6 11. Insurance: a. Carriers of Insurance: Appointing Marshall & Sterling, Inc. (Agent), Orange/Ulster Health Insurance Plan and Orange/Ulster Workers Compensation Plan as the Carriers of Insurance Designees. b. Re-Authorize Workers Compensation: WHEREAS, the Board of Education authorized participation by the Washingtonville Central School District in a Cooperative Self-Insurance Plan for Workers Compensation pursuant to Section 119-o of the General Municipal Law through the Orange-Ulster Area Schools Workers Compensation Plan in 1991 and wishes to continue such participation during the school year; THEREFORE, BE IT RESOLVED, that the Board of Education hereby authorizes participation by the Washingtonville Central School District in the Cooperative Self-Insurance Plan for Workers Compensation through the Orange-Ulster Area Schools Workers Compensation Plan for the school year and authorizes the Superintendent of Schools/or designee to execute any documents on behalf of the School District to enable the continuation of such participation during the school year. c. Representative of the Board of Trustees: Appointing the Assistant Superintendent for Business as the Superintendent s representative on the Board of Trustees of the Orange/Ulster School Districts Health Plan during the school year for Orange/Ulster Health Insurance Plan and Orange/Ulster Workers Compensation. 12. Health Plan: WHEREAS, in accordance with the Orange Ulster School Districts Health Plan Municipal Cooperation Agreement, the Orange-Ulster School Districts Health Plan (The Plan) shall be governed and managed by a Board of Directors, and WHEREAS, the Board has determined that in accordance with the above mentioned Municipal Cooperation Agreement, The Plan allows for each school district or BOCES that participates in The Plan to appoint a representative to act on the behalf of the school district or BOCES NOW THEREFORE, upon MOTION duly made, seconded and passed; it is RESOLVED that the Washingtonville Central School District School Board has appointed the Assistant Superintendent for Business to serve as their representative to The Plan for the period of 1 Year commencing on July 1, 2018 and ending on June 30, OMNI Services: BE IT RESOLVED that the Board of Education grant the authority for the Superintendent or designee, to enter into a contract for a specific third party administrative service for Employer s 403(b) Plan for the school year. E. OTHER APPOINTMENTS 1. District Committee on Preschool Special Education: The Superintendent recommends that the Board of Education approve the District Committee on Preschool Special Education (CPSE) for the school year, as submitted. 2. District Committee on Special Education and Committee on Special Education Sub Committee: The Superintendent recommends that the Board of Education approve the District Committee on Special Education and Committee on Special Education (CSE) Sub Committee for the school year, as submitted. 3. Impartial Hearing Officers School Year: The Superintendent recommends that, pursuant to federal and state law and regulations, the Board of Education approve the individuals who are certified and eligible to serve as Impartial Hearing Officers in Orange County for hearings regarding students with disabilities for the school year, as set forth by the New York State Education Department. 4. Board Designees to Appoint Impartial Hearing Officers: The Superintendent recommends that the Board of Education designate the Board President and Vice President as trustees who each have the individual authority to appoint an impartial hearing officer, who has been identified in accordance with the mandated State hearing officer selection procedures, on behalf of the Board of Education of the Washingtonville Central School District. 5. Impartial Hearing Officer Compensation Rates: The Superintendent recommends that the Board of Education approve an impartial hearing officer compensation rate in accordance with the mandated New York State impartial hearing officer rate schedule for pre-hearing, hearing, and post-hearing activities. 6. Superintendent Hearing Officers: The Superintendent recommends that the Board of Education approve Mr. Kevin Sullivan, Executive Director of Operations as well as Glen A. Plotski, Attorney with Bavaso & Plotski as the Hearing Officers for the District s Superintendent Hearings. 7. Authority to Conduct Resolution Session: The Superintendent recommends that the Board of Education designate the Assistant Superintendent for Pupil Personnel Services with authority to conduct a Resolution Session upon a filing of an impartial due process hearing. 8. Student Services: BE IT RESOLVED that the Board of Education grant the authority for the Superintendent or designee, to enter into contracts for specific student services as required by law, on an as needed basis with special services, tutorial placement providers and staff development, as attached* Page 8 of 18
9 9. Appointment of District Physicians and District Dentist: a. District Physicians: The Superintendent recommends that the Board of Education approve the appointment of the School District Physicians for the school year as follows: Monroe Pediatric Associates Washingtonville Pediatrics, PC b. District Dentist: The Superintendent recommends that the Board of Education approve the appointment of Dr. Haseena Mohideen, as the School District s Dentist for the school year. F. APPROVAL OF CALENDAR FOR BOARD OF EDUCATION MEETINGS. Setting the: 1. Work Session Meetings of the Board of Education on Mondays, as per attached list of dates. Time: 7:00 p.m. 2. Business Meetings of the Board of Education on Mondays, as per attached list of dates (with the exception of the April Meeting that will be held on Thursday for BOCES vote). Time: 7:00 p.m. Note: Calendar attached. The Board of Education may change the times or dates of meetings and may call additional meetings, as needed. Such additions or changes shall be posted a minimum of 24 hours prior. G. OFFICIAL NEWSPAPERS: Designation of the following as the official newspapers: Orange County Post Times Herald Record All legally required notices for the school year also will be published in the Orange County Post, at the discretion of the Superintendent or designee. H. RATE OF MILEAGE REIMBURSEMENT: Establish the rate of mileage reimbursement as the IRS Rate posted on July 1, 2018 for the period of 7/1/18 12/31/18 and the IRS Rate as posted January 1, 2019 for the period of 1/1/19 6/30/19. Annual Application to Participate in the Free and Reduced Meal Program: RESOLVED, that the Board of Education authorizes the President of the Board to sign the Certification of Acceptance of the Free and Reduced Price Meal Agreement, including the Policy Statement and all applicable wording in the body, attachments, and addendum of said policy, as set by the State Education Department. Income Eligibility Guidelines for Free and Reduced Price Meals: RESOLVED, that the Board of Education adopt the Income Eligibility Guidelines for Free and Reduced Price Meals, effective July 1, 2018 through June 30, These guidelines are set pursuant to State Education Department guidelines and replace the district s current eligibility guidelines. L. SCHOOL LUNCH PRICES: The Superintendent recommends that the Board of Education approve that the cost of meals on the elementary and secondary levels at $2.75 and $3.00 respectively, for the school year. M. FINANCIAL AUTHORIZATIONS: 1. Bonding of Employees of the District: The Superintendent recommends that the Board of Education of the Washingtonville Central School District approve the bonding of the District Treasurer for $1,000,000 and the District Tax Collector for $1,000,000 and all other Blanket Bond for Employee Dishonesty for $100,000, for the school year. 2. Payroll Certification Authorization: RESOLVED, that the Board of Education authorize the Superintendent of Schools or designee to certify payrolls. 3. Transfer of Funds: RESOLVED, that the Board of Education appoints the Treasurer or, in her absence, the Assistant Superintendent for Business, to authorize electronic, facsimile, or wire transfers, in accordance with law. 4. Check-signing Authorization: BE IT HEREBY RESOLVED that the Board of Education approve the Treasurer to be authorized to sign all checks, and that such checks as are required to be signed by the Treasurer may be signed with the Treasurer s facsimile signature or, in the Treasurer s absence, by Deputy Treasurer, the Assistant Superintendent for Business or the Board President. N. TAX ANTICIPATION NOTE AUTHORIZATION: BE IT RESOLVED that the Board of Education hereby authorizes the Board President, or the Board Vice President in the President s absence, to execute up to and including a $2,000, Tax Anticipation Note, as attached* Page 11 of 18

COOPERATIVE BIDS COORDINATED BY BOCES OF ORANGE COUNTY FOR VARIOUS COMMODITIES AND/OR SERVICES: WHEREAS, it is the plan of a number of public school districts in Orange, Ulster, and Sullivan Counties, in New York to bid jointly General Supplies, Paper Supplies, Cafeteria Supplies, Custodial Supplies, Health Supplies, Milk, Ice Cream, Bread and Technology Supplies/Equipment and other services and supplies as may arise for the period beginning July 1 st 2018 June 30 th WHEREAS, the Washingtonville Central School District is desirous of participating with other school districts in Orange, Ulster and Sullivan Counties in the joint bidding of the Commodities as authorized by General Municipal Law, Section 119-o, and, WHEREAS, the Washingtonville Central School District wishes to appoint a committee to assume the responsibility for drafting of specifications, advertising for bids, accepting and opening bids, tabulating bids, reporting the results to the Boards of Education and making recommendations thereon; therefore, BE IT RESOLVED, that the Board of Education of the Washingtonville Central School District hereby appoints Orange-Ulster Cooperative Bid Committee to represent it in all matters related above, and, that Jeanne DeLongis is hereby appointed as the school districts representative to Orange-Ulster Cooperative Bid Committee. BE IT FURTHER RESOLVED, that the Washingtonville Central School District Board of Education authorizes the above mentioned committee to represent it in all matters leading up to the entering into a contract for the purchase of the above mentioned commodities, and, BE IT FURTHER RESOLVED, that the Washingtonville Central School District Board of Education agrees to assume its equitable share of the costs of the cooperative bidding, and, BE IT FURTHER RESOLVED, that the Washingtonville Central School District Board of Education agrees (1) to abide by majority decisions of the participating district on quality standard; (2) that unless all bids are rejected, it will award contracts according to the recommendations of the committee; (3) that after award of contract (s) it will conduct all negotiations directly with the successful bidder(s). ENERGY PURCHASING: WHEREAS the Washingtonville Central School District is participating, with other Rockland and Orange County School Districts, in cooperative bids for the purchase of electricity and natural gas, sponsored by the Rockland County BOCES; and WHEREAS the bidding procedures comply in every respect with the requirements established by the General Municipal Law; and WHEREAS, the electricity and natural gas markets are highly volatile and prompt action is required to secure the benefit of the lowest possible rates; and WHEREAS, the delay in waiting for formal action by this Board may result in the loss of the bid prices; and WHEREAS, the Board believes that it can establish reasonable limits on the power of the Superintendent to act in the Board s name and authority, subject to later ratification by this Board; NOW, THEREFORE, on motion duly made by seconded by it is and RESOLVED that this Board hereby delegates to the Superintendent of Schools the authority to accept bids for electricity and natural gas submitted pursuant to the cooperative bid on the following conditions: a. The annual ceiling price bid for electricity is 8.0 per kwh or less; b. The annual ceiling price bid for natural gas Basis is $4.00/mmBtu or less; 1 c. The annual ceiling price for natural gas commodity at the NYMEX Henry Hub is $3.95/mmBtu or less; and it is further RESOLVED that the Superintendent is to report to this Board, in writing, within 24 hours any action he has taken pursuant to this resolution; and it is further RESOLVED that this delegation of authority may be revoked at any time by action of this Board. * This cost is for the transmission of gas.
