5 WIOA as the Coordinator Several workforce development policy conversations focus on greater alignment with WIOA Perkins-CTE Higher Education Act TANF Criminal Justice Reform Why does this matter? WIOA was a major bipartisan achievement in a divided political environment Common interest in performance outcomes employment, wage gain, credential/skill attainment Brings business engagement to the conversation which can be a catalyst to policy negotiations

6 Coordination in Action Perkins - CTE Uses WIOA career pathways definition and encourages CTE and state workforce boards to align with existing career pathways State CTE planning will now be adopted every four years, in line with WIOA Alignment of CTE programs with existing sector partnerships TANF Reauthorization House Ways and Means Committee approved five year reauthorization bill in May Adopts key WIOA performance indicators Adds CTE and apprenticeships as eligible work activities Removes cap on education and training in current law Work requirements on ALL work-eligible recipients Senate Democrats have offered an alternative proposal with several common themes with WIOA alignment

7 The Apprentice White House Edition The Trump Administration has several initiatives in play that would increase apprenticeship, on-the-job training, and work-based learning activities/programs Apprenticeship Task Force created the Industry Recognized Apprenticeship Program (IRAP) outside of DOL registered apprenticeship program Department of Labor recently announced $150 million in grant funding for IRAP applications Educational institutions are the lead applicants and must include private sector partner(s) workforce boards are suggested as other partners

10 What s At Stake in Midterm Elections? Democrats need a net gain of 23 seats to control the House of Representatives Democrats are hoping the American public wants a check on the President Control of the Senate will come down to Democratic Senators in red states In last 9 midterm elections, President s party has LOST House seats 7 times With control of the House, Democrats would ramp up their investigations possibly towards impeachment Impeachment is more an exercise of politics than law Joe Donnelly Indiana Heidi Heitkamp North Dakota Joe Manchin West Virginia Jon Tester - Montana

11 Minnesota Bellwether? Hillary Clinton won the district by nearly 10 points in 2016 Paulsen votes with Trump s position more than 90% Well-funded/known opponent If Paulsen wins in November, Republicans will had a great night Additional toss-ups in MN 1, 2, and 5

12 Inside Trump s Approval Rating Trump Approval Ratings Through mid-june 2018 President Trump s favorability ratings have remained steady with Republican voters ~80% in recent polling Unfavorability rating tells a similar story from Democratic voters ~85% from same survey Overall job rating has improved by 8 points since beginning of this year Economy is going strong with low unemployment and consistent job growth Fallout from foreign policy/trade positions? January February March April May June Approval Disapproval
