Heinrich to adopt the minutes of the Agricultural Service Board meeting of August 15, 2018 with the following amendment: Correction to page 6 friendly amendment by M. Schwab for motion 103/18 to read and for A. Heinrich and S. Wheale to collaborate with D. McCann to select an appropriate gift from among the County s inventory and for A. Heinrich to personally invite Mr. and Mrs. Hayes. BUSINESS ARISING PUBLIC INPUT AGRICULTURE REPORTS Business Arising None Public Input None Manager of Agricultural Services and Assistant Agricultural Fieldman s Reports for August/September 2018 D. McCann provided a review of the Agricultural Fieldman Report. 112/18 Moved by L. Wentland to accept the Agricultural Fieldman Report for information. W. Noga provided a review of the Assistant Agricultural Fieldman Report. 113/18 Moved by B. Gabrielson to accept the Agricultural Fieldman Report for information. W. Noga is in contact with the Land Stewardship Centre (LSC) regarding the Green Acreages program. LSC is seeking letters of support to obtain a grant to bring the Green Acreages program to surrounding counties including Brazeau County. Page 2 of 9

Former company used to spot spray weeds along access road. New company was not spraying. Any concerns with applications for reclamation certificates notify AER. ALBERTA KEY CONTACT REPORT Alberta Key Contact Report Members reviewed the Alberta Key Contact Report submitted by T. Bozic. 114/18 Moved by B. 4 OLD BUSINESS Old Business Agricultural Rental Equipment Pricing D. McCann presented a report on Agricultural Rental Equipment Pricing. A handout was provided with additional quotes received. Pam Schaub entered the meeting at 10:52 a.m. 115/18 Moved by B. Guyon to direct Administration to authorize the Ag Fieldman to research an appropriate aerator. 116/18 Moved by L. Wentland to direct Administration to send the Agricultural Rental Equipment Pricing Report to Council for approval of agricultural equipment purchases Regional ASB Conference Attendance The conference will be held in Calahoo and the agenda was just received by D. McCann. D. McCann & cc N. Chambers with your availability. 117/18 Moved by D. Movald to authorize Ag Service Board Members to attend the 2018 Regional ASB Conference on October 18, ASB Provincial Tour Recommended to host in 2021 so budgets can be in place the year prior for booking venues. Recommend hiring a tour coordinator host position. Members discussed a collaboration with other Counties to host the tour, however due to travel restrictions this may be difficult to accommodate. 118/18 Moved by A. Pam Schaub, President of the Drayton Valley Historical Society spoke about future construction projects for the museum. M. Schwab closed the public input session at 11:09 am. Contact Information L. Wentland provided contact information for invasive species and an emergency stock trailer. M. Schwab called for a break at 11:11 a.m. and the meeting resumed at 11:12 a.m. NEW BUSINESS New Business Thank you The board expressed thanks to Administrative Assistant Tamara London for providing services to the ASB over the past few years. B. Gabrielson returned to the meeting at 11:14 a.m. Kochia Weed D. McCann presented a report on Kochia Weed. Vant and Ethel Hayes entered the meeting at 11:16 a.m. Members discussed that if the County wanted to upgrade Kochia Weed to noxious status it must go through Council as a bylaw and then proceed to the Minister for approval. 119/18 Moved by A. Heinrich to direct Administration to provide awareness for public and industry for Kochia Weed in the appropriate media outlets. J. Whaley entered the meeting at 11:23 a.m. Page 5 of 9
6 Tall Buttercup Weed Program D. McCann presented an additional report handed out for Tall Buttercup, that being a proposed report to take to Council. 120/18 Moved by D. Movald to direct Administration to proceed with the report on Tall Buttercup Program to Council for approval and program details. IN FAVOUR B. Gabrielson L. Wentland A. Heinrich M. Schwab D. Movald B. Guyon OPPOSED S. Wheale CARRIED Wild Parsnip D. McCann presented a report on Wild Parsnip. 121/18 Moved by B. Gabrielson to accept the Wild Parsnip Report for information. Reduction of Freshwater Consumption in Oil & Gas Industry Resolution Draft D. McCann provided an additional handout of the resolution passed by Council September 18, 2018 and discussed proposed amendments for the ASB Conference. 122/18 Moved by A. Heinrich to make the suggested changes to the Reduction of Freshwater Consumption in Oil & Gas Industry Resolution Draft and forward to the Regional ASB Conference with the amendments being removal of to regulate from the Background Information and to change the number referenced in the WHEREAS statement as 32 million cubic meters to licensed to utilize over a billion cubic meters annually and change the wording of enormous waste to enormous loss. Wentland to move the Provincial ASB Committee 2018 Report Card Draft to the next ASB meeting. Hayes Family BMO Farm Family Award Recognition On behalf of the Brazeau County ASB, Chairperson M. Schwab presented the Hayes family with a gift to recognize their achievements and contributions to the farming community. They Hayes family will also be formally recognized at the BMO Farm Family Award Recognition Event to be held in conjunction with Farmfair International on November 10, 2018 in Edmonton. M. Schwab called for a break at 12:05 p.m. CALL TO ORDER PRESENT A. Heinrich called the meeting back to order at 12:56 p.m. S. Wheale, Vice-Chairperson A. Heinrich, Councillor L. Chambers, Recording Secretary 2019 ASB BUDGET 2019 ASB Budget D. McCann reviewed the proposed 2019 ASB budget with members. D. McCann left the meeting at 1:07 p.m. and returned at 1:08 p.m. Members asked Administration to obtain history on why the mulching budget falls under Agriculture but is administered by Public Works. 8 124/18 Moved by L. Wentland to accept the proposed 2019 ASB Budget for information. ITEMS FOR INFORMATION Correspondence/Items for Information 2018 ASB Meeting Schedule S. Wheale left the meeting at 1:35 p.m. and returned at 1:36 p.m. J. Whaley entered the meeting at 1:37 p.m. and confirmed the organizational meeting is set for October 16 at 9 a.m., followed by the Council meeting at 10:00 a.m. It was suggested by J. Whaley that Administration recommend to Council for the ASB membership take effect November 1, D. McCann to submit the recommendation. 125/18 Moved by D. Movald to accept the 2018 ASB Meeting Schedule as presented. BMO Farm Family Awards Invitation 126/18 Moved by L. Wentland to move the BMO Farm Family Awards Invitation to the next ASB meeting. CORN SEEDER Corn Seeder D. Movald provided a handout with a report on corn seeding. It was suggested the article be published in the spring edition of The Seed with a survey asking if there is a need for a rental corn seeder. Members discussed purchasing a corn seeder for the rental program. 127/18 Moved by D. Movald to direct Administration to look into the cost and availability for purchasing a SAMCO planting system, in addition to researching the SAMCO planter system to bring back to the next ASB meeting. 128/18 Moved by S. Wheale to include a survey in the winter edition of The Seed as well as a Facebook poll to determine the need for a corn seeder. Page 8 of 9
9 D. McCann to draft survey questions on the interest in the purchase of a cord seeder for the rental program and bring the draft survey back to the next ASB meeting.
