner s Office, the Treasurer s Office, the Probation Department, the Sheriff s Office, the Ambulance Department and the Juvenile Detention Center. Mr. Scott moved to receive and file the monthly reports with the appropriate committee. Mr. Peter seconded the motion. Redistricting Mr. Heidbreder indicated that the map proposed for redistricting would not be available until such time as the local census was on-line. In addition, consideration of boundary lines for precincts was pending the determination of the ward lines by the City of Quincy. Several Quincy precincts may be eliminated to reduce election expenses, but additional savings will occur if the boundary lines of the precincts and the wards in the City of Quincy were matched.
