1 FOND DU LAC BOARD OF EDUCATION 72 West Ninth Street Fond du Lac, Wisconsin April 25, 2016 OATH OF OFFICE Judge Peter Grimm administered the Oath of Office to recently elected Board member Peggy Breister and re-elected members Elizabeth Hayes and Mark Jurgella. CONVENE Call to Order, Roll Call, Establish Quorum, Moment of Reflection/Pledge of Allegiance. The regular meeting of the Board of Education was called to order by President Nett at 5:02 p.m. A Moment of Reflection preceded the Pledge. The Pledge of Allegiance to the Flag was led by STEM Institute students Jared Ott, Mason McGrath, and Isaac Dreifuerst. Following the Pledge, the STEM students spoke about their projects for the Design Challenge that will be taking place on Thursday evening. ROLL CALL Members present: Breister, Hayes, Jones, Jurgella, Nett, Uselmann. Administrative Staff members present: Sebert, Brockert, Hagen, Lewis, Michalkiewicz, Sheridan, Simon, Smith, Williams. ELECTION OF OFFICERS The election of officers for was held this evening. As in the past, the Board elected its officers by using the secret ballot process: The names of all Board members are listed on the ballot; Board members are provided copies of the prepared ballot. The first ballot is for president. Each member marks the person he/she supports for that office. To be elected, an individual needs a majority vote of the members present at the meeting. If a majority is not obtained on the first ballot, a second ballot is taken, which again includes all the names. The person elected as president assumes that office immediately upon election. As with the president, the same process of election is followed for each of the remaining offices: vice president, secretary/clerk, and treasurer. Each elected officer assumes his/her responsibilities immediately upon election. Once the balloting has been completed for all offices, a motion is made to affirm the results of the election and formally seat the new officers. It should be understood which additional responsibilities accrue to the members elected to various positions. (See Board Policies 2.321, 2.322, 2.323, and ) The Board members elected to specific offices do not lose any of their rights with respect to deliberation and voting except as may be limited by law.

2 Board of Education Page 2 April 25, 2016 MOTION BY Jurgella, seconded Nett to approve the results of the secret ballots and declare the following duly elected as officers of the Board of Education for the following year effective April 25, The officers will formally and immediately assume their respective positions: President Vice President Secretary/Clerk Treasurer Mark Jurgella Linda Uselmann Elizabeth Hayes Dr. Susan Jones ANNOUNCEMENTS/ COMMUNICATIONS Workshop Teacher Appreciation Week Following adjournment of the regular meeting, the Board will convene in a workshop to review the Acuity Fund grant applications. Teacher Appreciation Week is May 2-6, Board members hope to visit schools to show their appreciation for our teachers. Recognize FHS Senior Samuel Meier on Receiving a Kohl Excellence Scholarship Recognize All-State Honorable Mention Boys Hockey Players Caylen Dyni, William Shober, and Noah Wilson and Coach Ryan Sarazin Recognize FHS Culinary Team and Advisor Stephanie Fox on Third Place Finish at State in The ProStart Invitational Competition The Board recognized Samuel Meier on receiving a Kohl Excellence Scholarship. Congratulations to Samuel on receiving a $5,000 scholarship this year. The Board recognized All-State Honorable Mention Boys Hockey Players Caylen Dyni, William Shober, Noah Wilson, and Coach Ryan Sarazin. The Board recognizes the FHS Culinary Team and Advisor Stephanie Fox on their third place finish at State in The ProStart Invitational Competition.

3 Board of Education Page 3 April 25, 2016 AUDIENCE TO VISITORS AND DELEGATIONS APPROVAL OF CONSENT RESOLUTION AGENDA Bill Morgan, 47 Sammy Jo Circle, Fond du Lac, social studies teacher at FHS, father of three past and present Fond du Lac students, and FEA co-president. Mr. Morgan had several ideas to encourage more communication between teachers, administration, and Board members. MOTION BY Nett, seconded Jurgella to approve the consent agenda as follows: A. Human Resources Approvals: 1. Resignations Elizabeth Severson, social studies and AP psychology teacher at Fond du Lac High School, effective June 10, 2016; Elizabeth Gravelle, biology teacher at Fond du Lac High School, effective June 9, 2016; Carlie Stigler, elementary teacher at the STEM Academy, effective June 9, 2016; Jonathan Schubert, EBD teacher at Fond du Lac High School, effective April 19, 2016; and Paul Bell, science teacher at Fond du Lac High School, effective June 9, Retirement - Nilla Oehlke, family and consumer education teacher at Sabish Middle School, effective June 30, INDIVIDUALLY CONSIDERED RESOLUTIONS Business Services Designation of Public Depositories Each year the Board designates the depositories for school funds to be used during the following year. The list includes depositories for District funds as well as student activity funds. A list has been prepared including a list of recommended public depositories. There are no recommended changes to the list from last year. MOTION BY Nett, seconded Jurgella to designate as qualified public depositories for the Fond du Lac School District under Chapter of the Wisconsin Statutes the following banking institutions: National Exchange Bank & Trust of Fond du Lac US Bank, Fond du Lac Associated Bank of Fond du Lac American Bank of Fond du Lac Chase, Fond du Lac Fox Valley Savings Bank, Fond du Lac

4 Board of Education Page 4 April 25, 2016 Hometown Bank, Fond du Lac BMO Harris Bank, Fond du Lac BMO Harris Bank, Milwaukee Fond du Lac Credit Union, Fond du Lac Marine Credit Union, Fond du Lac State of Wisconsin Local Government Investment Pool, Madison WISC (Wisconsin Investment Series Cooperative) MidAmerica Authorize Signature Stamps Board Policy 4.71 authorizes a facsimile/electronic replica signature stamp for use on all checks and certain other documents requiring signatures of Board members. Authorization is required to continue to use the old stamp until a new one reflecting the outcome of the election of officers can be made. MOTION BY Jones, seconded Uselmann to authorize the use of the present facsimile/electronic replica signature stamps until those containing the signatures of the newly elected Board officers are obtained. Board Approvals Consider Board Compensation Policy 2.83 provides for the establishment of Board compensation. The decided rate of compensation becomes effective with the organizational meeting of the Board. The current rate of annual compensation is $1,800 for the Board President and $1,600 for all other members. The enclosed chart shows a comparison of salaries from Julie Nett suggested that the compensation amount could be increased in the future. MOTION BY Jones, seconded Uselmann in accordance with Board Policy 2.83 Board of Education Member compensation, the level of compensation for the year of Board member service be maintained at $1,800 for the Board President and $1,600 for all other members. WASB Delegate and Alternate The Board annually appoints one member as a delegate and one as an alternate to the WASB Convention in January Elizabeth Hayes will already be attending the convention as a WASB officer.

BOARD / ADMINISTRATOR REPORTS SUPERINTENDENT 25-Year Awards Dinner Monday, May 2, 2016 Career Construction Academy At Fond du Lac High School Review of Carl Orff s Carmina Burana Dr. Sebert previewed the annual 25-Year Awards Dinner, which will take place on May 2. This year we will welcome 18 new members into the group. Discussions among school district staff and community partners have been ongoing since the Board workshop we had in October. John Williams is coordinating a team of those people involved to come to one of the May Board meetings to share the latest on this school improvement project. Dr. Sebert provided a review of this significant community event which occurred this past weekend at the Fond du Lac High School Performing Arts Center. BOARD MEMBERS Student / Staff Activities Peggy Breister attended the Carmina Burana performance. Linda Uselmann visited the Riverside academic parent/teacher team event. Elizabeth Hayes attended the National Association of School Boards meeting in Boston. Mark Jurgella watched via live streaming the Woodworth Band Festival performance. They will perform again this week at the Goodrich Little Theater. ADDITIONAL APPROPRIATE MATTERS Dr. Jones noted the low enrollment in teacher programs in Wisconsin. Dr. Sebert is involved with a Youth Leadership Group and mentioned looking into having a student on the school board in the future. AUDIENCE TO VISITORS AND DELEGATIONS None.
