Present: Commissioners Bryon Gyldenvand, Chairperson, Jim Schulz, Don Fisher and Ald. Steve Hackett Absent: Romie Jungers (excused) Also Present: Police Chief Brian Hoelzel 1. CALL TO ORDER 2. APPROVE AGENDA MOVED by Comm. Schulz, SECONDED by Comm. Fisher to APPROVE the agenda as presented. 4 ayes, 0 nays, 1 absent. MOTION CARRIED on a voice vote. 3. MINUTES FROM THE DECEMBER 13, 2016 MEETING MOVED by Ald. Hackett, SECONDED by Comm. Fisher to APPROVE the December 10, 2016 Minutes. 4 ayes, 0 nays, 1 absent. MOTION CARRIED on a voice vote. 4. REVIEW OF DECEMBER 2016 EXPENSE REPORT Chief Hoelzel said the report looks different this month because of the way the reports are run normally, he is not able to show the actual period and added that Ms. Kasza ran the report for him. He said the expenses are at 97.67% of the budget that has been expended. A little over $35,000 is left for the remaining funds, payroll has to be paid for the last week and bills. He anticipates the 2016 budget will be very close to 100%. There was general discussion regarding the security line item which is at approximately 190%. Chief Hoelzel said he thinks it is something that Mr. Russ Montgomery charges for and is probably the alarm system. He said he will look into the bill. Chief Hoelzel said he will also review the long distance phone calls that are being made. MOVED by Comm. Fisher, SECONDED by Comm. MOTION TO CONVENE INTO CLOSED SESSION IN ACCORDANCE WITH WISCONSIN STATE STATUTE 19.85(1)(c) FOR THE PURPOSE OF INTERVIEW FOR PATROL OFFICER PROCESS MOVED by Comm. Fisher, SECONDED by Ald. Hackett to CONVENE into Closed Session in accordance with Wisconsin State Statute (1)(c) for the purpose of Interview for Patrol Officer process. 4 ayes, 0 nays, 1 absent. MOTION CARRIED on a voice vote.

3 Police and Fire Commission Meeting January 10, 2017 The time into closed session is 4:38 p.m. 6. MOTION TO RECONVENE INTO OPEN SESSION FOR POSSIBLE ACTION MOVED by Ald. Hackett, SECONDED by Comm. Fisher to RECONVENE into Open Session. 4 ayes, 0 nays, 1 absent. MOTION CARRIED on a voice vote. The time into open session is 5:27 p.m. MOVED by Comm. Schulz, SECONDED by Comm. Jungers to AUTHORIZE Chief Hoelzel to offer the position to the chosen Candidate subject to hiring procedures including background checks for both candidates. 4 ayes, 0 nays, 1 absent. MOTION CARRIED on a voice vote. 7. REMOVAL OF PROBATION OFFICER BRENT WITTMAN Chief Hoelzel said Officer Wittman has done a very good job over the past 18 month and asked for approval to remove him from probation. MOVED by Ald. Hackett, SECONDED by Comm. Fisher to APPROVE to remove Officer Brent Wittman from probationary status. 4 ayes, 0 nays, 1 absent. MOTION CARRIED on a voice vote. 8. CHIEF S MONTHLY REPORT FOR DECEMBER 2016 Chief Hoelzel said there is a handwritten note on the UCR report. There was some offenses being recognized by the Spillman software incorrectly as prostitution arrests. Lt. Geoff Johnson made a call to Derek Vettenheimer from the UCR program and after discussion agreed the offenses should be moved to sex offense. MOVED by Comm. Schulz, SECONDED by Ald. Hackett to APPROVE Chief s monthly report for December ayes, 0 nays, 1 absent. MOTION CARRIED on a voice vote. 9. ANNIVERSARY DATE 5 YEARS SGT. BRENT KRUEGER The commission members asked Chief Hoelzel to give Sgt. Brent Krueger their congratulations. 10. PERFORMANCE REPORT OFFICER NATE NELSON/BRENT WITTMAN Chief Hoelzel said Chief Deuman of the Waupaca Fire Department commended both officers for an excellent job in helping with controlling the scene at a Berlin Street house fire. 2

4 Police and Fire Commission Meeting January 10, SHOP WITH A COP / NATE NELSON / THANK YOU CARDS Chief Hoelzel said that each child that participates in the Shop with a Cop program receives a $25 gift card to purchase something for themselves. Officer Nelson was paired up with a child that did not want to spend anything on himself. After spending time with the child, Officer Nelson was able to talk the child into buying a pair of boots. Officer Nelson also found out the child s favorite team was the Carolina Panthers. Officer Nelson wrote a letter to the Community Relations Department for the Carolina Panthers regarding this child s story. Officer Nelson also purchased a Carolina Panthers jersey with his own money and sent it to them hoping they would autograph the jersey. The jersey was returned with a dozen different signatures on it. They also sent an autographed photo plus backpacks, shirts, hats, coffee mugs, pennants, team photos, etc. Officer Nelson also received a letter from Head Coach Ron Rivera. Chief Hoelzel said there were two other young children that families sent thank you cards for the officers participating. POLICE DEPARTMENT ADOPTING TWO FAMILIES Chief Hoelzel said there was a little over $400 collected between the commission and the department. They were able to go shopping with the assistance of Ald. Lori Chesnut for a family in need. Items purchased were winter clothing, boots, pants, socks, sweaters and other necessities plus some toys. Officer Rodenz learned of another family through Rotary that was having a hard time due to disability. Officer Rodenz and Officer Hahn took it upon themselves to get some gifts together plus some additional donations from other officers and purchased items from K-Mart and also some gas cards were given. 13.
