(Held 11/10/15 at the request of the Administration.) 1. Councilmember Wan asked the Committee to hold 15-O-1197 so that the Department of Public Works (DPW) could continue reaching out to all NPU s. Cotena Alexander with the DPW stated that that process had begun. A tally should be received and attached to the legislation. DPW is following up on this request. Should be ready to move by December 2, Chairperson Moore asked Miguel Southwell, Aviation GM, to be prepared to give a presentation or update on permitting and regulating Transportation Company's like Uber and Lyft at HJAIA, at one of the upcoming Transportation Committee meetings. The presentation should provide a summary of the procedures that will be put in place and should let the committee know if the council will need to introduce legislation. A work session was held on July 24, A second work session will be scheduled. 1/27/16 3. Councilmember Hall requested Megan Middleton, Mayor s Office of Intergovernmental Affairs, provide the Committee with an update on the Fulton County Transportation Tax. 2/9/16 4. Chairperson Adrean requested the Department of Public Works provide an update on Parking Management Services since all Town Hall Meetings have concluded. WHEREAS, the City of Atlanta ( City ) owns and operates Hartsfield-Jackson Atlanta International ( ); and WHEREAS, the City has undertaken a Capital Improvement Program to facilitate the expansion and improvement of the ; and WHEREAS, it is necessary to amend the FY2016 Budget for completed, cancelled, realigned or postponed Projects and to transfer these Funds to make them available for other Projects including Cargo Building C and Taxiway Pavement Replacement Phase 2. 14 16-O-1050 H.2 AN ORDINANCE BY TRANSPORTATION COMMITTEE TO AMEND THE FY2016 [AIRPORT RENEWAL AND EXTENSION FUND (5502), THE DEPARTMENT OF AVIATION SERIES 2015 COMMERCIAL PAPER PROGRAM (5533) AND THE AIRPORT PASSENGER FACILITY CHARGE FUND (5505)] BUDGETS BY TRANSFERRING TO AND FROM APPROPRIATIONS A TOTAL AMOUNT OF $41,685, FOR REIMBURSEMENT OF THE AIRPORT RENEWAL AND EXTENSION FUND; AND FOR OTHER PURPOSES. WHEREAS, various consultant contracts provide that compensation limits shall be established annually by the Aviation General Manager upon approval of the City Council; and WHEREAS, the City s Renewal and Extension Fund (5502) is authorized to receive reimbursement for said expenditures from the Department of Aviation ( DOA ) Series 2015 Commercial Paper Program (5533) and the Passenger Facility Charge Fund (5505); and WHEREAS, the City of Atlanta has heretofore entered into Contracts with contractors for Construction Services for the Hartsfield-Jackson Development Program with funds other than the ultimate funding sources that now need to be reimbursed; and WHEREAS, a reimbursement of funds to and from the Renewal and Extension Fund (5502), the DOA Series 2015 Commercial Paper Program (5533) and the Passenger Facility Charge Fund (5505), covers payments to contractors for work for certain projects (Attachment A); and WHEREAS, the City must complete an Inter-fund Operations Transfer of funds to partially reimburse its Renewal and Extension Fund (5502); and WHEREAS, it is now necessary to amend the FY2016 Renewal and Extension Fund (5502), the DOA Series 2015 Commercial Paper Program (5533) and the Passenger Facility Charge Fund (5505) budgets for the reimbursement to be made. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA, HEREBY ORDAINS, AS FOLLOWS: SECTION 1: That appropriations in the Passenger Facility Charge Fund (5505) be transferred as follows: Transfer from Appropriations The amount of: 21,685, FDOA: Passenger Facility Charge Fund Reserve for Appropriations Reserve Conversion Account - Class 1 Accounting Transfer to Appropriations 16-O-1050 Page 2 of 5 Packet Pg. 14

WHEREAS, Division 2 of Article IV of Chapter 150 of the City Code generally governs the loading and unloading of passengers at bus stops and the manner of identification of bus stops on the curbs of city streets; and WHEREAS, the regulations of Division 2 of Article IV of Chapter 150 were designed primarily for commuter buses; and WHEREAS, pursuant to adopted by the Atlanta City Council on November 3, 2014 and approved by the Mayor without signature by operation of law on November 10, 2014, the City Council amended the Code to add a new Article codified as Article IX, entitled "Loading and Unloading of Intercity Buses"; and WHEREAS, Ordinance did not include a fee structure for the permit application for intercity bus service operators seeking to unload or load passengers in the public-right-of-way; and WHEREAS, it is the desire of the Atlanta City Council to amend Chapter 150,Article IX, Section 307(a) of the Atlanta City Code of Ordinances to add a fee structure for the permit application for the operation of intercity buses.
