Member Doris Splane (9:34 a.m.) Griffin called the meeting to order at 9:32 a.m. APPROVAL OF AGENDA: ASB Moved by Member Dowhaluk that the agenda be approved with the following additions: 7.4 STARS Air Ambulance APPROVAL OF MINUTES: ASB June 29, 2016 Moved by Member Armfelt that the ASB Minutes of June 29, 2016 meeting be approved as presented. Member Splane joined the meeting at 9:34 a.m. BUSINESS ARISING FROM THE MINUTES: Weed Concerns - Alberta Transportation (Res. ASB 16-90) Mr. Keller spoke about Administration's relationship with Athabasca's office of Alberta Transportation and dealing with weeds along highways in the County. Discussion ensued. It was noted that Alberta Transportation is scheduled to attend the September 20th Public Works meeting. General consensus that Administration continue to work locally with Alberta Transportation with regard to weed control along highways.

2 Weed Control Enforcement Policy Mr. Jackson and Mr. Keller reviewed the Administration Report which recommends an enforcement policy be adopted for weed control procedures. Members further discussed the proposed policy and the authority of the weed inspector. ASB Moved by Member Speers that the recommendation to approve the Weed Control Enforcement Policy be approved as presented and forwarded to the Policy Review Committee for further review. Griffin declared a brief recess at 10:39 a.m. The meeting was reconvened at 10:53 a.m. NEW BUSINESS: Chamzuk Drainage Issue Mr. Jackson reviewed the Administration Report regarding the placement of the Alta Gas high pressure line. ASB Moved by Member Bilsky that Administration contact Alta Gas to negotiate further options for pipeline lowering costs on NE W4. Farm Family Awards Members reviewed the notification from Northlands that the Eli Cholach family has been accepted to receive the ATB Agriculture Farm Family Award. ASB Moved by Member Willcott that Member Ponich be authorized to attend the ATB Agriculture Farm Family Awards celebration at the Edmonton EXPO Centre on November 9, Respect our Lakes Members reviewed the request from Alberta Environment and Parks to post awareness signs near Baptiste Lake. ASB Moved by Member Willcott that the Respect our Lakes initiative be tabled to a future Planning & Development or County Council meeting. Page 2 of 5

3 Debbie Wood, Manager, FCSS joined the meeting at 11:21 a.m. to address the Red Cross agenda item. Provincial Highways - Mowing Program (CC16-488) Discussion ensued with regard to Member Armfelt's initiative to lobby the government with regard to provincial funding of the highway mowing program. ASB PROTECTIVE SERVICES: Moved by Member Armfelt that Administration correspond with the Minister of Finance, (cc all appropriate government departments, Premier, MLA, AAMDC) to request the consideration of reinstating full funding to the mowing program on provincial highways for weed control, safety, and aesthetics. Red Cross Disaster Response Agreement Mr. Jackson and Mrs. Wood reported on the meeting they had with Red Cross Administration regarding an Emergency Response Agreement. ASB Motion by Member Willcott that the Red Cross Disaster Response Agreement be accepted as information. Griffin declared a recess at 11:47 a.m. The meeting was reconvened at 12:17 p.m. Fire Services & Emergency Preparedness Program (FSEPP) Mr. Jackson reviewed the funding has received from the FSEPP program ( ) and the new Fire Services Training Program (FSTP) ASB Moved by Member Splane to pursue the Fire Services Training Program as presented. Rochester Fire Hall Tour Members plan to tour the Rochester Fire Hall following the meeting. Page 3 of 5

4 STARS Air Ambulance Member Dowhaluk voiced concerns regarding who has authorization to engage STARS Air Ambulance on emergency calls. Enforcement Services ASB INFORMATION: ASB Moved by Member Ponich that the August Month End Report from Enforcement Services be accepted as information, as presented.
