Marion Road, Mt. Gilead, OH Chairperson Williams called the meeting to order at 7:10 p.m. There were 18 members present. Members Excused: Arndt, Carney, Kreeger, Shinaberry. Members Absent: Ralley. Others present: Mariann Teacher, Bob Sutherland, Virgil Staley, Diane Kruger, Olen Jackson, Dennis Leader and Emily Sautter. Park moved to approve the December minutes, seconded by Mason. The vote was all yes. As the January meeting was canceled due to weather, there were no meeting minutes to review. II. MEMBER EDUCATION Dennis Leader, Congress Township resident and member of landowners group working with AEP on Wind Energy, gave a presentation on the process of how the landowners group chose to work with AEP. Leader outlined the basics of how Morrow County was selected as a possible site for a wind farm. Leader feels that Morrow County is in a positive position to establish a wind farm once the metrological studies are complete. Yust asked how the wind turbines will benefit the County economically. Leader said that the landowners would benefit from increased income. However, it has not been determined by the State yet as to how the County can benefit from direct taxation of the wind energy produced. Emily Sautter from Green Energy Ohio outlined several grant and loan programs that were available for alternative fuel; with an emphasis on educational and municipalities use. III. 3 VI. ZONING MAP/AMENDMENTS OTHER BUSINESS Williams distributed minutes from the Subdivision Review Committee s first (and only to date) meeting in January. This committee is being put on hold until some administrative issues are worked out and all open twoyear terms are filled in March. REPORTS/UPDATES Olen Jackson gave an overview of the proposed stimulus package. All County and Village entities have been urged to submit projects for this stimulus money. However, the directive has been to diminish expectations. Projects with the greatest impact are the only ones being given serious consideration. At this point it is too early to tell who will receive the dollars. Jackson also spoke on the Neighborhood Stabilization Program, for which Morrow County is acting as lead agency. This program includes Wyandot, Morrow and Crawford Counties and the cities of Bucyrus and Galion. This program is geared to help areas hit the hardest by foreclosures. Morrow County has targeted Edison and Fulton where the highest number of foreclosures exist. Jackson outlined the initiatives of the County Commissioners Association stressing Wind Energy and Agriculture activities. Morrow Counties Zoning Regulations have been used as a model for the State Regulations. However, the State s regulations require a 750foot setback. Jackson said there will be a levy on the May ballot for the Extension office. This county will not be able to have 4H if the levy does not pass. Two RPC members, Davis and Creswell, are on the levy committee and will provide updates as available. Teacher reminded everyone to review the packet of information they received with all budgetary items and to contact her with questions. Teacher attended a seminar given by the Health Department on behalf of the Technical Review Board to help educate septic system installers. Williams said the Commissioners had not received reappointment letters from Bennington, Harmony, Peru, South Bloomfield Townships or the Village of Cardington. Williams thanked Barb Miley for her years of service to the county and wished her well for the future. Stanley Stoney is the new appointee from North Bloomfield Township. Williams reminded everyone of the RPC website ( and the need to use it for posting handouts. With the County budget situation, we can t afford to spend 34 mailing packets to members. Teacher said members without Internet would be called each month and a package would be available at the meetings. The Executive Committee will work on redoing the RPC bylaws and present all suggested changes to members. This work will continue over time; Rogers suggested getting member feedback via . Williams said she and Bob Thomas attended the Zoning meeting in January. The Zoning Commission is focusing on yearly revisions to the code to be proactive. Goals for the Zoning Commission in 2009 were being proactive, as well as accountability and consistency. Virgil Staley said Diane Kruger was appointed as liaison between Zoning and the RPC. Diane said she was looking forward to improving communication between the two Commissions and felt the County has some challenges ahead that warrant combined efforts.
