1 Marion Local Board of Education Minutes of the Regular Meeting held on October 10, 2016 at 7:00 p.m. in the Board Conference Room. Meeting was called to order by President Elaine Pierron with the pledge of allegiance recited by all present : Brenda Schwieterman motioned that the minutes of the Regular Meeting held on September 12, 2016 be approved as read. Tim Pohlman seconded the motion. A roll call vote resulted as follows: Schwieterman yea, Pohlman yea, Bruns yea, Moorman yea and Pierron yea. Motion passed. Recognition of visitors: Brice Schmitmeyer, President of Access Engineering Solutions, along with Chickasaw Board of Public Affairs members, Al Lochtefeld and Jim Moorman, presented an update on the proposal introduced on June 13, 2016 for Marion Local Schools to tie into the new water system being pursued by the Village of Chickasaw. Estimated costs to extend a 12-inch waterline south along State Route 716 from Marion Industrial Park to the south property line of the Marion Local School Property would cost approximately $600,000 plus interest. After construction the line would be owned and maintained by the Village of Chickasaw and Marion Local Schools would be responsible for repayment of loan costs incurred to extend the waterline. In addition, the school district would have a monthly water usage bill from the village but that cost is undetermined at this time. However, the current expenses for maintaining the water wells would be eliminated if the water line was extended to the school. The village will be pursuing the project regardless of what the school decides to do. The village is still waiting to know if the project was awarded funding through grants and doesn t expect bidding to start until the summer of 2017 with construction starting in July of Brice explained that they will need to know if the school plans to tie into the water system by the spring of Tim Buschur, Director of the Tri Star Career Compact, presented a Tri Star 2.0 update. He discussed how the levy passed 75%/25% which has been unheard of. The design process typically takes about 18 months but they are going to try to get it done in 13 months. They are hoping the building will be ready in the fall of Tim along with Tom Sommer, Celina City Schools Treasurer, will be heading to New York next week for the bond rating. Tim also explained that bonds could be sold locally in increments of $5,000. They plan to move forward with the project as fast as possible. He is excited about the interest of businesses wanting to help enhance the facility. Tim reported that he hopes to attend a meeting every 5-6 months to keep the Marion Local Board of Education updated on the progress. Marion Local Technology Coordinator, Michelle Mescher, submitted the following report: Professional Development Fall technology in-service opportunities are continuing. Looking into the possibilities of maintaining for an additional year or replacing. Marion Local High School Principal, Tim Goodwin, submitted the following report: Band: Congratulations to Mr. Spettel and the band for their recent performances at their contests. They have received several superior ratings and numerous awards. In doing so, they have also qualified for the state marching band competition. Safety Week: Safety week went well. I would like to thank the students and staff for their cooperation and assistance during the drills. Homecoming: Congratulations to Macey Griesdorn for being named this year s queen. The other members of the homecoming court were Maddie Griesdorn, Mikayla Spoltman, Chloe Bertke, and Jessie Kramer. Senior College Application Night: Mrs. Dippold hosted a night for seniors to come in and begin to work on their college applications. I would like to thank Mrs. Dippold and Mrs. Overman for volunteering their time for this service. 27 seniors were in attendance at some point during the evening. Grandparent s Day was held last Thursday, October 6, We had a large turn-out of grandparents for this annual event. A musical performance by our K-4 th grade students took place at 9:00am followed by an open house to visit classrooms after the performance. I would like to thank Amanda Rhonemus, Brad Spettel, and the entire K-4 2

3 teaching staff for preparing the kids and the vast amount of artwork that decorated the halls last Thursday. It was a great morning! 2. Kim Bruns presentation on the Ohio Gifted Art Exhibit. 3. Julie Sommer presentation on her work with the AIR testing consortium. 4. On Wednesday, September 21 we had a K-8 staff meeting where we discussed the state report card and our district performance. I shared with the teachers the lack of consistency and questionable validity we receive from the report card measures in general. There is one measure though has proven to be valid and that is the performance index. This is a measure of how advanced our students are scoring on AIR assessments from last spring. Our PI score was a To celebrate, we are having a relax day where the students are going to wear pajamas to school, have ice cream as a treat at lunch, and have an extra recess. 5. We have been through one round of collaboration meetings. These times are designed where myself, grade level teachers, and special education can meet to discuss the individual needs of students at each grade level. We are also using this time to discuss the book, What Great Teachers Do Differently. 6. We have kicked off the Mercer County STEM Challenge this month. Each month, October-February, each district is participating in a STEM activity at the K-4, 5-8, and 9-12 levels. Karen Rose from the ESC is putting together kits of materials and lesson plans to make the activities very accessible for the teachers. Each month different sponsors are donating funds for the materials for the projects. I would like to thank St. Henry Bank for being one of the sponsors for October. 7. Upcoming events: a. Tri-Star Facilities Tour for 8 th grade, October 25 Mrs. Heather Cramer, Marin Local Treasurer, submitted the following report: The financial report for September 2016 was approved by the board. The report showed that $502, was spent on 3 regular payrolls. $223, was issued in warrant checks and 3

4 $106, in memo checks. Therefore, I will be asking you to approve the permanent appropriations and adopt fund and object as the legal level of budgetary control for the general fund 001 and adopt fund only as the legal level of budgetary control for all other USAS account codes. Since I will be presenting this along with the five year forecast; I am still working to tie the two presentations together. I will pass out this information at the meeting Monday night. Activity Budget Ask you to approve revised sports camp budget for the Marion Local Volleyball Camp to adjust for the revenue and expenses for the clothing fundraiser. 5 16-69: Upon the Superintendent s recommendation, Dave Moorman motioned that the Board of Education approve the permanent appropriations at $12,019, plus prior years carryover for a total of $12,109, Further to adopt fund and object as the legal level of budgetary control for the general fund 001 and adopt fund only as the legal level of budgetary control for all other USAS account codes, and also approve the Certificate of Estimated Resources and Activity Budgets. Marion Local Superintendent, Mr. Mike Pohlman, submitted the following report: Insurance rates The Mercer Auglaize Benefit Trust recently approved rates for medical, prescription, and dental insurance at our last monthly meeting. Medical and Prescription have now been combined, and will have a 0% increase. Dental will have a 10% increase with it starting January Roof: All bids are due to the central office by 2:00 p.m. on October 27 th. We hope to have a recommendation to accept a bid at the November Board meeting. Safe Routes to School: I have been working with Jim Keller and Shannon Everman from the MCDO on completing a travel plan to submit to the Ohio Department of Transportation in the future. Our goal is to increase the safety of travel to and from school. We feel this is of utmost important due to the new housing that is going up close to school and having an increase in pedestrians travelling to our campus. I will keep you up-to-date in the future as we progress on this plan. Principals: October is principal appreciation month.
