FREE SEE PAGE 4 BILL TO CLOSE DANGEROUS LOOPHOLE AND PROTECT ALL COMMERCIAL CYCLISTS On Wednesday, May 10th, the New York City Council passed a bill introduced by Majority Leader Jimmy Van Bramer and sponsored by 10 Council Members that will improve commercial cyclist safety by closing a loophole that allowed certain businesses like UberEATS, Amazon, and Seamless to avert important safety measures required by law. Under current law governing commercial cyclists, only businesses that consider commercial cyclists as employees are required to follow safety rules outlined in the law. The new bill closes this loophole so that companies like UberEATs, Amazon, and Seamless, which employ commercial cyclists as independent contractors, must also conform to the law. At every hour of everyday, delivery cyclists used by businesses of all kinds race through our city delivering meals and products right to our door. With the rapid and continuing growth of services like UberEATS, Amazon, and Seamless, it is important that our city adapts to protect the safety of all commercial cyclists, who often work in dangerous traffic and through inclement weather. said Majority Leader Jimmy Van Bramer. Van Bramer continued, A loophole in the current commercial cyclist law allows certain businesses to unfairly and dangerously avert important safety measures required by law. I m proud to have introduced legislation being voted on by the City Council today that will close this loophole and ensure the safety of all commercial cyclists throughout our city. If enacted, all businesses that use cyclists for delivery will be required to provide cyclists with a helmet, bike equipment that improves visibility like a headlight and taillight, working brakes, and a reflective jacket that displays the name of the business and the cyclist s unique ID number. Beyond this, all commercial cyclists will be required to take a safety information course provided by the Department of Transportation that will help keep us all safe. This bill will save lives and build on the important work we ve done to improve cyclist safety throughout our city. Int. No expands upon Local Law 52 that was passed by the City Council in Local Law 52 was part of a package of bills that strengthened New York City law in regards to commercial cyclists. DOT must make the information available online. - Each bicycle to be equipped operator s individual ID number. If enacted, the new bill will change the text of the law [section of the administrative code] regarding commercial cyclists from cyclists employed by such businesses to cyclists operating a bicycle on behalf of such business to fully cover and equally protect all commercial cyclists for the first time

3 PAGE 3 REDUCING GUN DEATHS, MAKE GUNS SAFER In an effort to improve gun safety, Congresswoman Carolyn B. Maloney (D-NY) has reintroduced The Handgun Trigger Safety Act, forward-thinking legislation to use new and emerging technology to prevent gun deaths. The bill would promote the development of new smart gun technology that only allows an authorized user to fire a gun. It would also mandate that all newly manufactured handguns use this technology within five years, and that existing handguns be retrofitted with this technology within ten years. Senator Ed Markey (D-MA) will introduce a companion version in the Senate. How many more kids have to die? How many more police officers have to be killed with their own weapon before we come to our senses? said Rep. Maloney. We wouldn t drive in cars or use baby cribs that didn t adopt the latest safety technology, and we shouldn t use guns that don t take advantage of this technology either. I m proud to reintroduce the Handgun Trigger Safety Act to support the development and adoption of innovative safety technology for handguns. We should be taking advantage of new technology, not shunning it. Smart guns have been available to consumers for several years, and entrepreneurs continue to develop innovative technology to retrofit guns to make them safer. This technology will help prevent accidental gun deaths especially among children. Everytown for Gun Safety has found that on average, an unintentional shooting involving a child takes place every 34 hours. Overall, an average of 544 Americans die in firearm accidents each year. Specifically, the Handgun Trigger Safety Act would: -Authorize grants to develop and improve personalized handgun technology to increase efficacy and decrease costs; -Mandate that within five years of enactment all newly manufactured handguns must be personalized, ensuring that they can only be operated by authorized users; -Mandate that within ten years of enactment anyone selling a handgun must retrofit it with personalization technology before that sale can be completed; and -Provide reimbursement to manufacturers for the costs of retrofitting handguns through the Department of Justice Assets Forfeiture Fund. QEDC S STARTUP! BUSINESS PLAN WINNERS ENTREPRENEUR TEAMS RECEIVE $10,000 EACH FROM CITI FOUNDATION Photo Credit: Dominick Totino The Queens Economic Development Corporation on May 2 announced that a pizza maker and manufacturers of dolls and swimwear won this year s StartUP! Business Plan Competition, an eight-month challenge-and-instruction course. Thanks to funding provided by the Citi Foundation, each team was awarded $10,000. Nicole Russell, who makes frozen and fresh pizza in Rockaway s Arverne, took top honors in the Food-Based category. Her company, Last Dragon Pizza, is named after her favorite martial arts fantasy film, which is also the inspiration for some of her specialty pies. For example, the Sho nuff, which has provolone, mozzarella, Parmesan, steak, green peppers, and white onions, pays homage to the film s main villain. The Kiss Mi Converse, one of Sho nuff s famous lines, has spicy jerk chicken, yellow peppers, scallions, white onions, and black olives. The Community category went to sisters Sherifa Adams and Mona Belizaire. Their Springfield Gardens business, NEISH, designs and manufactures swim suits and other beach apparel. Laken and Carlissa King prevailed in the Innovation category. The identical twins run Bayside-based Elle & Cee World Girls, which manufactures 18-inch, fully outfitted, female dolls, such as Zari, an 11-yearold from Barbados who loves to explore. Other figurines include Maud, also age 11, who hails from Germany and speaks three languages. Pemberly is the same age as the other two, but she s from the United States and loves to read. From September 2016 to May 2017, more than 300 StartUP! participants received technical assistance and training on such business topics as operations, marketing, and financial statements, while also enjoying access to entrepreneurial resources at Queens Flushing Library. In total, 25 teams submitted business plans to selected judges, who determined the winners. QEDC would like to express sincere gratitude for Citi s help in making this impactful, extremely beneficial program possible for the past 11 years.
